Present: Steve McGlothlin, Michael Cole, Michelle Marckwardt, Gregory Peretz, Laura Temple, Jeremy Katz,
and Jeffrey Mack.
Also Present: Planning & Community Development Senior Planner Sandy Howell, Planner III Parviz Moosavi,
Assistant Town Attorney Carey Austin, Administrative Assistant Lisa Smith, and Permit Specialist Supervisor
Danielle Upright.
1. Call to Order
Chair Steve McGlothlin called the meeting to order at 6:00 p.m.

Chair McGlothlin welcomed the Planning Board and guests and then opened the meeting.

No one from the public was signed up to speak
5. Adjustments to the Agenda
There were no adjustments to the agenda.
6. Adoption of the Agenda
ACTION: A motion was made by Michael Cole, seconded by Jeremy Katz, to approve the agenda as presented.
The motion carried unanimously.
7. Consideration of Approval of Minutes

ACTION: A motion was made by Michael Cole, seconded by Laura Temple to approve the minutes as presented.
The motion carried unanimously.
8. Old Business
8. a Consider Text Amendment TA-2024-10: Amendment to the Unified Development Ordinance (UDO) to
provide greater flexibility to the "Cottage Development" use and definition.
A text amendment application by Covepoint Development, LLC to provide further flexibility for the Cottage
Development use type, pertaining to lot size, dwelling size, parking and open space design and orientation.
Sandy Howell presented the text amendment request for TA-2024-10.
Property Developer Adam Hayes spoke on behalf of the project.
No one from the public was signed up to speak.
ACTION: A motion was made by Michael Cole, seconded by Laura Temple, to deny TA-2024-10.
The motion carried unanimously

9. a Consider Conditional Rezoning Request CZ-2025-08 for a 4.88-acre site located at 1025 Coddle Creek
Highway and Harris Crossing Boulevard. The applicant is requesting Conditional Corridor Mixed Use (C-CM).
Iredell Avenue Residential Development, LLC is seeking Conditional Corridor Mixed Use (C-CM) zoning for a
4.88-acre site located at 1025 Coddle Creek Highway and Harris Crossing Boulevard (PINs 4666793274,
4666794528). The property is currently zoned CU-ZC-2007-17.
Planner Parviz Moosavi presented the conditional rezoning request CZ-2025-08.
Developer Todd Menke of GenMark Property Group spoke about the project.

ACTION: A motion was made by Laura Temple, seconded by Michelle Marckwardt to deny CZ-2025- 08.
The motion carried unanimously.
9.b Consider Conditional Rezoning Request CZ-2025-06 for an 8.89-acre site located at 205 Overhill Drive
(Lake Norman Tennis Center). The applicant is requesting Conditional Community Commercial (C-CC). Lake
Norman Tennis Center is seeking Conditional Community Commercial (C-CC) zoning for an 8.89-acre site
located at 205 Overhill Drive (Lake Norman Tennis Center) (PIN 4647876944). The property is currently zoned
Conditional Community Commercial (C-CC).
Sandy Howell presented the conditional rezoning Request CZ-2025-06.
Applicant Brian Cone spoke on behalf of the project.
Carey Austin verified with the applicant that they were aware of and in agreement with the conditions listed
below:
1. Site development shall conform to the approved Concept Plan. Any modifications post-approval shall be
consistent with UDO 2.5.4.C.8.b, “Minor Modifications.”
2. Allowed uses on the site shall be restricted to Office, Small Retail Sales and Services, Indoor Recreation and
Entertainment and Outdoor Recreation and Entertainment, and any accessory and/or temporary uses otherwise
permitted in the Community Commercial (CC) district, respectively.
3. A six-foot-wide easement for sidewalk upgrade shall be reserved and recorded, and fee in lieu for sidewalk
improvement shall be paid prior to site plan approval.
4. Developer shall set aside at least .78 acres (10%) as open space

ACTION: A motion was made by Jeffrey Mack, seconded by Michelle Marckwardt, to approve CZ-2025-06.
The motion carried unanimously
10. Administrative Items
Ms. Howell informed the Planning Board about recent Town Board actions. The June Planning Board meeting
will have 4 items on the agenda.
11. Adjournment
ACTION: A motion was made by Steve McGlothlin, seconded by Jeremy Katz, to adjourn the meeting at 8:24
pm.
