CITY OF MUSKEGO COMMON COUNCIL MINUTES December 2, 2025 6:40 PM Muskego City Hall, W182 S8200 Racine Avenue APPROVED CALL TO ORDER Mayor Petfalski called the meeting to order at 6:53 pm. ROLL CALL Present: Mayor Petfalski, Alderperson Wolfe, Alderperson Hammel, Alderperson Decker, Alderperson Bryce, Alderperson Schroeder, Alderperson Duelge, Alderperson Madden Also Present: City Attorney Warchol, Public Works and Development Director Kroeger, Finance & Administrative Director Mustapich, HR Director Croteau, Planning Manager Trzebiatowski, Chief Westphal, Captain Fons, and City Clerk Roller STATEMENT OF PUBLIC MEETING NOTICE City Clerk Roller stated that the meeting was noticed in accordance with the open meeting law on Friday, November 26, 2025. Attorney Warchol stated Notices were served personally to all Alderpersons by Sgt. Lynkiewicz; Affidavits of Service are on file in the Clerk’s office. PUBLIC COMMENT Kathy Chiaverotti, W129S8837 Boxhorn Reserve Dr; spoke regarding the Hillendale Drive Watermain Project. James Bryce, W177S8111 Brennen Dr; spoke regarding Fire and EMS Study and the Hillendale Drive Watermain Project. COMMUNICATIONS FROM THE MAYOR'S OFFICE The Mayor thanked the DPW for the great job they did plowing the early snow. Also, they will be making one last sweep for leaf pick up. Tax bills will be going out next week; this year the mil rate is $9.93; last year it was $12.05. CONSENT AGENDA Alderperson Schroeder made a request to reorder the Agenda items and Mayor Petfalski agreed to move Old Business to follow the Consent Agenda. Roll call vote to end the discussion passed 4 – 3. UNFINISHED BUSINESS Ordinance #1506 - An Ordinance to Amend Chapter 350 Article III of the Municipal Code of the City of Muskego (Recycling). Motion Passed: 7 - 0 Voting For: Alderperson Wolfe, Alderperson Hammel, Alderperson Decker, Alderperson Bryce, Alderperson Schroeder, Alderperson Duelge, Alderperson Madden Voting Against: None CLOSED SESSION Following conclusion of consideration of the above portion of its regularly scheduled agenda, the Common Council will meet to vote on a motion to convene in Closed Session for discussion/action relative to: --- the proposed sale of a strip of City owned land situated on Lake Access Parcel Number 8 on Little Muskego Lake, and to take such further action as may be appropriate with respect to such matters. Stats. §19.85(1)(e), Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Upon conclusion of the Closed Session, the Common Council will reconvene in Open Session to consider its public agenda, including motions to recommend approval or rejection of the above-listed deliberations or any of the public agenda items that have not been acted upon. Moved by Alderperson Hammel; seconded by Alderperson Duelge to convene into Closed Session.
