Action Item: Subdivision Final Plat Approval for Ridgevue North No 1 Subdivision in a RS6 (Single-Family Residential) zoning district; on a portion of two parcels #R3436600000 & R3436601800 at 0 & 18901 N Franklin Blvd (located in the NE 1/4 of Section 34, T4N, R2W, BM) for Challenger Development representing Endurance Holdings LLC (SPF-00301-2025). Original concept: 54 single-family detached dwelling units and 14 common lots. b. Action Item: Subdivision Final Plat Approval for Swainson's Hawk Arbor No. 1 subdivision at 0 W Greenhurst Rd, a portion of parcel #R3209701300 in the RS6 (Single Family Residential) zoning district, located in the SW 1/4 of Section 32, T3N, R2W, BM, for Kent Brown representing Corey D. Barton. (SPF-00303-2025) Original Concept: 73 single family detached dwelling lots and 12 common lots. c. Action Item: Subdivision Final Plat Approval for Grand Central at 4314 E Railroad St, Parcel # R3239201000 in a RS4 (Single Family Residential) zoning district, on a 6.54 acres, located in the SE 1/4 of Section 36, T3N, R2W, BM, for Steward Land Company representing Steward Land Pursuit (SPF-00305-2025). Original Concept: 30 Single-Family detached dwelling units and 6 common lots. 1-4. Authorize Public Hearings a. Action Item: Authorize Public Hearing for Variance from NCC 10-33-4.C.3.c and 10-16-4.C, requiring a 20' landscape buffer measured from property line abutting right-of-way, in a BC (Community Business) zoning district at 2409 Sundance Rd - parcel #R2445600700 (located in the SW ¼ of Section 8, T3N, R2W, BM) for Virjon Brahimllari representing Nova Auto Group LLC (VAR-00203-2025). Original Concept: To allow the 20' landscape buffer be measured from back of sidewalk rather than property line. To be considered by City Council on February 2, 2026. b. Action Item: Authorize Public Hearing for Variance from NCC 10-8-5.B, maximum lot size of 12,000 sq ft in an RS6 (Single-Family residential) zoning district at 426 Chicago St. - parcel #R25265013B0 (located in the SE ¼ of Section 26, T3N, R2W, BM) for Jedd Shippy representing Terry Ivie (VAR-00202-2025). Original Concept: Remove the existing manufactured home, and replace it with a new manufactured home on the existing 17,195 sq. ft. lot. To be considered by City Council on February 2, 2026. c. Action Item: Authorize Public Hearing for Zoning Map Amendment from RA (Suburban Residential) to RS 6 (Single Family Residential) zoning district and potential development agreement, for a 0.37 acre parcel at 602 Chicago St (#R2528000000, SE 1/4 of Section 26, T3N, R2W, BM) for Dylan Shively representing Denise Smith (ZMA-00207-2025). Original concept: For a future lot split to create two parcels to build another single-family home on the second lot. To be considered by City Council on February 2, 2026. To be considered by City Council on February 2, 2026. 1-5. Authorization for Execution of Contracts and Agreements a. Action Item: Authorize Mayor to approve and sign the Change Order with JC Constructors Inc. for the Elevated Water Tank, Well 8, and Booster Station replacement project in the amount of $123,752.72. (Standard Template) (Pending Approval in FY26 Budget Amendment; #24-3020-003) b. Action Item: Award bid and authorize Mayor to sign contract with Layne of Idaho for the FY26 Pump Maintenance project in the amount of $368,136.82. Action Item: Authorize Mayor and Public Works Director to sign Task Order Amendment A with Paragon Engineering for the Construction Engineering & Inspection for the 16th Ave S to 19th Ave S Waterline Replacement in an amount not to exceed $98,730.00. Action Item: Authorize Mayor to sign the Memorandum of Understanding between the Nampa Highway District No. 1 and the City of Nampa for the Franklin Road and McDermott Road Intersection project. Action Item: Authorize Public Works staff to publish Notice of Intent to proceed with sole source procurement for two replacement Sludge Recirculation Pumps from Xylem Solutions USA, Inc. in the amount of $71,186.69. (Approved by Director of Procurement Rick Kennedy) (Approved in FY26 Budget; #25-8080-018) b. Discussion Item: Council consideration of Nampa School District's proposal to exchange properties. Property swap proposal involves Nampa School District’s 43.3 acres of bare ground on Airport Road for the City of Nampa's approximately 12 acres of developed park and ball fields known collectively as Rodeo and Stampede Parks. (6) Proclamations None (7) Public Forum Nampa residents wishing to speak on a non-agenda item (5 person limit); 3-minute limit per speaker. Action Item: Annexation and Zoning to RMH (Multiple-Family Residential) zoning district, Comprehensive Plan Text Amendment to change the text on the map in the Highway 20/26 Specific Area Plan that restricts high density residential to 8-12 dwelling units an acre to 8+ dwelling units an acre as is allowed in the High Density Residential designation in the Nampa Comprehensive Plan, potential development agreement for the future development of a project known as Prescott Creek at 0, 18290 Prescott Ln, 18319 11th Ave N, a total of 80.81 acres in three parcels #R343860000, R3438601000 & R343820000, located in the SE 1/4 of Section 35, T4N, R2W, BM, for Ryan Cutler representing Prescott Farm LLC (ANN-00333- 2025 & CTA-00020-2025). Original Concept: Future development of 380 townhouses and 760 multifamily units in 24-plex & 88-plex buildings. 8-2. Action Item: Variance from NCC 10-8-5.B, maximum lot size of 12,000 sq ft in an RS6 (Single-Family residential) zoning district at 11373 W Flamingo Ave - parcel #R3143700000 (located in the SE ¼ of Section 18, T3N, R2W, BM) for Casandra & Reyes Hernandez (VAR- 00201-2025). Original Concept: Remove the existing home due to significant repairs needed, and construct a new home on the existing 20,120 sq. ft. lot. 8-3. Action Item: Annexation and Zoning to RS4 (Single Family Residential) and potential development agreement for a future residential subdivision (Shadow Creek at Lake Lowell) at 1408 Lake Lowell Ave, a 2.06 acre parcel #R3201900000 located in the SE 1/4 of Section 29, T3N, R2W, BM, for Kylie Canaday of Cole Architects (ANN-00335-2025) Original Concept: 12 buildable lots for single family detached dwelling units and 4 common lots. (9) Unfinished Business 9-1. Action Item: Authorize Mayor to sign Resolution for Comprehensive Plan Map Amendment from Medium Density Residential (MDR) to Industrial for eight parcels, located at 1627, 1704, 1705, and 1811 E Florida Ave, 0, 0, 1820 and 1722 E Iowa Ave., parcels #R3236701000, R3237300000, R3236700000, R3238100000, R323640000, R3236401000, R3236200000, and R3235201000, located in the NW ¼ section 35, T3N R2W BM for the City of Nampa and David Snow (CMA-00065-2025). Original Concept: Properties currently contain industrial uses but are designated as Medium Density Residential. Request is to align the comprehensive plan future land use designations with the current uses. (Approved by Legal- Tayler Yett) 9-2. Action Item: 1st reading of Ordinance for Vacation of a portion of an 8' wide public utility easement along the rear property line at 2218 Jodi Ave, parcel #R1298573000 in a RS6 (Single-Family Residential) zoning district; located in the SW 1/4 of Section 17, T3N, R2W, BM) for Wendy Mosher (VAC-00076-2025). (Approved by City Attorney Preston Rutter) Page 5 of 6 City Council Regular Meeting January 20, 2026 (10) Executive Session Action Item: Motion to Adjourn into Executive Session Pursuant to Idaho Code 74-206 (1): (a) To consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need. (b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student. (c) To acquire an interest in real property not owned by a public agency. (d) To consider records that are exempt from disclosure as provided in chapter 1, title 74, Idaho Code. (e) To consider preliminary negotiations involving matters of trade or commerce in which the governing body is in competition with governing bodies in other states or nations.
