3-1. Action Item: Pre-Annexation and pre-zoning to BC (Community Business) and
development agreement for New Life Landscape LLC at 246 N Robinson Blvd, a total of
3.54 acres parcels #R3059001100, located in the NW ¼ Section 20, T3N, R1W, BM for
Carlos Torrez (PANN-00000-2025). Original Concept: Continue operating landscape
business in the county, with potential for retail sales of nursery and landscape material.

3-2. Action Item: Annexation and Zoning for approximately 68.50 acres into RS 4 (Single-
Family Residential), approximately 9.38 acres into RD (Two-Family Residential), and
approximately 3.90 acres into BC (Community Business) zoning districts with
corresponding right-of-way, potential development agreement, and Subdivision Preliminary
Plat approval for Brekanwood Subdivision at 0 N Can Ada Rd & 0, 17500 11th Ave N,
parcels #R3073700000, R307620000 & R3076201000, located in the NW 1/4 of Section
01, T3N, R2W, BM, for Becky Yzaguirre representing Stanley Welton/ Todd Campbell
Custom Homes (ANN-00331-2025, SPP-00157-2025). Original Concept: 68 single-family
attached townhouse dwelling units, 284 single-family detached dwelling units, 4

3-3. Action Item: Annexation and Zoning to RMH (Multiple-Family Residential) zoning district,
Comprehensive Plan Text Amendment to change the text on the map in the Highway
20/26 Specific Area Plan that restricts high density residential to 8-12 dwelling units an
acre to 8+ dwelling units an acre as is allowed in the High Density Residential designation
in the Nampa Comprehensive Plan, potential development agreement for the future
development of a project known as Prescott Creek at 0, 18290 Prescott Ln, 18319 11th
Ave N, a total of 80.81 acres in three parcels #R343860000, R3438601000 &
R343820000, located in the SE 1/4 of Section 35, T4N, R2W, BM, for Ryan Cutler
representing Prescott Farm LLC (ANN-00333-2025 & CTA-00020-2025). Original Concept:
Future development of 380 townhouses and 760 multifamily units in 24-plex & 88-plex
buildings. Withdrawn by staff and re-noticed for October 28, 2025 Planning &
Zoning Commission Public Hearing.
