Lark Attendance of board members: B. Lark, K. Lambert, M. Sheedy, J. Seeley, R. Meier, L. Perez, J. Umek, L. Miller (arrived 3:35) Absent board members: R. Campanella, Also, in attendance was D. Hansen, Attorney John Kelly Approval of Minutes: • Motion by Perez and seconded by Seeley to approve the April 9, 2024, meeting minutes. There was no discussion. A roll call vote was conducted with 7-ayes, 0-nays and 0-abstain. Motion passed. Public Comments: There were no members of the public present who wished to make comments. Chairman closed the floor to public comment at 3:31 pm (Board Member- Miller arrived) Chairman’s report: • Update on progress of the Regional 911 Consolidation project. The Intergovernmental agreements for the new JETSB of Lake County and LakeComm have been signed by a majority of the member agencies including Mundelein and North Chicago. Some agencies are exploring other options but have not opted out of consideration for joining in the near future. • Construction of the new Regional Operations Communication Center continues. The construction in on schedule and on budget. The construction is expected to be complete in January of 2025, leaving 6 months for installation and systems testing. Treasurers Report: • Motion by Perez and second by Seeley to approve the quarterly financial reports ending June 2024. There was no discussion. A roll call vote was conducted with 8-ayes, 0-nays and 0-abstain. There was no discussion. A roll call vote was conducted with 8-ayes, 0-nays and 0-abstain. Motion passed. Attorney Report: • Attorney Kelly reported the state approved legislature that permits the City of Chicago to collect surcharges on pre-paid phone. The legislature concerning allowable expenses of surcharge funds is under review and changes are anticipated, but no changes at this time. New Business: • Motion by Seeley and second by Meier to accept the nominations for the board members for the term- July 2024 - June 2025 o Chairman- Bill Lark o Vice Chair- Michael Sheedy o Secretary- Lazaro Perez o Treasurer- Linda Miller A voice vote was conducted with 8-ayes, 0-nays and 0-abstain. Motion passed. • Motion by Perez and seconded by Seely to approve the dissolution of the Joint Central Emergency Telephone System Board effective upon the date of approval of the new Joint Emergency Telephone System Board of Lake County. Discussion about the status of the current boards function and role until the anticipated approval of the new JETSB- all current functions remain the same and at the time the new JESTB is approved any unexpended funds would be moved to the new JETSB. Member Sheedy inquired whether Winthrop Harbor is required to send an opt-out notice to the board if they do not want to be part of the new JETSB- there is not a requirement to join the new JETSB nor a requirement to send an opt-out notice, however the State 911 Administrators office will withhold surcharge disbursements until they become a member of some other JETSB. A roll call vote was conducted with 7-ayes, 0-nays and 1-abstain. Motion passed. Old Business: None Executive Session: There was no need for an executive session.
