A. CALL TO ORDER:
Chairman Wronski was not in attendance, Commissioner Deering called the
meeting to order at 6:30 p.m.
B. ROLL CALL:
Present 6- Lisa Cesal, Donielle Deering, Allison Longenbaugh, Wendy Pligge, Ghousia
Wajid, and David Halleck
Absent 1- Suhel Siddiqui
Also present: Dawn Portner, City Clerk, Student Representatives Lizzie Young
and Rashmi Adulkar
C. PUBLIC FORUM:
No speakers for Public Forum.
D. REPORTS & RECOMMENDATIONS:
1. Receive an update from the City’s Code Enforcement program
Code Enforcement Officer Cheryl Muscato gave a presentation on the roles
and responsibilities of her team and the services they provide to the residents
of Naperville and some of the ADA issues they work on from year to year.
This Presentation was received.
2. Receive an update from the Accessibility Community Task Force
Mary Hamill, Chair of the Accessibility Community Task Force (ACTF) updated
the Commission on the following ACTF initiatives:
1) Members of the ACTF met and discussed with state representatives and
officials from the Illinois Secretary of State about the accessibility icon project
implementation. At this time, the ILSOS will not be changing the accessibility
icon it uses. However, the ACTF will encourage City organizations to use the
updated icon in non-transportation signage applications such as website.
2) Members of the ACTF submitted comments and spoke during the public
forum at the November 5, 2024 City Council meeting in support of the Tower

Court Residences Project.
3) The Conservation Foundation contacted the ACTF requesting participation
in a focus group regarding accessibility and inclusion of people with disabilities
at McDonald Farm in Naperville. Several members participated in an in-person
self guided assessment and a follow up focus group meeting.
4) The ACTF attended the City’s Riverwalk Planning, Design and Construction
Committee meeting on November 5, 2024. At this meeting, occupational
therapy students from North Central College (NCC) presented their
accessibility audit of the Naperville Riverwalk.
5) The ACTF submitted a written comment in support of the Affordable
Housing Incentive Program at the November 19, 2024, City Council meeting.
6) Members of the ACTF attended the All Abilities Vendor Fair held at
Community Christian Church on December 1, 2024. The ACTF is exploring
partnering with the organizers of these fairs in the future.
7) Thank you to Dawn Portner and Bill Novack for reaching out to the
Downtown Naperville Alliance and the Naperville Chamber of Commerce to
encourage businesses to clear snow from sidewalks and accessible parking
spaces for easier access by persons with disabilities.
8) ACTF representatives on the City’s 2024 International Residential Code
Adoption Team attended the Team meeting on February 3, 2025 to discuss the
implementation of visitability into the City’s building code.
9) Members of the ACTF have begun discussions with the Naperville Public
Library staff about Disability Pride Month activities for July 2025. They followed
up with outstanding projects from 2024, such as sensory bags. They also look
forward to working with NPL staff on their website accessibility project.
10) Members of the ACTF attended a Family Matters Parent Training &
Information Center webinar “Blue Line
Spectrum Safety” https://www.youtube.com/watch?v=cSkzr9Fhv7E by Sgt.
(ret.) Stefan Bjex. They followed up with Sgt. Bjex after the webinar and
confirmed that the Naperville Police Department is in compliance with Illinois
state law that requires police to take specialized training to learn how to
interact with people with autism.
11) Upcoming ACTF projects include the City of Naperville Student
Recognition Awards on May 6, 2025.

E. OLD BUSINESS:
1. Approve the minutes of the November 7, 2024 Advisory Commission on Disabilities

Commissioner Cesal made a motion, seconded by Commissioner Halleck, to
approve the Advisory Commission on Disabilities meeting minutes of November
7, 2024. The motion carried by a voice vote.
2. Review and approve the 2024 Advisory Commission on Disabilities Annual Report
As part of the City’s effort to continually review Boards/Commissions, each
group developed and submitted a brief one-page report. Topics of the ACD
Commission included accomplishments, challenges for 2024 and upcoming
work for 2025.
Commissioner Cesal made a motion, seconded by Commissioner Halleck, to
approve the Advisory Commission on Disabilities Annual Report. The motion
carried by a voice vote.
3. Approve the Advisory Commission on Disabilities 2025 meeting calendar
Commissioner Hallack made a motion, seconded by Commissioner Wajid, to
approve the Advisory Commission on Disabilities 2025 meeting calendar. The
motion carried by a voice vote.
F: NEW BUSINESS
1. Discuss hosting the City’s first All-Abilities Fair in July of 2025
At the November 2024 ACD meeting the Commission discussed working with
the ACTF to host the City’s first All-Abilities Fair in July of 2025.
The Commission discussed the types of vendors to invite, possible venues,
marketing for the event, and the roles and responsibilities of the ACD
Commission and ACTF Task Force.
This topic will again be discussed at the May ACD Commission meeting.
G. ADJOURNMENT:
Commissioner Cesal made a motion, seconded by Commissioner Wajid, to
adjourn the Advisory Commission on Disabilities meeting of February 6, 2025 at
7:47 p.m. The motion carried by a voice vote.
