Wednesday, November 4, 2020 6:30 PM On Zoom Due to COVID
CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows
public bodies to temporarily conduct meetings remotely during a state of emergency, subject to
certain requirements, including a determination by the head of the public body that an in-person
meeting is not practical or prudent.
On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person
meetings of the City Council and the City’s boards and commissions are not currently practical or
prudent due to the Covid-19 pandemic. Accordingly, the Advisory Commission on Disabilities
meeting scheduled for November 4, 2020 will be conducted remotely. The means by which the
public may watch, listen, and/or participate in the meeting are described below.

The meeting will be conducted using the Zoom Video Conferencing. You do not need to
download any software or create an account to participate.

All viewpoints are welcome. Positive comments and constructive criticism are encouraged.
Speakers must refrain from harassing or directing threats or personal attacks at Commissioners,
staff, other speakers or members of the public. Comments made to intentionally disrupt the
meeting may be managed as necessary to maintain appropriate decorum and allow for city
business to be accomplished.

A. CALL TO ORDER:

Barb Stark's absence from the meeting was discussed. Chairman Briggs
indicated that Commissioner Stark had resigned from the ACD the previous
day. In an email, she wished the commissioners well.
Each member of the commission introduced themselves and welcomed the
new student representatives to the commission. The students also spoke
about themselves and their own personal interests in serving on the Advisory
Commission for Disabilities.

C. PUBLIC FORUM:
There was one member of public that attended the meeting and spoke. Mr.
Gary Smith, Chairman of the Accessible Community Task Force, spoke and
provided an ACTF update to the commissioners. Mr. Smith acknowledged that
Barb Stark did indeed resign from both the ACD and the ACTF. In her absence,
he would provide liaison functions between ACD and ACTF.
Although the pandemic has made their work more difficult, the ACTF did work
with the League of Women Voters to try and improve voting conditions for those
with disabilities, spoke with the Disabilities Alliance of Northern Illinois on
effective ways to reach out to the community, particularly through job fairs, and
has been interacting with the Diversity and Inclusion Committee of the
Naperville Chamber of Commerce.
Mr. Smith indicated that the ACTF is exploring options for promoting improved
visitability requirements for buildings in Naperville, particularly the no-step entry
requirement. The ACTF has been advocating for more affordable housing for
those with disabilities and has been discussing options for increasing funding at
a city level for those with mental illness. They have also been working with the
Naperville Park District on providing accessible playground equipment.
Mr. Smith noted that the Naperville City Council proclaimed October to be
National Disability Employment Awareness Month.
Mr. Smith thanked Barb Stark for all her years working with the ACTF and noted
that she will be missed.
D. REPORTS & RECOMMENDATIONS:
1. Approve the minutes of the August 5, 2020 ACD meeting.
A motion was made by Elegant, seconded by Fumagalli, to approve the regular
minutes of the August 5, 2020 meeting of the ACD. The motion carried by a
unanimous vote.

2. Receive a staff report regarding a public information effort to increase awareness of
respecting accessible routes and parking spaces
Peter Zibble, TED Operations Manager, gave a brief overview of the city's
recent efforts to engage the public and remind them that public sidewalks need
to remain clear and unobstructed, and accessible parking spaces must be
reserved for those that are legally permitted to use them.

E. OLD BUSINESS:
There was no old business to discuss.
F: NEW BUSINESS
Chairman Briggs closed with thoughts on the role of the ACD. He noted that
although the commission is set up discuss issues specific to city facilities,
programs and services, there are often times that there is very little to discuss.
He asked that the commissioner give some thought to the possibility of asking
City Council to expand the scope of the commission's responsibilities.

A motion was made by Fumagalli, seconded by Elegant, to adjourn the meeting.
The motion carried by a unanimous vote.
