7.a Consider a request from the Finance Department to approve a Resolution
adopting the following adjustments to the Town Tax Scroll for 2025.
• Releases: $698.44
• Additions: $282,619.86
• Vehicles: $356,423.81

7.b Consider a request from the Facilities Department to adopt a Resolution to
approve a contract with Barrs Recreation LLC for General Contracting
Services related to the Bellingham Park Playground Construction Project
in the amount of $953,841.74 and approve associated budget and project
ordinance amendments for a total amount of $1,001,534. Contract #26-273.
This contract is being funded from two sources. In February of 2024, during the
annual Board Retreat, the Board set aside $895,000 for this project in the General
Capital Reserves Fund. The remaining amount of $106,534 needed to fulfill the
contract and provide contingency for the project is coming from accumulated
interest in the General Capital Projects Fund.

adopt a Resolution to amend Contract #25-715 with Strata Project

Services in the amount of $60,000.00. This will be funded through the

8.a Consider a request from the Planning & Community Development
Department to adopt an Ordinance for Conditional Rezoning Request
CZ-2025-13 for a 86-acres parcel located at Black Angus Lane.
Mitchell and Bradley Hager are seeking to rezone their parcel to Conditional
Residential General (C-RG) for an 86-acre site located at 141 Black Angus Lane, PIN:
4655769373. The property is currently zoned Residential Limited Services (RLS).
The purpose of the request is to allow for 111 single-family dwelling unit development
to be built.

8.c Consider a request from the Planning & Community Development
Department to adopt an Ordinance for Planned Development Request
PD-2024-01 for an amendment to the previously approved 98.17-acre
site located at 1740/1814 Mecklenburg Highway (Cadia Mooresville).
Well Pappas Mooresville Landowner LLC; is seeking an amendment to the Planned
Development (PD) District to incorporate an additional 11.56-acres to the previously
approved 98.17-acre district. The additional acreage is currently zoned Residential
Low Intensity (RLI) and is located within the WS-IV-Critical Area of the Lake
Norman Watershed. This proposed amendment would allow for a consolidated
stormwater management solution, a more flexible site layout, and a net reduction in
project density.

Iredell Avenue Residential Development, LLC is seeking Conditional Corridor Mixed
Use (C-CM) zoning for a 4.88-acre site located at 1025 Coddle Creek Highway and
Harris Crossing Boulevard (PINs 4666793274, 4666794528). The property is
currently zoned CU-ZC-2007-17.
