Minutes Town of Mooresville Historic Preservation Commission February 6, 2025 6:00 PM - Mooresville Town Hall Present: Vice Chair-Henry Seyller, Larry Schaeffer, Bill Goodnow, Meghan Black, and Commissioner William Aven. Also Present: Planner Parviz Moosavi, Staff Attorney Caline Schecter, and Permit Specialist Supervisor Danielle Upright. 1. Call to Order Vice Chair Henry Seyller called the meeting to order at 6:00 pm. Commissioner Aven announced the passing of HPC Chair Frank Cotter. 2. Approval of Agenda ACTION: A motion was made by Larry Schaeffer, seconded by Meghan Black, to approve the agenda as presented. The motion was carried unanimously. 3. Approval of Minutes 3. a Consider Minutes of January 9th, 2025 ACTION: A motion was made by Larry Shaeffer, seconded by Bill Goodnow, to approve the minutes for January 9th, 2025, as presented. The motion was carried unanimously. 4. Old Business 4. a Consider a request for a Certificate of Appropriateness (COA-2025-01) for 212 N Main St, continued from the January 9, 2025, HPC Meeting due to lack of quorum. Larry Schaeffer identified that he was the architect for this project and would need to recuse himself. ACTION: A motion was made by Meghan Black, seconded by Bill Goodnow, to excuse Mr. Schaeffer from voting due to a conflict of interest. The motion carried unanimously. Planner Parviz Moosavi was sworn in and presented an overview of the proposed changes to the building. He stated that the staff recommends approval of the COA. The proposed changes included in the COA Application are as follows: Front of Building Upfits: • Installation of red brick veneer to match the building next door. • Construct wooden storefront (2 doors with transoms and center bay window) • Construct a wooden cornice • Allow for 2 bldg. sign areas • Gooseneck lighting • 3 metal-clad wood windows Rear of Building Upfits: • Remove window blockings • Remove double door • Repaint painted brick • Remove gutter and downspout • Remove conduits • Remove sign Mr. Larry Shaeffer was sworn in to answer questions from the board. Mr. Shaeffer addressed the awning questions asked by Mr. Goodnow. A motion was made by Bill Goodnow, seconded by Meghan Black to accept the findings of facts and approve COA-2025-01. 5. New Business 5. a Consider a staff-initiated request for a rehearing of 127 Charlotte St. Landmark Designation based on a substantial change of facts and conditions in the case. Planner Parviz Moosavi presented on behalf of the staff. Staff is requesting that the HPC consider this item be placed on the March 6th HPC meeting agenda for rehearing due to a substantial change in the facts or conditions of the case such that the State Historic Preservation Office was not previously able to provide comments on the application and has requested the opportunity to do so. Additionally, there is no precedent to landmark a portion of the building and exclude the foundation. Action: A motion was made by Bill Goodnow, seconded by Meghan Black to rehear LM- Commented [CS1]: Please check with Parviz if this is the 2024-01 because there were substantial changes in the facts or conditions of the case such right number. It might be because it was submitted last year but I just want to double check. that the State Historic Preservation Office was not previously able to provide comments on the application and has requested the opportunity to do so. The motion carried unanimously. 6. Administrative 6.a Provide updates on potential future items. Parviz Moosavi spoke on the items that would possibly be on the agenda for March. 7. Adjournment A motion was made by Bill Goodnow, seconded by Meghan Black to adjourn the meeting at 6:30 p.m. The motion carried unanimously. New Business 5.a Consider a staff-initiated request for a rehearing of 127 Charlotte St. Landmark Designation based on a substantial change of facts and conditions in the case. If approved, the rehearing will be a public hearing scheduled for the March 6, 2025, HPC meeting. On January 9, 2025, the HPC made a recommendation to the Town Board of Commissioners to landmark the property at 217 Charlotte St. However, the State Historic Preservation Office had not had a chance to make comments on the proposed landmark designation and requested additional time to do so.
