7-2. Action Item: Award bid and authorize Mayor to sign contract with Lea Electric, LLC for the
Nampa Civic Center Lighting Upgrade project in the amount of $285,206.00. (Standard

7-3. Action Item: Authorize Mayor and Public Works Director to proceed with a Pre-Notice to
Proceed for the Local Professional Services Agreement with HDR Inc. for the RAISE Grant
Project: Reconnecting Accessibility and Improving Safety and Equity Project for a total cost
of $4,799,721.00 (Pre-Notice to Proceed cost of $100,000.00). (Approved by City Attorney
Todd Lakey) (Approved in FY24 Budget; #24-8040-015)
7-4. Action Item: Authorize Senior Director of Public Works to sign funding agreement with the
Federal Highway Administration for the Safe Streets 4 All Grant Project: Nampa Vulnerable
User Identification and Safety (VIS) Demonstration Project for a total project cost of
$1,500,000.00, with a city match of $300,000.00. (Approved by City Attorney Bryan Norton)

7-5. Action Item: Authorize Public Works to sign a Task Order with DKS Associates for Safe
Streets 4 All Grant project services in the amount of $250,000.00, with a City match of

Budget Amendment; #25-8040-006)
7-6. Action Item: Authorize Mayor and Public Works Director to sign Task Order with Parametrix
to provide design services for Franklin Boulevard and 3rd Avenue North/West Industrial Road
Freight Improvement in the amount of $2,150,956.67 (T&M NTE). (Approved by City
Attorney Todd Lakey) (Approved in FY24 1st Budget Amendment)
7-7. Action Item: Award bid for the Karcher Rd Midway to Middleton New Surface Water Station
(South System) Pressure Irrigation (PIRR) FY24 project to Idaho Site Works, LLC in the
amount of $1,537,400.00. (Standard Template) (Approved in FY24 1st Budget Amendment
and with funding reallocation; #24-8070-011A)
7-8. Action Item: Award project and authorize Mayor to sign contract with L2 Excavation, LLC for
the Pressure Zone 1 Creation project in the amount of $985,376.66. (Standard Template)
(Budgeted in FY24 for $450,000.00, Pending Approval in FY24 2nd Budget Amendment in the
amount of $535,376.66; #24-8060-004)
(8) Public Hearings
8-1. Action Item: Zoning Code Text Amendment of Title 10, Chapter 6 (AG), Chapter 7 (RA)
regarding the requirements for cluster developments, Chapter 16 (BC), Chapter 18 (IP),
Chapter 19 (IL), Chapter 20 (IH), in regards to setbacks adjacent to a property with the very
low density residential designation in the Comprehensive Plan and the specific requirements
per zoning district and Chapter 26 (PUDs and MPCs) in regards to the Cottage/Cluster
Developments in the very low density residential designation in the Comprehensive Plan, for
the City of Nampa. (ZTA-00041-2024)

actively in the business of the Council. Copies of the policy governing invocations and setting forth the
procedure to have a volunteer deliver an invocation are available upon written request submitted to the City
Clerk.
