Mundelein Arts Commission Meeting Minutes November 17,2025 CATL TO ORDER The regularly scheduled meeting of the Mundelein Arts Commission was held on November 77 ,2025. Chairperson Spicuzza called the meeting to order at 7:00 PM. ATTENDANCE A. Spicuzza took attendance. lt indicated as follows: Commission Attendance PRESENT: Chairman Spicuzza, Commissioner Esson, Commissioner Justman, Commissioner Bayoneto, Commissioner Kalmanovsky, Commissioner Smith, Commissioner Woodard, Commissioner Arp, Commissioner Lyttle ABSENT: Commissioner Yim Village Attendance PRESENT: Colleen Malec, Senior Planner; Erin Swanson, Recording Secretary PUBLIC COMMENTARY There was no public commentary MINUTES APPROVAL Approvalof the October 2A,2025 Minutes Motion to approve the Mundelein Arts Commission Meeting Minutes of October 20, 2025. COMMITTEE REPORTS Public Art Plan There are no updates. Lure of the Local The Commission discussed the Lure of the Local event, as well as the Village extended the no-cost artist residencies. The Commission reviewed the success of opening night and the overall artist residency program. lndoor Art Program The commission discussed the intent of the indoor art program to purchase art pieces from the Lure of the Local show to install in the Village. S. Kalmanovski will be choosing 10 options for the Commission to choose from for the lndoor Art Program. Stars on Parade Xitlally Garcia is still in progress with her star S'Murals No updates. Hand Sculpture The Commission discussed the Hand Sculpture progress and what dates they would find acceptable for delivery by the artist. Holiday Theater Production The Kirk Players are using the Lure of the Local space for theater rehearsals.The commission discussed the sponsorship costs of the production. The production will be held December 5th, 6th, and 7th. Scholarship The scholarship committee will be schedullng a meeting to go over questions to ask applicants. Beautification Committee Updates C. Woodard did not attend the last Beautification Meeting and has no updates for the Commission. OLD BUSINESS Percent for the Arts To be discussed at the January 19,2426 meeting. Artslink North Directory Annual subscription is $75 per year. The Commission will revisit at the next meeting. Winter Tree Lighting Festival Winter Tree Lighting Festival will be on Thursday, November 20th. D. Lyttle and E Swanson will meet at 3:00 PM for setup. NEW BUSINESS AND PROJECT UPDATES Writing Contest The Commission discussed the writing contest. The Library has taken over the initiative so there is no reason to resurrect this project at this point in time. December Meeting The Commission discussed cancelling the planned meeting in December. Motion to to Cancel the Mundelein Arts Commission Meeting scheduled for December 15,2425. S. Arp suggested a proposed Music Festival and Vinyl Records sale event called Set Sail North for the next fiscal year. lt would be a one day event with 3-4 performances. Also discussed was a proposed initiative by C. Woodard for "Art Libraries". It would be similar to the little libraries posted, but instead of books it would have art supplies available. Stars on Parade Commission discussed social media post featuring the artist and Star. Star artwork is in process. Hand Sculpture Hand Sculpture artist has requested a later deadline. The Commission discussed what the latest date of delivery they would find acceptable. It was decided that a hard deadline would be ideal to receive by the end of the fiscal year. The Commission also discussed that this upcoming summer would be the Commission's 10-year anniversary. The first meeting of the Mundelein Arts Commission was held on August 15, 2026. Holiday Theater Production The Kirk Players have chosen to do Miracle on 34th Street as their Holiday theater production. It will be held in the Lure of the Local space (175 N Archer). They will hold auditions and rehearsal in the space as well. The opening night will be the same night as the Winter Tree Lighting Festival. Beautification Committee Updates Liaison C. Woodard gave a summary of the following topics regarding the Beautification Committee: • Raffle donation for the Lure • One committee spot open • Audobon Society • Landscaping cleanup OLD BUSINESS Percent for the Arts No updates. We are expecting about $1,200 more in expenditures this year. The project is expected to come in at least $1,000 under budget. We are also happy to share the news that Village Administration has agreed to extend the no-cost artist residencies through January 31, 2026. The extension was formally approved by the Village Board on November 24th. More information: Page 11 of 27 • The residencies have been a positive experience for the MAC and staff. The residents have been engaged, professional, and enthusiastic. Staff has encountered very few issues or complaints. • The Village is exploring the long-term future of the building and evaluating whether an arts center is feasible for the community (in the Lure of the Local space or elsewhere). The residency program has provided much insight into how artists use the space, what works well, and what challenges exist. Extending the program another three months will allow us to continue learning, especially outside the context of Lure of the Local and other large events. Staff believe that rented studio spaces have potential to be part of a future arts or community center concept, and this pilot program is helping to build that vision. • After the residency period ends, the building will likely remain vacant and unprogrammed for a time while the Village goes back to the drawing board and works with the Village Board on next steps. After the Miracle on 34th Street program, the Village is requesting that the space remain empty for some time. If we move forward with any facility, we want to do so intentionally with a thoughtful program and management plan. Staff requests that the MAC indicate whether they are okay continuing to offer wi-fi in the space until January 31st, which costs approximately $58/month.
