The City Council dispenses with the three (3) reading rule of Idaho Code 50-902 for all ordinances City Council Regular Meeting January 02, 2024 1-3. Authorize Public Hearings a. Action Item: Zoning Map Amendment from RA (Suburban Residential) to RD (Two-Family Duplex Residential) zoning district at 1105 & 1113 W Orchard Ave (two parcels #R1603001100 & R1603000000, totaling .33 acres located in the NE 1/4 of Section 20, T3N, R2W, BM) for Darla Braun, representing Marvin and Darla Braun Revocable Living Trust (ZMA-00184-2023). Original Concept: Remove existing manufactured home at 1105 W Orchard Ave and construct a single-family home or duplex. The existing home at 1113 W Orchard is proposed to remain as a single-family home or converted to a duplex. To be considered by City Council on January 16, 2024. b. Action Item: Zoning Map Amendment from RA (Suburban Residential) to RD (Two-Family Duplex Residential) zoning district and Preliminary Plat for Chicago Street Townhomes with an exception to allow 2 lots to exceed 10,000 sf, at 1426 Chicago St, a 6.36 acre parcel #R3231600000 (located in the NW 1/4 of the SE 1/4 of Section 35, T3N, R2W, BM) for Becky Yzaguirre, representing Parekh Pratik (ZMA-00183-2023 & SPP-00131- 2023). Original Concept: 49 single-family attached (townhouse) dwelling units and 2 common lots. To be considered by City Council on January 16, 2024. c. Action Item: Annexation and Zoning to the RS8.5 (Single-Family Residential) zoning district on a .59 acre parcel at 2723 Commanche St (#R2302051000, in the SE ¼ of Section 2, T2N, R2W, BM), for Daniel Narsavage and Katharine Pickett (ANN-00295-2023). Original Concept: Connection to city sewer services. To be considered by City Council on January 16, 2024. d. Action Item: Vacation of existing utility easements on a 0.899 acre undeveloped parcel in the BC (Business Community) zoning district located at 0 12th Avenue (R#1165301000, in the NW 1/4 of Section 34, T3N, R2W, BM) for Connor Candrian/Kimley-horn representing D.L. Evans Bank (VAC- 00064-2023). To be considered by City Council on January 16, 2024. e. Action Item: Confirming the assessment roll for Local Improvement District No. 170 for the installation of Sidewalk Improvements in Zone "G", constructed in 2021 and 2022. To be considered by City Council on February 5, 2024. 1-4. Authorization for Execution of Contracts and Agreements a. Action Item: Award bid and authorize Mayor to sign contract for the Pump Maintenance FY24 project with Layne of Idaho in the amount of $325,705.49. (Standard bid forms and contracts approved by Legal) (Approved in FY24 Budget) b. Action Item: Authorize Mayor and Public Works Director to sign Task Order for attached Scope of Work with Parametrix, Inc. to provide survey, design and engineer of record services for the Annual Irrigation Replacement FY25 project in the amount of $140,290.00. Action Item: Award Bid and Authorize Mayor to sign contract with Das-Co of Idaho, Inc. in the amount of $310,095.00 for the Happy Valley Irrigation Gaps project. Action Item: Authorize Mayor and Public Works Director to sign Professional Services Term Agreement with Avalon Ventures Consulting for a Not to Exceed amount of $69,000. (Standard agreement approved by Legal) (Approved in FY24 Budget) 1-5. Resolutions a. Action Item: Adopt Resolution of Intention for Council to consider the creation of Local Improvement District (LID) 174 For Sidewalk Work in Zone ‘B’ which will be heard at a public hearing on February 5, 2024. 1-6. Licenses a. Action Item: New Alcohol License – Boise Fry Company – 224 12th Ave S – On-premise Beer & Wine (removing Liquor by the Drink from current License #2023-268) 1-7. Miscellaneous Items a. Action Item: Approve the installation of no-parking signs near the intersection of West Railroad Street and North Broadmore Way for a total cost of $150.00. (Approved in FY24 Budget) (2) Items Moved From Consent Agenda (Action Items) Appointment of City Council District 3. • Action Item: Appointment of David Bills to City Council District 3. Middleton Rd (a 16.48 acre area - parcel #R3203001000 and fronting right-of-way); located in the NW 1/4 of Section 29, T3N, R2W, BM), for Becky McKay/Challenger Development Inc. representing Endurance Holdings LLC (ANN-00282-2023 & SPP-00125-2023).
