a. Subdivision Final Plat approval for Astaire No 1 Subdivision in the BC
(Community Business) and RP (Residential Professional) zoning districts at 0
Midland Blvd (a 33.86 acre parcel #R3087000000, located in portions of the
N 1/2 of the SE 1/4 of Section 5, T3N, R2W, BM) for Kent Brown
representing CIFF Enterprises LLC (SPF-00232-2023). Original concept: 37
SF detached residential lots, 4 commercial lots, and 15 common lots.

b. Subdivision Final Plat approval for Chisum Estates Subdivision in the RS6
(Single-Family Residential) zoning district in portions of 0, 0, & 0 Amity Ave
(three parcels #R32389000, R32391000, R32390000 totaling 55.95 acres,
located in N 1/2 of the NE 1/4 of Section 36, T3N, R2W, BM) for Triple
Crown Investments LLC (SPF-00223-2023). Original concept: 183 single-
family detached, 8 single-family attached townhouse dwelling units in 4
buildings, and 31 common lots.
1-4. Authorize Public Hearings
a. Zoning Text Amendment for Title 10, Chapter 3-2 land use table to add:
"medical-related businesses" as a permitted use in the BN (Neighborhood
Business) zoning district, for Connor Brown (ZTA-00035-2023). To be
considered by City Council on August 7, 2023.
b. Nampa City Code Text Amendments for Title 10, Chapter 1, to remove
Mobile Food Vendors and Food and Beverage sales from 10-1-12 and add a
new section, 10-1-18 to address Mobile Food Vendors (in a court and not in
a court); Chapter 3 to add food truck court as a use in commercial and
industrial zones and Chapter 22 to add a calculation for food truck court
parking, for the City of Nampa (ZTA-00034-2023). To be considered by City
Council on August 7, 2023.
c. Vacation of a utility maintenance easement at the vacated north 10' of E.
Colorado Ave and the vacated alley of vacated Block 126 in Kurtz Addition
at 924 12th Ave Rd (located in the NW 1/4 of Section 34, T3N, R2W, BM)
for Joel Tague representing Jason Kotter (VAC-00061-2023). To be
considered by City Council on August 7, 2023.
d. Public Hearing on the Fiscal Year 2024 Budget, to be considered by City
Council on August 7, 2023.
e. Authorize advertisement of Monday, August 21, 2023, public hearing to
present recommended FY24 airport rental and land lease rate increases
1-5. Authorize to Proceed with Bidding Process
a. Action Item: Authorize Facilities to proceed with the bidding process for the
City Hall First Floor Ceiling & Lighting Project. (Approved in FY23 Budget)
1-6. Authorization for Execution of Contracts and Agreements
a. Action Item: Authorize Mayor to sign the First Amendment to the
Memorandum of Understanding with Nampa Highway District No. 1 (NHD1)
for the Idaho Center Blvd and Cherry Lane intersection, addressing changes
to financial responsibilities and authorizing NHD1 to pay an additional
$100,000 to the City to assist with the cost of escalation. (Approved by
Legal) (Approved in FY23 Budget)
b. Action Item: Authorize Mayor to sign Consent to Sublease agreement with
Return to Service, LLC and Randon Aviation at Nampa Municipal Airport.

7-2. Action Item: Authorize Mayor to sign a lease agreement with Maria's Counseling for use of
Suite #203 and upstairs breakroom at 315 Stampede Dr. (Approved by Legal)
7-3. Action Item: Authorize Mayor to sign a lease agreement with Cocola Broadcasting Company,
LLC for use of Suite #2 (upstairs) at 315 Stampede Dr. (Approved by Legal)
7-4. Action Item: Authorization to develop a Request for Proposals (RFP) for professional
management of the building located at 315 Stampede Dr.
7-5. Action Item: Consider request by Valhalla Pub, located at 724 1st Street S, to add Liquor By
The Drink to their existing Alcohol License, which is currently for On Premise Beer & Wine.

7-6. Action Item: Authorize Mayor to sign Resolution of Intention to amend and restate portions
of Ordinance No. 1946, modifying the application, collection, method of calculation and rate
of special assessment within the Nampa Downtown Business Improvement District No. 2,
and authorize a public hearing. (Approved by Legal)
7-7. Action Item: Nampa Family Justice Center is requesting approval to apply for the 2023
Coronavirus Emergency Supplemental Funding Program from Idaho State Police, in the
amount of $71,410 over a 5-month period 8/1/23-12/31/23. The grant application is for
equipment purchases for the Nampa Family Justice Center and Nampa Police Department as
well as Nampa Family Justice Center client rent/utilities.
7-8. Action Item: Accept recommendation of first choice and second choice rosters by Evaluation
Committee, and 2) Authorize Mayor and Public Works Director and/or City Engineer to
formalize negotiations and contracts with first choice firms, and potential second choice firms
when necessary, for consultant services as outlined in the City of Nampa’s Request for
Qualifications Miscellaneous Professional Services Term Agreement for Fiscal Years 2024 and
2025, with an option to renew for one additional year. (Approved by Legal)
7-9. Action Item: 1st reading ordinance annexing a portion of the underlying irrigation district(s)
into the Municipal Irrigation District of the City of Nampa.
7-10. Action Item: Authorize Mayor to execute the State/Local Agreement for Leading Idaho Local
Bridge (LILB) program Bridge KN27745 LILB# 2.3.1 City of Nampa project with Local
Highway Technical Assistance Council (LHTAC) to initiate design of the project. (Approved by
Legal)
7-11. Action Item: Authorize Mayor to sign Contract Change Order with Iron Horse LLC in the
amount of $142,984.00 for additional work performed on Zone 'A' Sewer Rehab. (Approved
in FY23 Budget)

of the SW 1/4 of Section 35, T4N, R2W, BM) for Providence Properties (ANN-00255-2022 &
SPP-00115-2022). Original concept: 226 SF detached & 68 multi-family dwelling units in 18
buildings, and 33 common lots.
8-5. Action Item: Pre-Annexation and pre-zoning to RS-22 (Single-Family Residential) and
development agreement for Northshore Estates Subdivision (AKA Lakeshore), at 0 S

Residential) zoning district for a 3.35 acre Parcel #R2115000000 at 2702 Southside Blvd
(located in a portion of the NW 1/4 of Section 1, T2N, R2W, BM) for Buddhist Society of
Idaho (ANN-00267-2023) Original Concept: Annexation for development of a Buddhist
monastery and grounds to be split as a separate parcel from existing residential.
9-2. Action Item: 1st reading of Ordinance of Annexation and Zoning to IL (Light Industrial)
zoning district and potential development agreement for four parcels totaling 35.86 acres
addressed as 0 Ustick Rd (parcels #R3436101000, R3436101100, R3436101200, &
R3436301000, located in the SW ¼ of Section 33, T4N, R2W, BM), for River Range Idaho
LLC representing Dana Devlin and Hilda Devlin (ANN-00254-2022). Original Concept: Future
industrial development.
