MINUTES Town of Mooresville Historic Preservation Commission January 9, 2025 6:00 PM - Mooresville Town Hall Present: Chair Frank Cotter, Vice Chair Henry Seyller, Patty Cotter, Larry Schaeffer, and William Goodnow. Absent: Meghan Black, Hannah Whitlow, and Steven Siniscalchi. Also Present: Planner Parviz Moosavi, Staff Attorney Caline Schecter, and Permit Technician Sandy Burazer. 1. Call to Order Frank Cotter called the meeting to order at 6:05 pm. 2. Approval of Agenda Parviz Moosavi requested to adjust the agenda by adding Item 5. c-Administrative Item. ACTION: A motion was made by Larry Schaeffer, seconded by Patty Cotter, to approve the agenda as amended. The motion was carried unanimously. 3. Approval of Minutes 3.a Consider Minutes of December 5, 2024 ACTION: A motion was made by Henry Seyller, seconded by Larry Schaeffer, to approve the minutes for December 5, 2024. The motion was carried unanimously. 4. Presentations There were no presentations. 5. New Business 5.a Consider a request for a Certificate of Appropriateness (COA-2025-01) for 212 N Main St. to complete exterior building renovations and improvements. Larry Schaeffer identified he was the architect for this project and would need to recuse himself. ACTION: A motion was made by Patty Cotter, seconded by Bill Goodnow, to excuse Mr. Schaeffer from voting due to a conflict of interest. The motion carried unanimously. Mr. Schaeffer’s recusal caused a lack of quorum, so the case was continued until February. 5.b Consider a recommendation from Planning and Community Development landmarking 127 Charlotte Street as a local historic site. Planner Parviz Moosavi presented the staff report for the landmark request for 127 Charlotte Street. The applicant, Bruce Knops, spoke to the Commission on behalf of his request. The Commission discussed the special significance and integrity of the property. Members of the Commission discussed specifically whether the foundation of the building and the secondary structure retained historical elements. ACTION: A motion was made by Larry Schaeffer, seconded by Patty Cotter, to recommend that 127 Charlotte Street be designated as a historic landmark with the exception that the tuckpointing of the foundation and detached structure be excluded from designation. The motion carried unanimously. 5.c Administrative Parviz Moosavi informed the board of the CLG Training being held on 1/24/2025 in Taylorsville, NC. 6. Adjournment A motion was made by Larry Schaeffer, seconded by Patty Cotter, to adjourn the meeting at 6:30 pm. The motion carried unanimously. Americans with Disabilities Act (ADA) Statement.
