PUBLIC FORUM: Brand Bobosky, discussed the SECA Grant Fund history, review, and approval processes. C. COMPREHENSIVE SPECIAL EVENTS AND CULTURAL AMENITIES GRANT FUND WORKSHOP: Council Chambers from 6:00 - 6:45 p.m. 1. Consider the SECA Commission recommendations as part of the 2019 Comprehensive Special Events and Cultural Amenities Grant Fund workshop Gallahue introduced members of the SECA Commission, student SECA Commissioners, staff, and recognized outgoing Council Liaison, Rebecca Obarski, and Chairman Gary Kovener. Gallahue reviewed the workshop agenda and discussed the 2016 SECA Grant Fund recommendations that were approved. Kovener presented updates to the four 2018 SECA Grant Fund recommendations and specifically highlighted the steps taken to create qualitative application evaluation criteria, the benefits of maintaining diversity in the types of applications submitted and grants awarded, the positive impact of the annual escalator, and that Ribfest and Last Fling are now evaluated with the same logistic scrutiny as all other events. Obarski presented the four 2019 SECA Grant Fund recommendations and discussed details related to further defining the existing grant categories and assigning annual percentage award targets, the negative recommendation of implementing a sunset policy, further revising the application, implementing a Q/A process in lieu of one SECA workshop, and options to address the 2019 grant funds returned by Christkindlmarket and the impact to SECA of Christkindlmarket and Ribfest relocating outside of Naperville in 2020. Council questioned fairness of re-opening the Special Events calendar and deviating from SECA policy to award underspent grant funds in the current grant year. Council also discussed capital projects, replacing a holiday event with another holiday event, the appropriateness of opening the application process beyond the proposed Naper Settlement requests, and how to decide the best use of the 2020 event funds. By consensus, Council concurred with the following recommendations: 1) Grant category changes to create sub-categories and provide more funding level detail 2) No implementation of a sunset policy for grant awards 3) Proposed revision to the application and elimination of one workshop By consensus, Council deviated from the final two recommendations regarding the 2019 grant funds returned by Christkindlmarket and the 2020 Christkindlmarket and Ribfest funding and directed staff as follows: 4a) 2019 Christkindlmarket funds - accept applications from Naper Settlement for a replacement holiday event and additional holiday lighting; staff and the SECA Commission are to review the applications and provide a recommendation for dis/approval to the City Council; any remaining balance may be applied to the current year's SECA awardees. 4b) 2020 Christkindlmarket and Ribfest funding - authorize the SECA City of Naperville Page 2 Printed on 6/5/2019 City Council Meeting Minutes April 29, 2019 Commission to develop recommendations for the funding that will result from the events relocating outside of Naperville in 2020. The 2019 Decision Matrix is attached. D. BREAK: E. COUNCIL ORIENTATION Meeting Room B starting at 7:00 p.m. 1. Presentation for the 2019 City Council Orientation Workshop 2. Receive the City Council orientation materials Krieger gave introductions, discussed the City's mission and core values, gave an overview of Naperville's form of government and council duties, and presented the 2019-2021 Mayor Pro Tem schedule. DiSanto discussed the Open Meetings Act, the Freedom of Information Act, ethics, the City's gift ban policy, and conflicts of interest. He also explained Council Rules specifically highlighting how to add items to the agenda, speaking time opportunites, hot to make a Motion to Amend v. a Motion in Substitution, tabling an item indefinitely or to a certain date, the correct way to make a Point of Order, and the appropriateness of using the Motion to Invoke Council Rules.
