1-2. The City Council dispenses with the three (3) reading rule of Idaho Code 50-902 for all
ordinances
1-3. Plat Approvals
a. Action Item: Subdivision Final Plat approval for Deer Flat Ranch No. 1 at 0,
2715, and 2923 S Midland Blvd, parcels #R2929201000, R2929200000, and
R2929300000, in the NE 1/4 of Section 08, T2N, R2W, BM); for TLK
Development Corporation (SPF-00302-2025). Original Concept: 71 single-
family detached lots, 3 commercial lots, & 7 common lots.
1-4. Authorize Public Hearings
a. Action Item: Authorize public hearing for Annexation and Zoning to RMH
(Multiple-Family Residential) zoning district, Comprehensive Plan Text
Amendment to change the text on the map in the Highway 20/26 Specific
Area Plan that restricts high density residential to 8-12 dwelling units an
acre to 8+ dwelling units an acre as is allowed in the High Density
Residential designation in the Nampa Comprehensive Plan, potential
development agreement for the future development of a project known as
Prescott Creek at 0, 18290 Prescott Ln, 18319 11th Ave N, a total of 80.81
acres in three parcels #R343860000, R3438601000 & R343820000, located
in the SE 1/4 of Section 35, T4N, R2W, BM, for Ryan Cutler representing
Prescott Farm LLC (ANN-00333-2025 & CTA-00020-2025). Original
Concept: Future development of 380 townhouses and 760 multifamily units
in 24-plex & 88-plex buildings. To be considered by City Council on March
16, 2026. (continued from the January 20, 2026 meeting at the applicant’s
request)
b. Action Item: Authorize public hearing for Annexation and zoning to RD (Two
Family-Duplex-Residential), for Parcel #R2297400000 and the associated
right-of-way with a development agreement at 2102 S Midland Blvd, in the
SW 1/4 of Section 33, T3N, R2W, BM, for Jennifer Reynolds (ANN-00345-
2025). Original Concept: for future subdivision of the property into 6 lots,
maintaining the existing home, and development of townhouse style multi-
family buildings. To be considered by City Council on March 16, 2026.

1-5. Authorization for Execution of Contracts and Agreements
a. Action Item: Authorize Mayor to sign (1) Agreement to Waive First Right of
Refusal and Terminate Lease with Red Rock, LLC dated February 1, 2024,
for Lot 3021; (2) Nampa Municipal Airport Land Lease Agreement; and (3)
Memorandum of Lease with Propp & Wings, LLC effective March 2, 2026, for
Lot 3021. (Standard Template)
b. Action Item: Authorize Mayor to sign Task Order with Keller Associates to
evaluate and design the rehabilitation of the Water Renewal Facility Boiler
Building in the amount not to exceed $129,181.00. (Approved in FY26
Budget; #25-8080-018)
c. Action Item: Authorize Mayor to sign a Cooperative Agreement with Nampa
Development Corporation for construction and right of way procurement for
the 11th Avenue South Two-Way Conversion Project in an amount not to
exceed $2,971,920.95. (Approved by City Attorney Preston Rutter)
d. Action Item: Authorize Mayor to sign easement to Nampa and Meridian
Irrigation District at the Saint Alphonsus Garrity Campus (to be vacated Old
Flamingo Road Alignment). (Approved by City Attorney Preston Rutter)
1-6. Miscellaneous Items
a. Action Item: Authorize Water Renewal staff to proceed with purchase of UV
replacement bulbs and associated parts from Trojan Technologies in the
amount of $448,996.10. (Approved in FY26 Operations Budget)
b. Action Item: Authorize the annual piggyback purchase of chip and fog seal
oils from Idaho Asphalt Supply, at an estimated cost of $741,975.00 for the
Street Division. (Approved in FY26 Operations Budget)
c. Action Item: Authorize Nampa Family Justice Center (NFJC) to accept
Idaho’s Statewide STOP Violence Against Women Program 2025 grant funds
from Idaho State Police. The grant will be used to support a portion of the
Victim Liaison’s salary and benefits, sexual assault advocacy hours, office
supplies, and the forensic cell phone software annual cost. In addition, crisis
counseling for victims, domestic violence exams, advocacy and trial
preparation hours will be supported with grant funds. The amount of the
grant award is $106,433.00 and the award period is from January 1, 2026 -
December 31, 2026. There is no City match.
d. Action Item: Authorize Nampa Family Justice Center (NFJC) to accept
Idaho’s Statewide STOP Violence Against Women Program 2025 grant funds
from Idaho State Police. The grant will be used to support software,
supplies, nurse training, and SAFE nurses to complete sexual assault
exams, and advocates to provide support during sexual assault exams. The
amount of the grant award is $137,552.00 and the award period is from
January 1, 2026 - December 31, 2026. Match includes annual support from
St. Alphonsus Nampa, St. Luke’s Nampa, and West Valley Medical Center
Caldwell and administrative staff time. There is no City match.

