Minutes Town of Mooresville Planning Board October 28, 2025 6:00 PM - Mooresville Town Hall Present: Wendy Smith, Miko Red Arrow, Richard Poore, Michael Cole, Steve McGlothlin, Jeremy Katz, Laura Temple, Gregory Peretz, Jeffery Mack Also Present: Planning & Community Development Director James Coley, Planner Veronica Bateson, Planner Patrick Werner, Planner Ashley Lattin, Administrative Assistant Lisa Smith, Assistant Town Attorney Carey Austin 1. Call to Order Chair McGlothlin called the meeting to order at 6:02 p.m. 2. Pledge of Allegiance 3. Chairperson's Welcome and Opening Chair McGlothlin welcomed the Planning Board and guests and opened the meeting. 4. Public Comment Chair McGlothlin opened the Public Comment. No members of the public spoke. 5. Adjustments to the Agenda Correction of public meeting, total number of units and the square footage of commercial space on p.2 of staff report for item 9c, PD-2024-01. 6. Adoption of the Agenda ACTION: A motion was made by Ms. Temple, seconded by Mr. Mack, to accept the adjustments and approve the agenda. Motion approved: 9-0 7. Consideration of Approval of Minutes 7.a Consider Minutes of September 23, 2025 ACTION: A motion was made by Mr. Cole, seconded by Mr. Katz, to approve September 23, 2025, Planning Board Meeting Minutes. Motion approved: 9-0 8. Old Business No old business 9. New Business 9.a Consider Rezoning Request RZ-2025-06 for a 23.648-acre site located on Statesville Highway, 2255 Statesville Highway, Oakridge Farm Highway, Mazeppa Road (PINs 4668014837, 4668022377, 4668025719, 4668029301). The applicant is requesting Hybrid Light Industrial (HLI) zoning. The site is currently zoned Residential Limited Service (RLS). There were no conflicts of interest from Board members. Veronica Bateson presented the rezoning request. The following representatives for the project spoke: Nate Bowman, 205 S Church St Huntersville, NC ACTION: A motion was made by Mr. Cole, Seconded by Mr. Mack to approve RZ-2025- 06; Motion approved: 9-0 9.b Consider Conditional Rezoning Request CZ-2025-17 for a 17.916-acre site located at Mazeppa Road, 176 Mazeppa Road, 130 Stafford Lane, 138 Stafford Lane, 154 Stafford Lane, and Stafford Lane (PINs 4668028884, 4668131112, 4668135061, 4668123692, 4668127613, 4668127459, and 4668127538). The applicant is requesting Conditional Community Commercial (C-CC). The property is currently zoned Residential Limited Service (RLS). Veronica Bateson presented the conditional rezoning request. The following representatives for the project spoke: Nate Bowman, 205 S Church St Huntersville, NC Applicant reviewed the Draft Ordinance for CZ-2025-17 and agreed to the deletion of the uses arena, amphitheater, stadium; and CBD, vape and/or tobacco shops in condition number 2. The Applicant also agreed to the deletion of the words “approval and/or” in condition number 3. Therefore, the Applicant accepted the following 6 conditions with deletions as shown: 1. Residential uses are prohibited. 2. Permitted uses for this site include: enclosed environmental agriculture, animal shelter, cemetery, common recreational facility, community center, cultural facility, daycare, funeral facility, government service facility, public safety facility, religious assembly, college or university, school (prek-12), vocational or trade school, hospice, hospital, medical treatment facility, nursing home, therapeutic massage facility, community garden, park, kennel and pet boarding, pet grooming, veterinary hospital or clinic, conference, training or event center, office, brewery, distillery, or winery, catering, drive-through restaurant, restaurant/bar, hotel or motel, arena, amphitheater, or stadium, event venue, indoor/outdoor recreation and entertainment not listed, bank or financial institution, CBD, vape and/or tobacco shops, farmer’s market, mini- warehouse, retail sales and service establishment small/medium/large, self-service storage, gas station, commercial vehicle sales and rental, vehicle wash, artisanal production, contractors office, heavy equipment sales, rental, or repair, research and development facility, warehouse and whole sale operator and any accessory and/or temporary uses otherwise permitted in the CC district. 3. A site plan will be required per the UDO as the property develops. The site must adhere to the approved zoning and all applicable ordinances at the time of approval and/or site development. 4. If any use or uses require a Traffic Impact Analysis, such analysis shall occur at the time of site plan approval, and all mitigations as identified in the Mitigations Measure Agreement (to be completed during Site Plan) shall be completed. 5. Prior to the Town’s acceptance of streets and multi-use paths, the developer or HOA shall be responsible for maintenance of the same. 6. Prior to Town acceptance of streets, developer shall be responsible for maintenance of street trees. Following Town acceptance of streets, the Property Owner's Association (POA) shall maintain all street trees located in the public right of way to Town of Mooresville standards. ACTION: A motion was made by Mr. Peretz, seconded by Miko Red Arrow, to approve CZ-2025-17 with the proposed conditions. Motion approved: 9-0 9.c Consider Planned Development Request PD-2024-01 for an amendment to the previously approved 98.17-acre site located at 1740/1814 Mecklenburg Highway (Cadia Mooresville). The request is to include an additional 11.56-acre parcel and rezone from Residential Low Intensity (RLI) to Planned Development (PD) District. Well Pappas Mooresville Landowner LLC; G&M Partners LLC is seeking an amendment to the Planned Development (PD) District to incorporate an additional 11.56-acres to the previously approved 98.17-acre district. The additional acreage is currently zoned Residential Low Intensity (RLI) and is located within the WS-IV-Critical Area of the Lake Norman Watershed. This proposed amendment would allow for a consolidated stormwater management solution, a more flexible site layout, and a net reduction in project density. James Coley presented planned development request The following representatives for the project spoke: Peter Pappas, Pappas Properties, Charlotte, NC 28210 Jim Schumaker, Pappas Properties, Charlotte, NC Public comment was opened. The following individual spoke: Jack Benyon Public comment was closed. ACTION: A motion was made by Mr. Mikko Red Arrow, seconded by Mr. Jeffrey Mack to approve PD-2024-01. Motion approved: 9-0 10. Administrative Items 10.a Consider 2026 Planning Board Meeting Calendar January 27, 2026 February 24, 2026 March 24, 2026 April 28, 2026 May 26, 2026 June 23, 2026 July 28, 2026 August 25, 2026 September 22, 2026 October 27, 2026 November 17, 2026 December 15, 2026 ACTION: A motion was made by Chair McGlothlin, seconded by Mr. Katz to approve The 2026 meeting calendar. Motion approved: 9-0 Ms. Austin scheduled training for the November meeting. 11.
