Mundelein Arts Commission Meeting Minutes June 16, 2025 CALL TO ORDER The subcommittee for Lure of the Local was held on June 16, 2025. ATTENDANCE The special meeting to discuss Mundelein Arts Commission Lure of the Local was held on June 16, 2025. Senior Planner C. Malec called the meeting to order at 6:00 PM. C. Malec took attendance. It indicated as follows: Commission Attendance PRESENT: Commissioner Bayoneto, Commissioner Kalmanovsky, Commissioner Woodard, Commissioner Arp, Commissioner Lyttle ABSENT: Commissioner Justman, Commissioner Spicuzza, Commissioner Smith, Commissioner Esson, Commissioner Yim Village Attendance PRESENT: Colleen Malec, Senior Planner; Erin Swanson, Recording Secretary LURE OF THE LOCAL DISCUSSION (6:00-7:00 PM) Commissioner Woodard opened the discussion with plans to find opening night sponsors and food. She also proposed having performance art at opening night. Commissioner Bayoneto recommended in-kind donations with proceeds going to the Kracklauer fund. C. Woodard and C. Bayoneto discussed hiring a professional photographer and offering classical music with dance for performance. Commissioner Kalmanovsky discussed social media posts for the residency program for the event. C. Malec inquired about post frequency. Commissioner Bayoneto also discussed getting flyers prepared and posting them around the Village. Commissioners discussed the various areas in Mundelein where flyers could be posted. Commissioners discussed the logistics of the artist residencies. A security deposit was discussed as well as the suggestion to have a credit card on file in lieu of a security deposit. Hours of operation of the building during the residency period was also discussed. Arp, D. Lyttle NAYS: None ABSTAIN: None COMMITTEE REPORTS Public Art Plan There were no updates. Lure of the Local C. Woodard updated the commission on her progress for opening night preparations. She had met with the new owners of the prior Bosackis Brewery and they have committed to providing beer at the Lure of the Local opening night. She also spoke with the Fentons Brewery owners, and they would like to help sponsor the event. Scholarship Program No further discussion on the Scholarship Program is needed at this point. This item is tabled until January. Mundelein Grand Prix Chalk art locations for the Mundelein Grand Prix were shared with the commission. Discussed purchasing of spray chalk and other event supplies as some colors are hard to source at short notice. Chairperson A. Spicuzza requested help with setting up and taking down the tent and tables for the event and to assist with sitting at the booth. Commission also discussed canceling the next meeting of the Mundelein Arts Commission as it is scheduled for the same night as the Mundelein Grand Prix. C. Bayonetto moved, seconded by G. Stars on Parade C. Malec shared posts on social media. C. Malec and C. Woodard were interviewed my the News Sun for the latest Stars of Parade sculpture. Writing Contest No Updates. Hand Sculpture S. Kalmanovsky moved, seconded by S. Arp, a Motion to disburse the remaining payment due to artist Meg White upon delivery of the sculpture ($8,000). The supplies included tape, tablecloth, clips, box cutter, etc. C. Bayoneto moved, seconded by G. Smith, a Motion to reimburse Aurelia for supply purchase of $72.45. Lyttle NAYS: None ABSTAIN: None OLD BUSINESS Percent for the Arts There was a meeting with Village staff to review proposal. More research is needed with comparable programs by other municipalities. Discussed what the goals of the funds would be. Intent would be to have developers contribute financially to public art instead of using all village funds. Project will continue to move forward. ArtsLink North Directory Chairperson A. Spicuzza asked for a status update. S. Esson stated that she had not received any information to post on the directory. After some discussion it was agreed that items off the website can be used and posted. S. Esson agreed to pull items off the website and post to the ArtsLink North Directory. Community Days/Parade The change in time for the parade was discussed. S. Esson stated that the float for the parade was mostly completed at this point due in large part to help with Brent from the Village's Public Works department. S. Esson requested access to Public Works on Thursday, July 3rd to finalize the float. Sidewalk Painting No updates. Art on Park (Farmers Market) Art on Park event at the Farmer's Market will be held on August 30th. There will be an arts section of the Farmer's Market. S. Kalmanovsky will provide Lure of the Local information to C. Woodard to have on hand at the event. NEW BUSINESS AND PROJECT UPDATES Reimbursement for Spring into Summer Supplies Item was discussed and a motion was made during Beautification Committee item The commission discussed getting Arts Commission shirts made and took a straw poll vote on if this should be self-paid or to come out of the Arts Commission budget. lt was decided that the shirts should