INTRODUCTION: C. PUBLIC FORUM: There were no speakers for Public Forum. D. PRESENTATION: 1. Presentation for the 2018 Comprehensive Special Events and Cultural Amenities (SECA) City Council Workshop Rick Grimes, Chairman, SECA Commission, gave opening comments and discussed the 2017 Council direction to review the SECA Grant Fund Program and present recommendations. He went on to explain the two 2016 comprehensive SECA workshops, the nine approved recommendations, how the grant fund is divided, and how the Commission arrived at the four recommendations presented. Coyne entered the meeting at 6:15 p.m. Portner presented Recommendation #1 - Create an objective criteria and associated point system to score applications. Council discussed how well the Commission reviews the applications and presents allocations, the collection of post-event metrics, the appropriateness of implementing objective criteria, and whether benefits and vehicles which are components of the cost of city services are charged to SECA. Gallahue clarified, that per Council direction in 2016, vehicles and incremental employee benefit costs associated with working an event are charged to SECA. Gallahue presented Recommendation #2 - Maintain the diversity of the SECA Grant Fund Program awards. She reviewed SECA's mission statement, stakeholder input, impact of additional special events on program diversity, and how staff encourages organizers to host events in south Naperville. Council discussed funding brick and mortar initiatives, smaller cultural celebrations, location of events, and the review and approval of the annual special event calendar. Gallahue presented Recommendation #3 - Reinstate the 2% annual escalator. She discussed that the 1% food and beverage tax was created City of Naperville Page 2 Printed on 3/23/2018 City Council Meeting Minutes February 26, 2018 to solely fund SECA, that the tax now supports other programs and initiatives, and the funding for SECA has been redirected, reduced, or capped since 2010. Council discussed the appropriateness of reinstating the 2% escalator, lifting the $1.9M cap on SECA, the impact on the food and beverage tax allocations, and incorporating the Consumer Price Index into the amount available for allocation. Obarski presented Recommendation #4 - Eliminate the Legacy Events category and return Ribfest and the Last Fling to the Special Event category to receive the same funding and logistic evaluation as all other events. She reviewed how SECA funding would be disbursed if the events were considered City Obligations, that 26% of the annual funding would be available for 60 applicants, and that the remaining $492,000 would be less than the entire SECA fund in 2005. Gallahue clarified that Ribfest and the Last Fling had been separated out because they are fundraisers and the direction was to no longer use SECA to fund fundraisers. Creating a special category for them was intended to acknowledge that they are fundraisers, but also grandfather them from the prohibition against fundraisers because they had been the impetus for SECA. Council discussed how the Legacy Events category was misunderstood, the appropriateness of fully funding all or some of the special events, and the special event calendar. 2. To consider the four recommendations of the SECA Commission regarding changes to the Special Events and Cultural Amenities (SECA) Grant Fund Program and reach consensus on each for implementation in Calendar Year 2019 and Calendar Year 2020 award cycles. By consensus, the following recommendations were approved: 1) Create an objective criteria and an associated point system to score applications 2) Maintain the diversity of the SECA Grant Fund program awards 3) Reinstate the 2% annual escalator or CPI, whichever is less, in Calendar Year 2019 4) Eliminate the Legacy Events category and return Ribfest and the Last Fling to the Special Event category to receive the same funding and logistic evaluation as all other events. E.
