CONSENT AGENDA (Action Items)
1. Approval of Minutes: 7/12/22.
2. Subdivision Final Plat Approval for Franklin Village North #2 Subdivision; a 9.44 acre portion of
two parcels at 0 & 7354 Cherry Lane (Parcels #R2093901000 & R209400000) in the RS6 (Single-
Family Residential) zoning district, located in the SE ¼ of the SW ¼ and the SW ¼ of the SE ¼ of
Section 2, T3N, R2W, BM; for Franklin Village Development, LLC representing Donald K. Brandt
(SPF-00205-2022). Original concept: 38 single-family dwelling units and 8 common lots.
3. Subdivision Final Plat Approval for Spring Shores No. 1 Subdivision; a 30.17 acre parcel
#R30779011AO at 0 11th Ave N in the RS8.5 (Single-Family Residential) zoning district, located
in the E 1/2 of the Section 2, T3N, R2W, BM; for Kent Brown representing Challenger
Development Inc. (SPF-00203-2022). Original concept: 93 single-family dwelling units and 6

4. One year extension (until June 7, 2022) of Subdivision Final Plat for Hartland Subdivision No. 3
including 41 buildable lots and 10 common lots on 14.8 acres on RS7 zoned property, located at 0

Felix representing Mireya Beltran (ANN-00243-2022). Original Concept: Property boundary
adjustment lot split to build a second single-family home on the property. To be continued to

2. Action Item: Annexation and Zoning to RS6 (Single-Family Residential 6,000 sf) zoning district,
potential development agreement, and Subdivision Preliminary Plat for Madison Ranch Estates
Subdivision at 0 Madison Rd and 0 Highway 20/26 (Parcels #R342680000 & R423400000) totaling
108.29 acres in the NE ¼ of Section 27, T4N, R2W, BM, Canyon County), for MRH Homes

(Suburban Residential) to RD (Two-Family Duplex Residential) zoning district; potential
development agreement; and Subdivision Preliminary Plat for Sierra Meadows Subdivision at 3 S.
Sugar St (Parcel # R3188300000); totaling 1.83 acres (located in the NE 1/4 of the NW 1/4 of
Section 26, T3N, R2W, BM) for David Crawford representing Robert Corral (ZMA-00132-2021
& SPP-00068-2021). Original Concept: 20 multi-family units in 5 four-plex buildings. To be

5. Action Item: Conditional Use Permit for a Non-Commercial Kennel License for 3 dogs in a RS6
(Single-Family Residential) zoning district at 725 Parkside Way (a .10 acre parcel of land -
#R1484253400 in the NW 1/4 of Section 4, T2N, R2W, BM) for Rachel Neitzey & Jessica Bruce

6. Action Item: Conditional Use Permit for a Non-Commercial Kennel License for 3 dogs in a RD
(Two-Family Duplex Residential) zoning district at 2019 4th St S (a .09 acre parcel of land -
#R0992400000 in the NE 1/4 of Section 27, T3N, R2W, BM) for Shannon R. Mauck (CUP-00280-
2022). Scheduled to present: Parker Bodily.
