The regular meeting of the Zoning Board of Appeals will be continued at 6:30 PM. Applicants and members of the public will be permitted to attend and make public comments via in-person attendance and Zoom. The meeting and work session will be streamed live on the following services: Facebook: https://www.facebook.com/mountvernonny YouTube: https://www.youtube.com/@CMVNYTV/streams ITEM #1 ROLL CALL ITEM #2 APPROVAL OF MINUTES • May 19, 2026 ITEM #3 PUBLIC HEARINGS Continued Public Hearing 3.1 Case # ZB-26-1: 16 North Bond Street (Section 164.76, Block 1070, Lot 14) in the NB: Neighborhood Business District The Board previously received proof of mailing, proof of publication in the Journal News, and proof of initial sign posting for the application. 1 City of Mount Vernon Meeting Date Zoning Board of Appeals Agenda July 21, 2026 The Board has also received an Affidavit of Sign Posting stating that on July 6, 2026, a sign was posted at the site giving notice of the Zoning Board’s July 21, 2026, meeting. The Board also received photographs showing that the sign posting on the property has been updated providing notice of today’s meeting. The owner, Moheshwar Chandarpal of ELS Investors INC, is represented by his architect, Kojo Simpson, and his legal representative, Steven A. Veneruso, ESQ. The applicant is seeking to obtain a use variance to facilitate the renovation of the existing three- story building on the subject property for five (5) residential apartments. The subject property is 2,607 square feet, is located on North Bond Street and is located in the NB: Neighborhood Business Zoning District, near Mount Vernon Avenue. Use Variance Requested: Item Required / Proposed Variance Permitted Requested Use Variance Allowable NB: Pre-existing Variance to allow Neighborhood nonconforming 3-story, for the Business Uses 5-unit multifamily continuance of residential use the proposed reconstructed multifamily residential use. The application has been sent to the Fire Department, the Police Department, the Water Bureau, DPW, and the City Engineer for comments. The application is also under the jurisdiction of the County Planning Board, and a referral was made to the County Planning Board on March 25, 2026. The County Planning Board responded, stating that this was a matter for local determination. SEQRA - The proposed use variance is classified as a Unlisted action for SEQRA purposes. The ZBA declared its intention to serve as Lead Agency for the application at its May 19, 2026 meeting. A notice of intent was circulated to all involved and interested agencies on May 20, 2026 and the ZBA may now assume Lead Agency status. Note: Work Sessions will be open to the public but closed to public participation subject to the Open Meetings Law, [Section 105 of New York State Public Officers Law, Article 7].