5-2. Action Item: 1st reading of Ordinance and approval of publication of Ordinance Summary
expanding the boundaries of the Municipal Irrigation District of the City of Nampa, by

5-3. Action Item: Authorize Mayor and Public Works Director to sign Task Order with Precision
Engineering LLC for design, survey, and engineer of record services for the Midland Blvd,

5-4. Action Item: Authorize Mayor to sign Memorandum of Understanding (MOU) with Nampa
Development Corporation (NDC) for Nampa Public Library staff parking for $900.00 a month.

8-1. Action Item: 1) Confirm Assessment Roll for Local Improvement District (LID) 176 for City
utility extensions and connections and 2) 1st reading of Ordinance confirming the
Assessment Roll for LID 176. (Approved by Legal-Mark Hilty)
8-2. Action Item: Zoning Text Amendment to repeal and replace city code Title 10, Chapter 23
Signs, to eliminate redundant language, remove unnecessary definitions, provide clarity,
reorganize the chapter, align standards with Building Code for when a licensed design
professional is required, add language restricting placement of temporary signs on city
properties, and add language for when additional sign code is required to be followed in city
planning areas (ZTA-00036-2023).
8-3. Action Item: Annexation and Zoning for 37.74 +/- acres into BC (Community Business), RD
(Two-Family Residential), RS 4 (Single-Family Residential), and RS6 (Single-Family
Residential) zoning districts with corresponding right-of-way, potential development
agreement, and Subdivision Preliminary Plat approval for Regatta Crossing Subdivision at 0
Ustick Rd, parcels #R3083300000, located in the NW 1/4 of Section 03, T3N, R2W, BM, for
Endurance Holdings LLC (ANN-00341-2025, SPP-00164-2025). Original Concept: 58 single-
family attached townhouse dwelling units, 100 single-family detached dwelling units, 4

8-4. Action Item: Annexation and Zoning to RS6 (Single-Family Residential), and Conditional Use
Permit for an Assisted Living Facility with 9+ beds, at 3023 S Happy Valley Rd. parcel
#R2907600000 in the NE 1/4 of Section 1, T2N, R2W, BM, for Jeff Likes representing Singh

(10) Executive Session
Action Item: Motion to Adjourn into Executive Session Pursuant to Idaho Code 74-206 (1):
(a) To consider hiring a public officer, employee, staff member or individual agent, wherein
the respective qualities of individuals are to be evaluated in order to fill a particular vacancy
or need.
(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges
brought against, a public officer, employee, staff member or individual agent, or public
school student.
(c) To acquire an interest in real property not owned by a public agency.
(d) To consider records that are exempt from disclosure as provided in chapter 1, title
74, Idaho Code.
(e) To consider preliminary negotiations involving matters of trade or commerce in which the
governing body is in competition with governing bodies in other states or nations.
(f) To communicate with legal counsel for the public agency to discuss the legal ramifications
of and legal options for pending litigation, or controversies not yet being litigated but
imminently likely to be litigated.
(i) To engage in communications with a representative of the public agency’s risk manager or
insurance provider to discuss the adjustment of a pending claim or prevention of a claim
imminently likely to be filed.
(j) To consider labor contract matters authorized under section 74-206A (1)(a) and (b),
Idaho Code.
