6:00 PM - Mooresville Town Hall
Present: Henry Seyller, David Cole, Larry Schaeffer, Bill Goodnow, Patty Cotter, Susan
Autry, and Commissioner Will Aven.
Also Present: Planning Director James Coley, Planner II Ashley Lattin, Planning Specialist
II Danielle Upright, and Staff Attorney Caline Schecter.
Absent: Ben Kennedy and Meghan Black.
1. Call to Order
Chair Henry Seyller called the meeting to order at 6:00 p.m.
2. Swearing-in of newly appointed HPC members
2.a Oath of Office
Members David Cole and Patty Cotter were sworn in for their new terms.
2.b Election of Chair and Vice-Chair
ACTION: Henry Seyller nominated David Cole as chair to HPC, and the nomination was
seconded by Larry Schaeffer.
Roll call votes in favor of Mr. Cole being the chair:

Motion carried unanimously.
ACTION: David Cole nominated Henry Seyller as vice chair to HPC, and the nomination
was second by Patty Cotter.

3. Approval of Agenda
ACTION: A motion was made by David Cole, seconded by Susan Autry, to approve the
agenda as presented.
Motion carried unanimously.
4. Approval of Minutes
4.a Consider minutes from June 5th, 2025
ACTION: A motion was made by Larry Schaffer, seconded by David Cole, to approve the
minutes with an amendment to reflect that Commissioner Aven and Commissioner DeWeese
were present at the June 5th meeting.
Motion carried unanimously.

6. New Business
6.a Historic Preservation Commission and Downtown Design Standards presentation by
Carolyn Gimbal of JMT and discussion of remaining steps for final adoption. Please
reference documents, Comment Response Matrix and Mooresville Second Draft_9-17-25,
attached to the published agenda. This is draft 2 of 3 and HPC should provide additional
feedback for the consultant to incorporate into the 3rd and final draft. Upon review of the
3rd draft, an action will be required to make a recommendation to the Town Board to adopt
the final version of the Design Standards.
Carolyn Gimbal from JMT presented proposed changes and amendments to the Mooresville
Historic Preservation Commission Design Standards. A discussion among board members
took place regarding potential ideas and modifications to the Design Standards, including
considerations for signage and building height. Additional written comments should be sent
to Carolyn by November 6 for a final presentation at the December HPC meeting. There was
also discussion regarding soliciting public comment on the Design Standards.
7. Adjournment
ACTION: A motion was made by Patty Cotter, seconded by Larry Schaeffer, to adjourn the
meeting at 7:22 p.m.
Motion carried unanimously.
