a. Pre-Annexation and pre-zoning to RS-22 (Single-Family Residential) and
development agreement for Northshore Estates Subdivision (AKA
Lakeshore), at 0 S Powerline Rd (a 33.17 acre parcel #R2956900000),
located in the NE 1/4 of Section 15, T2N, R2W, BM) for Cam Scott, KM
Engineering, LLP representing Spencer Kofoed, Tradition Capital Partners
LLC ((P)ANN-00262-2022). Original Concept: 30 single-family detached
dwelling units and 4 common lots. To be considered by City Council on July
17, 2023.
b. Annexation and Zoning to RS4 (Single-Family Residential) on 43.81 acres,
RMH (Multiple-Family Residential) on 5.88 acres and BC (Community
Business) on 4.01 acres for a total of 53.71 acres, potential development
agreement; and Preliminary Plat for the Northland Subdivision at 0 Prescott
Ln (R3438801000 & R3438800000 located in the S 1/2 of the SW 1/4 of

1-4. Authorize to Proceed with Bidding Process
a. Action Item: Authorize the Engineering Division to proceed with the bidding
process for the Annual Waterline Replacement Zone G project (Approved in
FY23 Budget)

a. Action Item: Authorize Mayor to sign resolution approving a lease
agreement extension for lease space at the Harward Recreation Center.

7-2. Action Item: Award Bid and Authorize Mayor to sign the construction contract with TerraCo
Excavation and Demo LLC for the Ford Idaho Center - Horse Park RV Spaces Project for the
not to exceed amount of $1,302,473.05. (Approved by Legal) (Approved in FY23 and FY24
Budgets)
7-3. Action Item: Authorize Mayor to sign the Federal Aviation Administration Grant Agreement
for AIP-38 for Installation of Perimeter Fencing at the Nampa Municipal Airport, pursuant to
receipt of funds. (Approved in FY23 Budget)
7-4. Action Item: Authorize Mayor to sign contract with Western Refinery Services for Federal
Aviation Administration AIP-38 Grant – Install Perimeter Fence at Nampa Municipal Airport in
the amount of $103,801.00. (Approved by Legal) (Approved in FY23 Budget)
7-5. Action Item: Authorize Police Department to spend funds as outlined in the agreement for
the 2023 Pre-Prosecution Diversion Grant in the amount of $250,000.
7-6. Action Item: Authorize Mayor to sign Cooperative Agreement between the City of Nampa and
Idaho Transportation Department (ITD) that defines signal operations and maintenance
functions of ITD and City of Nampa on ITD facilities. (Approved by Legal)
7-7. Action Item: Authorize Public Works to (1) Submit a project proposal application for Nampa‘s
Vulnerable User Identification and Safety (VIS) Demonstration Project for the U.S.
Department of Transportation’s Safe Streets for All Demonstration Grant funding program;
and (2) Authorize Mayor to draft and sign a letter of commitment for the project.
7-8. Action Item: Authorize City Engineer to sign "Agreement for Deferral of Sidewalk and
Curb/Gutter Construction for 1321 Madison Ave LLC"

7-9. Action Item: Authorize Engineering staff to continue with right-of-way (ROW) negotiations
for property acquisition required to construct the Franklin Boulevard and Karcher Road
Intersection Improvements project up to the amount of $476,000.00 ($450,000.00
previously approved) (Approved in FY23 Budget)

8-1. Action Item: Annexation Zoning Map Amendment from RD (Duplex Residential) and RML
(Limited Multiple-Family Residential) to only RML (Limited Multiple-Family Residential) zoning
district at 508 E Hawaii Ave (a 1.48 acre Parcel #R1176200000 located in the NW 1/4 of
Section 34, T3N, R2W, BM) for Ideal Custom Homes representing Marla Dean (ZMA-00175-
2023). Original concept: This property is zoned both RML and RD zones. Concept is to apply
the RML zone to the entire parcel in order to develop the property as townhouses in the
future.
8-2. Action Item: Annexation and Zoning to RMH (Multiple-Family Residential) zoning district on
18.59 acres, and potential development agreement for the NWC Cherry and Can Ada Roads
Multi-family Development at 0 & 0 CanAda Rd (R3074001200 & R30740012A0 - located in
the SE 1/4 of Section 1, T3N, R2W, BM) for Kimley-Horn representing Syndica LLP (ANN-
00275-2023). Original concept: 2 parcels, 306 dwelling units in 9 buildings, and 25% open
space.
8-3. Action Item: Annexation and Zoning to RS6 (Single-Family Residential) zoning district and
potential development agreement for a 1.53 acre parcel #R3138700000 with assigned
addresses 2226 & 2230 W. Orchard Ave. (located in the SW ¼ of Section 17, T3N, R2W,
BM), for Ken Cook - Timberline Surveying representing Kenneth Roberts (ANN-00278-2023).
Original concept: A single parcel with two existing homes to be split into two parcels w/ a
home on each parcel.
8-4. Action Item: Annexation and Zoning to RS6 (Single-Family Residential) zoning district and
potential development agreement at 19628 & 0 Franklin Rd (parcel #'s R342320000 &
R3423301100 totaling 81.47 acres); Planned Unit Development and Subdivision Preliminary
Plat for Resting Rock Subdivision; located in the W 1/2 of the NW 1/4 of Section 26, T4N,
R2W, BM), for Sabrina Durtschi with KB Home Idaho representing the owner Linda Naugle,
(ANN-00272-2023, PUD-00012-2023 & SPP-00120-2023). Original Concept: 291 single-
family detached dwelling lots and 32 common lots. (Applicant requesting a continuance
to the July 17, 2023 meeting.)

9-1. Action Item: 1st reading of ordinance of Annexation and Zoning to GB1 (Gateway Business)
zoning district and potential development agreement for a 16.71 acre portion of parcel
#R3047700000 at 15918 Star Rd (located in a portion of the NW 1/4 of Section 17, T3N,
R1W, BM) for Baron Properties - Shannon Ely representing BPS Nampa MC LLC (ANN-00265-
2022). Original Concept: 5 mixed-use commercial buildings - larger commercial/smaller
warehouses that also contain commercial frontage.
9-2. Action Item: 1st reading of ordinance of Vacation of 20’ of a 30' wide right-of-way easement
that no longer serves a city or agency purpose, in order to build an accessory building on the
property at 2634 Wagon Wheel Rd (parcel #R2754300000 located in the Lot 1, Block 4 of
Valley Ranch Estates Subdivision in the NW 1/4 of Section 2, T2N, R2W, BM) for John Hess
(VAC-00060-2023).

Blvd (a 1.33 acre parcel #R3136000000 located in the SE ¼ of Section 17, T3N, R2W, BM,
Nampa), for Blake Wolf, representing Lance & Racheal Givens (ANN-00264-2022). Original
Concept: Annex for a future subdivision to 2-unit townhomes in 6 buildings - for a total of 12
units.
9-4. Action Item: 1st reading of ordinance of the City of Nampa, Idaho, confirming the
assessment roll for Local Improvement District No. 167.
(10) Executive Session
Action Item: Motion to Adjourn into Executive Session Pursuant to Idaho Code 74-206 (1):
(f) To communicate with legal counsel for the public agency to discuss the legal ramifications
of and legal options for pending litigation, or controversies not yet being litigated but
imminently likely to be litigated. The mere presence of legal counsel at an executive session
does not satisfy this requirement;
