ordinances
1-3. Plat Approvals
a. Action Item: Subdivision Final Plat approval for New York Landing No. 4
subdivision in a RS8.5 (Single-Family Residential) zoning district; a 20.63
acre portion of parcels #R2953001300 and R2953001400 at 0 Alma Ln and
0 Southside Blvd (located in the NW 1/4 of Section 12, T2N, R2W, BM) for
Kent Brown representing Corey Barton (SPF-00261-2024). Original concept:
63 single-family detached lots and 5 common lots.
b. Action Item: Subdivision Short Plat Approval for the Robello on Feather
Creek Ln Subdivision in a RA (Suburban Residential) zoning district, 4.998
acres, Parcel #R3037500000 addressed as 5125 E Feather Creek Ln
(located in SE 1/4 of Section 6, T3N, R1W, BM) for Richard Rebello
representing Jeanette E Robello Survivor's Trust (SPS-00058-2024).
Original Concept: Two single-family residential lots, one with existing
dwelling to remain, one for future development.
c. Action Item: Subdivision Short Plat Approval for the White Pine Townhomes
Subdivision in a RML (Limited Multi-Family Residential) zoning district, 0.32
acre in two parcels #R1694400000 & R1694500000 addressed as 1722 E
Railroad St & 11 18th Ave N (located in SW 1/4 of Section 23, T3N, R2W,
BM), for Penelope Constantikes representing White Pine Construction
Developments LLC (SPS-00055-2023). Original Concept: six single-family
attached residential lots and one common lot.
1-4. Authorize Public Hearings
a. Action Item: Zoning Code Text Amendment of Title 10, Chapter 6 (AG),
Chapter 7 (RA) regarding the requirements for cluster developments,
Chapter 16 (BC), Chapter 18 (IP), Chapter 19 (IL), Chapter 20 (IH), in
regards to setbacks adjacent to a property with the very low density
residential designation in the Comprehensive Plan and the specific
requirements per zoning district and Chapter 26 (PUDs and MPCs) in
regards to the Cottage/Cluster Developments in the very low density
residential designation in the Comprehensive Plan, for the City of Nampa.
(ZTA-00041-2024). To be considered by City Council July 15, 2024.
1-5. Authorize to Proceed with Bidding Process
a. Action Item: Authorize Facilities to proceed with the informal bidding
process for the replacement of the kitchen hood, exhaust fan, and make up
air unit for the Nampa Senior Center. (Standard template) (Approved in
FY24 Budget; #24-1010-012)
b. Action Item: Authorize Facilities to proceed with advertisement of the
Request for Proposals for the annual city-wide HVAC service agreement for
FY25. (Standard template) (Pending approval in FY25 Budget)

c. Action Item: Authorize Wastewater staff to proceed with the formal bidding
process for the Wastewater Treatment Plant Primary Digester No. 4 and
Primary Clarifiers No. 2 and No. 3 Coating and Repair Project. (Approved by
Legal-Mark Hilty) (Approved in FY24 Budget with reallocating funds; #24-
8080-014R)
1-6. Authorization for Execution of Contracts and Agreements
a. Action Item: Authorize to award bid to Stalls and Stripes, the lowest
responsive bidder, for pathway and parking lot crack repair, seal coating,
and re-striping in the amount of $67,088.40 (Not To Exceed). (Standard
template) (Approved in FY24 Budget)
b. Action Item: Authorize Family Justice Center to accept the Southwest
District Health YouthROC continuation awards for a total of $204.000. Funds
will be used to support two current Teen Case Manager positions and
provide client services ($146,300). Case management needs assessments
and personnel training will also be supported ($57,700).

a. Action Item: Authorize Mayor to sign a resolution for the disposal of an
Xmark Turf Ranger Riding Lawnmower from Idaho Hispanic Community
Center. (Standard template)
1-8. Licenses
a. Action Item: New-Alcohol License – EverHome Suites by Choice-Nampa –
16183 N Idaho Center Blvd – Off-Premise Beer & Wine
b. Action Item: New-Alcohol License – Eskimo Hut – 224 2nd St S – On & Off-
Premise Beer, Wine & Liquor by the Drink. (Adding liquor to previous beer
and wine-only license)

7-1. Action Item: Consider a waiver request for an Alcohol Catering Permit for Boise Bubbly &
Taps for an event located at 490 N Broadmore Way, which is located within 300 ft of Idaho
Arts Elementary Charter School, and approve the waiver request for the identified event
being held on July 18, 2024.
7-2. Action Item: Authorize Wastewater staff to purchase one mobile modular 36’ x 60’ mobile
office building for an estimated amount not to exceed $295,000.00. (Approved in FY24
Budget; #24-8080-015R)
7-3. Action Item: Authorize staff to proceed with purchase of wastewater centrifuge major service
and inspection from GEA Mechanical Equipment US, Inc. in the amount of $73,556.86.

7-4. Action Item: Authorize Mayor and Public Works Director to sign Task Order with Parametrix
to provide design services for Franklin Boulevard and 3rd Avenue North/West Industrial Road
Freight Improvement in the amount of $2,150,956.67 (T&M NTE). (Approved by City

8-1. Action Item: Variance of NCC 10-8-5.B which specifies a required maximum lot size of
12,000 sf and minimum density of 2.51 DU/acre in a RS6 (Single-family Residential) zoning
to allow the property to be split into two parcels, at 411 7th Ave N, a 1.64 acre parcel
#R1503821900 (located in the NE 1/4 of Section 22, T3N, R2W, BM) for Devin & Diane
Stephens. (VAR-00157-2024). Original concept: Existing property to be split into two
parcels, each accessible from the road, one of approx. 0.64 acres for construction of a new
single-family dwelling with the existing accessory structures to remain, and a second
property consisting of the existing single-family dwelling on approx. 1.0 acre which the
owner plans to sell.
8-2. Action Item: Variance of NCC 10-15-7.C.2.a which specifies primary building elevations,
building sides, street sides or rears shall maintain a zero foot (0') setback from property lines
in the DH (Downtown Historic) zoning district at 324 16th Ave S., a 0.09 acre parcel
#R1355501000 (located in the NE 1/4 of Section 27, T3N, R2W, BM) for Tyler Delay
representing 324 16th Ave Development LLC. (VAR-00159-2024) Original concept:
Construction of a two-family attached dwelling unit with 5' setbacks on street facing facades
and 10' setback for rear and interior side facades.
8-3. Action Item: Annexation and Zoning to IL (Light Industrial) zoning district and potential
development agreement for RRD3 Industrial Park, a future industrial development at 0 &
9792 Ustick Rd, 48.39 acres in two parcels #R3436101500 & R3436100000; located in the
SW 1/4 of Section 33, T4N, R2W, BM) for River Range Idaho, LLC representing Dana & Hilda
Devlin (ANN-00302-2024). Original Concept: future industrial development.
(9) Unfinished Business
9-1. Action Item: Authorize Creation of Local Improvement District 175 to abandon a private
sewer lift station in Triple Crown Estates. (continued from the June 17, 2024 meeting)
9-2. Action Item: 1st reading of Ordinance amending Title 2, Chapter 2 of the Nampa City Code
to provide for annual elections for the Office of City Council President and providing the
timing of the first annual Council President election.