come out of the budget. Chairperson Spicuzza called the meeting to order at 7:00 PM. ATTENDANCE A. Spicuzza took attendance. Lure of the Local Lure of the Local will take place from October 17 to November 17, 2025, with the theme this year being "Portals." The event will continue to be held in the Archer Business Center (ABC Building), but it will be in a different location within the same building. The application for Lure of the Local will open in June 2025. The subcommittee (S. Kalmanovsky, C. Woodard, and C. Bayoneto) discussed the new space, which was previously occupied by a law firm. They noted several improvements, including better parking, enhanced lighting, and a layout featuring office-like rooms. Artists will be able to use these rooms as studio spaces leading up to the show. Additionally, a second subcommittee (S. Kalmanovsky and J. Justman) was formed to manage the artist residency prior to the event. The subcommittees will continue to meet monthly to plan and discuss the event. The Lure of the Local subcommittee will meet one hour before (6:00 PM) the regularly scheduled MAC meeting on June 16, 2025. Scholarship Program The subcommittee (S. Esson, G. Smith, and C. Bayoneto) attended the Awards Ceremony on May 13, 2025, to present the scholarship awards to the recipients. They expressed interest in increasing the budget next year to provide a larger award amount. Indoor Art Program There was no updates. Acoustic Music and Guitar Jam The Acoustic Music and Guitar Jam will be held on August 17, 2025, from 1:00 to 3:00 PM at the parklet on Park Street, right next to Area Coffee. G. Smith, S. Esson, and C. Bayoneto will assist J. Justman with this event. Poetry and Storytelling Showcase Page 5 of 36 Poetry and Storytelling Showcase will be held on August 24, 2025 from 1:00 to 3:00 PM at the parklet on Park Street, right next to Area Coffee. S'Mural C. Woodard updated the Commission on S'Murals and the next steps.A call for artists for this program will be created, and once it is published on social media, she will begin collecting artist information and building a bank of artists. She will serve as a matchmaker between the artists and building/property owners. Staff is currently working on proposing a text amendment to the Zoning Ordinance to change the regulations for murals. Additionally, C. Woodard informed the Commission that Tony Cannoli is interested in an S'Mural. They would like the mural to depict a framed window looking into a kitchen. It will be located on the front of the building, facing Lake Street. Stars on Parade The call for artists is complete and will be posted on social media soon. The MAC is collaborating on a star with the Beautification Committee and Flowerama. The theme of the star is Marigolds, Monarchs, and Mexican Heritage. Writing Contest This project has been tabled. Hand Sculpture The artist, Meg White, is still in the process of working on the hand sculpture. She has recorded snippets of her sculpting the hand, and C. Malec informed the commission to check out her YouTube channel. C. Malec also mentioned that we should post updates on Meg White's progress in the upcoming weeks on MAC's social media platforms. A. Spicuzza assisted staff by researching local concrete contractors and emailed staff a list along with their contact information. Additionally, the Commission would like the Mundelein community to name the sculpture once it has been installed. Therefore, staff will contact JR Steel & Welding to create signs for the Hand and Earth Flight sculpture. Beautification Committee C. Woodard gave the commission an update on the Beautification Committee and their Page 6 of 36 upcoming projects. OLD BUSINESS Percents for the Arts (S. Kalmanovsky) The "Percent for the Arts" program involves allocating a small percentage of the cost of new development, or significant renovations involving 50% or more of a building, into an art fund. This fund would be managed by the Mundelein Arts Commission to support future public art projects. This project will be tabled until February 2026. ArtsLink North Directory (S. Esson) S. Esson will sign the Mundelein Arts Commission (MAC) up for ArtsLink, and start posting MAC events. Community Days/Parade The Community Days Craft event is on Thursday, July 3, 2025, from 1:00 to 3:00 PM, and the Community Days Parade is on Sunday, July 6, 2025, at 1:00 PM. The subcommittee (S. Esson and G. Smith) will schedule time with Public Works to decorate the flatbed truck for the parade. Mundelein Grand Prix J. Marvin informed the Commission that the 2025 Mundelein Grand Prix will be relocated to the neighborhood directly south of Courtland Commons. This year, the volunteer t-shirts will be green, and the Commission has ordered green cowbells for this year’s event. Sidewalk Painting This project will be tabled until January 2026. Art Table at MHS Art Show A. Spicuzza shared that a teacher from Mundelein High School inquired whether the Commission would be interested in presenting an