Historic Preservation Commission
March 6, 2025
6:00 PM - Mooresville Town Hall
Members Present: Chair Henry Seyller, David Cole, Bill Goodnow, Larry Schaeffer, Patty
Cotter, Susan Autry, Benjamin Kennedy, and Town Board Liaison Will Aven.
Absent: Meghan Black
Also Present: Planner Parviz Moosavi, HPC Administrative Assistant Danielle Upright, and
Staff Attorney Caline Schecter.
1. Call to Order
Henry Seyller called the meeting to order at 6:00 pm.
2. Swearing-in of newly appointed HPC members
2.a Oath of Office
Oaths were taken by the newly appointed HPC members, Benjamin Kennedy, Susan Autry,
and David Cole.
2.b Election of Vice-Chair to serve until June 30, 2025
Bill Goodnow nominated David Cole for Vice Chair. A roll call vote was taken, and all
members approved the nomination for David Cole to be appointed as Vice Chair.
3. Approval of Agenda
ACTION: A motion was made by Larry Schaeffer, seconded by Patty Cotter, to approve the
agenda as presented.
The motion carried unanimously.
4. Approval of Minutes
4.a Approve HPC Meeting Minutes for February 6, 2025, Meeting
ACTION: A motion was made by Patty Cotter, seconded by Larry Schaeffer, to approve the
minutes as presented.
The motion carried unanimously.
5. Presentations
There were no presentations.
6. New Business
6.a Conduct a Public Re-Hearing and vote on whether to recommend the Town Board
adopt an ordinance to designate the Dr. Nicholas Gibbons Moore House at 127
Charlotte St. as a historic landmark.
Parviz Moosavi presented the case for landmark designation of 127 Charlotte Street.
The property’s owner and applicant, Bruce Knops, answered questions asked by the
Commission.
ACTION: A motion was made by Larry Shaeffer, seconded by David Cole, to
recommend approval of the entire property as a local landmark to the Town Board.
The motion carried unanimously.
6.b Consider a request for a Certificate of Appropriateness COA-2025-02 for 224 N.
Main St.
Larry Schaeffer identified he was the architect for this project and would need to recuse
himself.
ACTION: A motion was made by Patty Cotter, seconded by Benjamin Kennedy, to
recuse Mr. Schaeffer from this item.
The motion carried unanimously.
Planner Parviz Moosavi was sworn in and presented COA-2025-02. He stated staff
recommends approval.
Applicant Larry Schaeffer was sworn in, presented applicant’s presentation, and
answered questions from the Commission.
ACTION: A motion was made by Benjamin Kennedy, seconded by Bill Goodnow, to
approve COA-2025-02 and adopt the staff’s recommended Findings of Facts.
The motion carried unanimously.
7. General Updates
Parviz updated the Commission on upcoming meetings, sign-posting changes, and CLG
Training.
8. Adjournment
ACTION: A motion was made by Bill Goodnow, seconded by Benjamin Kennedy, to adjourn
the meeting at 6:59 pm.
The motion carried unanimously.
