The City Council dispenses with the three (3) reading rule of Idaho Code 50-902 for all ordinances City Council Regular Meeting February 17, 2026 1-3. Plat Approvals a. Action Item: Subdivision Final Plat approval for Middlebury North No 4 at 0 Midway Rd, parcel #R32799010B0, in the RD (Two-Family Duplex Residential) zoning district (located in Section 13, T3N, R3W, BM) for Kent Brown representing Endurance Holdings LLC (SPF-00306-2025). Original Concept: 13 Single-family detached dwelling units and 4 common lots on approximately 5.64 acres. 1-4. Authorize Public Hearings a. Action Item: Authorize public hearing for Zoning Text Amendment to repeal and replace city code Title 10, Chapter 23 Signs, to eliminate redundant language, remove unnecessary definitions, provide clarify, reorganize the chapter, align standards with Building Code for when a licensed design professional is required, add language restricting placement of temporary signs on city properties, and add language for when additional sign code is required to be followed in city planning areas (ZTA-00036-2023). To be considered by City Council on March 2, 2026 b. Action Item: Authorize public hearing for Annexation and Zoning for 37.74 +/- acres into BC (Community Business), RD (Two-Family Residential), RS 4 (Single-Family Residential), and RS6 (Single-Family Residential) zoning districts with corresponding right-of-way, potential development agreement, and Subdivision Preliminary Plat approval for Regatta Crossing Subdivision at 0 Ustick Rd, parcels #R3083300000, located in the NW 1/4 of Section 03, T3N, R2W, BM, for Endurance Holdings LLC (ANN-00341-2025, SPP-00164- 2025). Original Concept: 58 single-family attached townhouse dwelling units, 100 single-family detached dwelling units, 4 commercial lots, and 22 common lots. To be considered by City Council on March 2, 2026. c. Action Item: Authorize public hearing for Annexation and zoning to RS 6 (Single-Family Residential), and Conditional Use Permit for an Assisted Living Facility with 9+ beds, at 3023 S Happy Valley Rd. parcel #R2907600000 in the NE 1/4 of Section 1, T2N, R2W, BM, for Jeff Likes representing Singh Navjot, Kaur Jaskaran (ANN-00340-2025, CUP-00395- 2025). Original Concept: for "Summer Breeze" Assisted Living Facility for up to 11 rooms and 13 beds. To be considered by City Council on March 2, 2026. 1-5. Authorize to Proceed with Bidding Process a. Action Item: Authorize Public Works Director to proceed with formal bid for Purdam Sewer Trunk Project Work Package 2 (Treeline Ave - Miller Lateral) Construction Manager/General Contractor contract with IMCO-Construction and Knife River Corporation, a Joint Venture LLC (Approved by Legal-Mark Hilty) (Pending Approval in FY26 Budget Amendment; #24-8080- 001MWRWI) Page 2 of 6 City Council Regular Meeting February 17, 2026 1-6. Authorization for Execution of Contracts and Agreements a. Action Item: Authorize Police to purchase 10 portable radios from Motorola Solutions, Inc. in the amount of $71,981.94. (Approved in FY26 Operations Budget-911 Funds) 1-7. Monthly Cash Report a. January 2026 1-8. Miscellaneous Items a. Action Item: Authorize staff to publish Notice of Intent to proceed with sole source procurement for two replacement Burnham Commercial boilers at the Water Renewal Facility from Folsom Industrial for $218,600.00 (Approved by City Attorney Preston Rutter) (Approved in FY26 Budget; #25-8080-018) b. Action Item: Authorize Police to submit for annual (FY27) Idaho Transportation District (ITD) Highway Safety Grant with all activity grant funded. Funds will be used to reduce motor vehicle related deaths and serious injury crashes in the City of Nampa by increasing law enforcement presence, public awareness, education, and traffic safety on the city roadways. Action Item: Authorize Mayor to sign Resolution authorizing Council and Mayor to adopt Bylaws of the City Council of Nampa, Idaho, regarding Meeting Conduct and Ethical Standards. (Approved by City Attorney Preston Rutter) 5-2. Action Item: Authorize Mayor to sign Resolution authorizing Council and Mayor to adopt Code of Conduct of the City Council of Nampa, Idaho. (Approved by City Attorney Preston Rutter) 5-3. Action Item: Confirm appointments of Mayor Rick Hogaboam, Councilmember Natalie Jangula, and Councilmember Dale Reynolds to the Advisory Commission pertaining to the Ford Idaho Center, comprised of representatives from the College of Western Idaho (CWI) and the City of Nampa. 5-4. Action Item: Authorize Finance to reclassify ARPA funds from Sherman Fire Flow to 16th Ave S - 19th Ave S in the amount of $248,794.00 and from Waterline Replacement Zone E to 16th Ave S - 19th Ave S in the amount $75,000.00 for a total reclassification of $323,794.71. (Pending Approval in FY26 Budget Amendment) 5-5. Action Item: Establish a Healthcare Reserve in the amount of $500,000.00 to cover potential future healthcare claims. 5-6. Action Item: Authorize Mayor to sign agreement with Idaho Power Company for design services in the amount of $1,164.00 for the Annual Lift Station Skyview Upgrade Project as part of a larger change order to come before Council at a later date. Action Item: Authorize Mayor to sign Sewer Reimbursement Agreement between City of Nampa and WILD, LLC. (Reviewed by City Attorney Preston Rutter) 5-8. Action Item: Award bid and authorize Mayor to sign contract with Idaho Grading & Trucking for the 11th Avenue S Two-Way Conversion Project in the amount of $2,612,399.84. Action Item: Variance of 10-23-20 limiting permanent freestanding pole or monument signs in the BC (Community Business) zoning district to a maximum 25' height and 200 sq. ft. area, on a 3.33 acre parcel #R091550000 at 421 12th Ave Rd. (SE 1/4 of S28, T3N, R2W, BM) for Idaho Electric Signs representing Owyhee Center LLC. (VAR-00205-2025) Original Concept: replace the existing deteriorated pole cover, electronic message sign, and cabinets to improve appearance and advertise more tenants. 8-3. No member of the community is required to attend or participate in the invocation and such decision will have no impact on their right to participate actively in the business of the Council.