award to an artist’s work before the exhibition opens to the public. She noted that the exhibition includes works from 1st through 12th grade, which would make selecting a single winner challenging. S. Kalmanovsky suggested considering giving the award to an AP art student. This event will be re-added to the agenda in February 2026. NEW BUSINESS AND PROJECT UPDATES Page 7 of 36 Art on Park The MAC will have a table at the Mundelein Farmers Market on August 30, 2025, from 8:00 AM to 12:00 PM. The theme of the market is Art on Park. Staff will provide C. Woodard with table supplies and flyers featuring upcoming MAC projects. Other • The Commission reviewed their budget for this fiscal year and would like to add an item under committee reports to review the budget at the beginning of every MAC meeting. • C. Malec informed the Commission that they will need to transition to using their new Outlook email accounts, as staff will discontinue sending communications to personal email addresses in the coming months. • C. Bayoneto shared that her child participates in martial arts and is tested every six weeks, which involves breaking four wooden boards. She noted that the broken boards are typically discarded and placed in a large stack near the trash. She suggested exploring potential ways to repurpose the boards to prevent them from going to waste. • The MAC and the Kirk Players will be partnering on future theater programs. Staff recommends centering the conversation around marketing, signage, programming, live music, etc. At a prior meeting, the MAC authorized $5,000 for general Lure expenditures, and the subcommittee will come back at a later time if that needs to be adjusted. The 4th annual Lure of the Local has been announced to the public, and applications have opened to any interested artists. If you or anyone you know is interested in exhibiting work, please apply via Google Form at: https://forms.gle/oesg5Y2e1ZHkeEdF7. The application deadline is July 15, 2025. It was emailed to 300+ artists (guestbook entries, previous Lure artists, and other artists who have reached out). New Location: ABC Building – Former KSN space (westernmost unit of the building). 4. Theme: This year’s theme, Portals, invites artists and audiences alike to consider the thresholds, literal and metaphorical, that shape human experience. A portal may be an architectural element, a moment of transformation, a liminal space, or a passage between inner and outer worlds. Portals call attention to the act of transition: the movement from one state of being, perception, or reality into another. In the context of art, they offer a framework for thinking about narrative, spatiality, memory, and transcendence. 5. Title Sponsor: Tighthead Brewing Company ($1,000) 6. Marketing: More time needs to be invested into promotion this year – particularly non-social media marketing like signage, mailings, postcards, cross-promotion, etc. 7. Residency Program:The residency program terms are under development and review by the Village legal counsel, but the draft terms generally include: a. The residency offers up to 10 select artists free studio space for a period of up to 10 weeks (September 15 – November 16). Artists can choose to move in later than September 15, but the move out date is fixed. b. Facilities include studios ranging from 120-170 square feet (private locking rooms with windows), overhead lighting, and outlets. There are two kitchenettes, bathrooms, conference rooms, and classroom spaces. c. Residents will sign a formal lease agreement with the Village of Mundelein. d. Security deposit: $500 e. Furnishings must be provided by the resident. f. Hours of access will be limited to 6:00 AM – 12:00 AM (inaccessible overnight). g. Residents will be subject to a basic background check. h. Visitor policy: Residents may not host visitors outside of public exhibition hours (Saturdays and Sundays) without prior approval. Exceptions may be granted on a case- by-case basis. i. No use or possession of alcohol, tobacco, cannabis, illicit drugs, or engagement in any illegal activity within the facility. j. The Village reserves the right to revoke residency and require early termination in the event of rule violations or significant conflicts (one week notice). k. Artists are expected to be courteous to other residents with regard to noise, lighting, and other potential disruptions. The Village reserves the right to request adjustments if such impacts interfere with the usability of other studio spaces. l. No work may be conducted that requires a ventilation system. m. Additional storage space can be considered on a case-by-case basis. The day's races are part of the nationally-renowned Intelligentsia Cup race series (now MONDAY Chicago Grit), which is a weeklong series across the JULY 21 Chicagoland suburbs. Last year, about 1,500 spectators attended. The Mundelein Arts Commission (MAC) is participating in the festivities by hosting chalk art events to entertain visitors and participants!
