1-3. Plat Approvals
a. Action Item: Subdivision Final Plat approval for East Ridgevue Subdivision
No. 4 in a RS7 (Single-Family Residential) zoning district; a total of 23.06
acre located on a portion of two parcels #R3437001100 & R34370011F0 at
0 Madison Rd & O Madison Rd (located in the SE 1/4 of Section 34, T4N,
R2W, BM) for Mason & Associates representing Corey Barton (SPF-00295-
2025). Original concept: 74 single-family detached lots and 6 common lots.
b. Action Item: Subdivision Final Plat Approval for East Ranch Subdivision No.
1 in a RS4 (Single-Family Residential) zoning district, located at 0 Middleton
Rd, parcel #R3087601000, located in the SW 1/4 of Section 5, T3N, R2W,
BM, for Ian Connair, Kimley-Horn & Associates representing Michelle Ames

1-4. Authorize Public Hearings
a. Action Item: Authorize Public Hearing on the 2024 Consolidated Annual
Performance Evaluation Report (CAPER) and submission of the CAPER to the
Department of Housing and Urban Development (HUD). To be considered by
City Council on December 15, 2025.
b. Action Item: Authorize Public Hearing for Comprehensive Plan Map
Amendment from Medium Density Residential (MDR) to Industrial for eight
parcels, located at 1627, 1704, 1705, and 1811 E Florida Ave, 0, 0, 1820
and 1722 E Iowa Ave., parcels #R3236701000, R3237300000,
R3236700000, R3238100000, R323640000, R3236401000, R3236200000,
and R3235201000, located in the NW ¼ section 35, T3N R2W BM for the
City of Nampa and David Snow (CMA-00065-2025). Original Concept:
Properties currently contain industrial uses but are designated as Medium
Density Residential. Request is to align the comprehensive plan future land
use designations with the current uses. To be considered by City Council on
December 15, 2025.
c. Action Item: Authorize Public Hearing for Comprehensive Plan Map
Amendment from Medium Density Residential (MDR) to Low Density
Residential (LDR) for three parcels, located at 0, 1619 & 1835 Southside
Blvd; Annexation and Zoning to RS18 (Single-Family Residential), on two of
the parcels and adjacent right of way, at 1619 & 1835 Southside Blvd; a

Amendment, Zoning Text Amendment and Zoning Map Amendment to
redefine the Downtown Nampa core, change various chapters and sections
of Title 10 where "downtown" is referenced or needs to be added for new
form districts and change zoning designations from DH (Downtown Historic)
to CN (Central Nampa), DV (Downtown Village) to GB2 (Gateway Business),
and DB (Downtown Business) to GB1 (Gateway Business) zoning districts,
for the City of Nampa (CTA-00021-2025, ZTA-00046-2025, ZMA-00206-
2025). To be considered by City Council on December 15, 2025.
e. Action Item: Authorize Public Hearing for Annexation and Zoning to BC
(Community Business), RMH (Multi Family Residential), RS4 (Single Family
Residential), IP (Industrial Park), zoning districts, and Master Planned
Community with a development agreement for District Sixteen, for parcels#

a. Action Item: Authorize Mayor to sign a Supplemental Agreement with the
Idaho Transportation Department and Horrocks LLC for additional design
services in the amount of $9,302.00 for the West Park Pedestrian

b. Action Item: Authorize Mayor to sign the Supplemental Agreement with the
Idaho Transportation Department and Paragon Consulting, Inc. for
additional design services for the Matthew Peltzer Trailhead at Wilson Park

c. Action Item: Authorize Mayor to sign the COMPASS FY26 Project
Development Program Grant for the Nampa Municipal Airport Land Use

a. Action Item: Authorize Nampa Family Justice Center to accept a $5,397.00
Idaho State Police supplemental award. Funds will be used to provide
statewide training for law enforcement, prosecution, victim services and
community partners on the Idaho Risk Assessment of Dangerousness and
response to high-risk cases. The award period ends September 30, 2026.
b. Action Item: Authorize Nampa Family Justice Center to accept a $24,496.00
Community Development Block Grant (CDBG) award. Funds will be used to
support a portion of the Case Manager Housing Specialist position who
provides housing guidance to victims. The award period is October 1, 2025,
through September 30, 2026.

Constructors, Inc. for the Water Renewal Facility Rotary Press Project as part of the
Wastewater Treatment Plant Phase II Upgrades, for a new total of $698,000.00. (Standard
