Liquor Control Commission Meeting Minutes January 27, 2025 CALL TO ORDER Mayor Pro Tem Wilson called the Liquor Commission Meeting to order on January 27, 2025 at 7:14 PM. ATTENDANCE Deputy Clerk Monroe took the roll call. It indicated as follows: Board Attendance PRESENT: Trustees Juarez, Lambert, Meier, Ross, Schwenk, Mayor Pro Tem Wilson ABSENT: Mayor Lentz, Clerk Walsh Village Attendance PRESENT: Attorney Cahill, Village Administrator Guenther, Assistant Village Administrator Monroe, Finance Director Miller, Fire Chief Lark, Police Chief Seeley, Building Department Director Sellas, Community Development Director Orenchuk, Public Works and Engineering Director Boeche ABSENT: None PUBLIC COMMENTARY None MINUTES APPROVAL June 10, 2024 Meeting Minutes Motion to approve the Liquor Control Commission meeting minutes from June 10, 2024. RESULT: Passed [Yes 6, No 0, Abstained 0] MOVER: Trustee Lambert SECONDER: Trustee Meier AYES: Trustee Juarez, Trustee Lambert, Trustee Meier, Trustee Berman Ross, Trustee Schwenk, Trustee Wilson NAYS: None ABSTAIN: None NEW BUSINESS Mr. Larry LaLuzerne Liquor Violation - Keing Corporation d/b/a Ramen Chicago Mundelein Sale/delivery of alcoholic beverages to persons under 21 years of age on December 3, 2024, in violation of Section 5.76.190 of the Village Code of the Village of Mundelein and 235 ILCS 5/6-16(a). Attorney Larry LaLuzerne spoke about the Chicago Ramen Liquor Violation. On December 3, 2024, the MPD did compliance checks throughout the Village. An underage individual was served liquor at the Chicago Ramen Restaurant. They will pay a fine of $1,000 and not receive a suspension of their liquor license since this is their first offense. Chicago Ramen Manager Terumi Tokita spoke of the training protocol used by their restaurants. Mr. LaLuzerne explained that this is a slightly different situation since Lucky Bites is currently closed. Mr. LaLuzerne pointed out to the owners of Lucky Bites that if a business is closed for 60 days or more, the liquor license is invalidated and returned to the Village. Mr. Alay Shah was present representing Lucky Bites and explained that the cook was the one serving the minor and has been terminated. He is sorry about this. Commissioner Lentz pointed out that if the business finds a buyer that the liquor license is not transferable. A $1000 fine was issued.
