CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows
public bodies to temporarily conduct meetings remotely during a state of emergency, subject to
certain requirements, including a determination by the head of the public body that an in-person
meeting is not practical or prudent.
On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person
meetings of the City Council and the City’s boards and commissions are not currently practical or
prudent due to the Covid-19 pandemic. Accordingly, the Advisory Commission on Disabilities
meeting scheduled for August 5, 2020 will be conducted remotely. The means by which the public
may watch, listen, and/or participate in the meeting are described below.
TO JOIN A MEETING:
The meeting will be conducted using the Zoom Video Conferencing. You do not need to
download any software or create an account to participate.
To login on your computer or iPad:
Click the link to join the webinar, the password is provided on this agenda. Once connected, if
you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the
Chairman to recognize you. When it is your turn to speak, you will be unmuted. There will be a few
second delay after you are unmuted until your mic will be live. Please identify yourself for the
public record and speak clearly.

All viewpoints are welcome. Positive comments and constructive criticism are encouraged.
Speakers must refrain from harassing or directing threats or personal attacks at Commissioners,
staff, other speakers or members of the public. Comments made to intentionally disrupt the
meeting may be managed as necessary to maintain appropriate decorum and allow for city
business to be accomplished.

C. PUBLIC FORUM:
Three members of the public were in attendance. No one indicated a desire to
speak.
D. REPORTS & RECOMMENDATIONS:
1. Approve the minutes of the February 5, 2020 ACD meeting.
A motion was made by Stark, seconded by Elegant, to approve the regular
minutes of the February 5, 2020 meeting of the ACD. The motion carried by a

unanimous vote.
Aye: 6- Briggs, Elegant, Fumagalli, Heyden, Hinterlong, Siddiqui, and Stark
E. OLD BUSINESS:
Peter Zibble, TED Operations Manager, asked the commissioners if they had
thoughts on how to proceed with the downtown parking analysis that was
underway earlier in the year. After some discussion, there was general
consensus among the commissioners to postpone the public involvement
portion of the activity until such time as normal parking patterns return and
business owners can properly reflect on their needs.
Chairman Briggs asked about a sign he noticed in the downtown area
advertising 400 new parking spaces. No one was familiar with the sign.
<<Following the meeting, staff indicated that there are a couple of signs in
downtown area that advertise 400 new parking spaces in the Water Street
Parking deck, but that the signs have been in place since the opening of the
deck a couple of years prior.>>
F: NEW BUSINESS
Commissioner Siddiqui voiced concerns about two emails that the commission
received from the public following the cancellation of the May ACD meeting.
The emails indicating their disappointment that the meeting was cancelled at a
time when the pandemic could be having a profound impact on many individuals
with disabilities. The commission discussed this and agreed that in order to
make themselves available to the public, they would meet even if there was
nothing specific on the agenda. Mr. Zibble also noted that although some
issues raised at Public Forum may not be within the purview of the
commission, staff can follow up on other issues as appropriate.
Commissioner Fumagalli asked if there was any information on the formation of
a Human Rights Commission for the city. Councilman Hinterlong indicated that
it is currently being discussed and would likely be associated with the Housing
Advisory Commission and would not replace the role of the ACD.
Commissioner Stark provided an update from the Accessible Community Task
Force as follows:
1. The ACTF prepared Letters to the Editor on the subject of 2020 being the
30th yearly anniversary of the ADA Act.
2. The ACTF discussions with the Naperville Police Department and Naperville
Fire Department regarding the differences in the various programs they have
(Caring Hands, Community Connected and Smart 911) and whether or not
having three programs that the citizens of Naperville can use to supply first
responders with specific information might be confusing and redundant. The
NPD and NFD explained the differences in the programs and stated that they
would be emphasizing the differences in the three programs more clearly in
their internal training and in their marketing material.
3. The ACTF met with representatives from the Abilities Alliance of Northern

Illinois (AANI) based in Bolingbrook in June to discuss potential areas of
collaboration between them and the ACTF. The meeting was at the request of
the AANI. The discussion centered on the ACTF advising the AANI on how to
initiate a student recognition program and how to hold a resource fair for people
with disabilities. Both organizations look forward to continuing discussions in the
future.
4. The ACTF contacted members of the Inclusive Naperville Mural project to let
them know of the need to include people with disabilities in any murals in the
future. We followed up our initial contact with members of this group by sending
them a comprehensive list of ways to depict people with disabilities in future
murals. We received a very favorable response from them.
5. October of each year is National Disability Employment Awareness month.
As such, the ACTF will be preparing a Proclamation to be read at one of the
October 2020 City Council meetings declaring October 2020 as National
Disability Employment Awareness Month in the City of Naperville and
proclaiming that October 2020 is a time of recognition of the vital contributions
of people with disabilities and a time for reaffirming Naperville's continuing
commitment to equal opportunities for all City of Naperville residents.
Councilman Hinterlong indicated that the Riverwalk Commission is in the
process of preparing the 2031 Master Plan and is seeking a volunteer from the
ACD to attend a meeting or two to review and comment on accessibility issues.
Commissioner Siddiqui volunteered.
G. ADJOURNMENT:
A motion was made by Fumagalli, seconded by Elegant, to adjourn the meeting.
The motion carried by a unanimous vote.
