TO SUBMIT PUBLIC COMMENT OR SPEAK LIVE AT THE MEETING: To address the City
Council in-person in City Council Chambers, members of the public must register by 4 p.m. on
January 18 at: www.naperville.il.us/speakersignup
The public may choose to provide public comment in any of the following ways:
1. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on
January 18. Written comments will be compiled and posted with the electronic meeting agenda
on the City’s website prior to the start of the meeting. The cumulative number of comments will be
announced during the City Council meeting.
2. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda
item. The names of participants who submitted position statements will be compiled and posted
with the electronic meeting agenda on the City’s website prior to the start of the meeting. The
cumulative number of position statements will be announced during the City Council meeting.
3. Address the City Council live during the City Council meeting in-person in City Council
Chambers. Individuals wishing to address the Council during the meeting must sign up to speak
by 4 p.m. on January 18.
Online sign-up closes at 4 p.m. on January 18, at which time no other speakers or comments will
be accepted. There will be no on-site speaker sign up.

PUBLIC ACCOMMODATION:

PARTICIPATION GUIDELINES:
The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the
Naperville Municipal Code.
• ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive
comments and constructive criticism are encouraged. Speakers must refrain from harassing or
directing threats or personal attacks at Council members, staff, other speakers or members of
the public. Comments made to intentionally disrupt the meeting may be managed as necessary
to maintain appropriate decorum and allow for city business to be accomplished.
• SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes.
Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a
five-minute rebuttal once all other speakers have commented.
• IF YOU SIGNED UP TO SPEAK, staff will call your name at the appropriate time during the City
Council meeting. Once your name is called you may identify yourself for the public record and
then address remarks to the City Council as a whole. Speak clearly and try to limit remarks
directly to the matter under discussion. Speakers are called in the order they sign up.

A motion was made by Councilman Hinterlong, seconded by Councilwoman
Gustin, to allow Councilman Leong to participate via teleconference due to
illness. The motion carried by a voice vote.

F. AWARDS AND RECOGNITIONS:
1. Proclaim January 2022 as “Naperville Community Television Channel 17 Month” in the
City of Naperville
Councilman Hinterlong presented the Proclamation to representatives from
NCTV 17.
G. PUBLIC FORUM:
Unclaimed property funds
Representative Janet Yang Rohr and Mike Frerichs (Illinois State Treasurer)
presented a check to the City for more than $55,000, discussed statistics, and
explained how residents can find if they are due unclaimed property funding.
Power supply
Howard Salk (Clean Energy Alliance of Naperville) discussed why the City
should oversee Naperville’s power supply, the carbon capture project, and
stated that the City should review and approve IMEA’s upcoming annual budget.
Krieger explained that IMEA is on an April 30 fiscal year end schedule, that the
City has not yet received the FY23 budget, that upon receipt staff can circulate
to the Council and evaluate whether it should be agenda item for discussion
although the City has no authority to approve/disprove the budget.
Council discussed the importance of deliberately reviewing the budget when it is
received.
Downtown parking enforcement
Danielle Tufano (Downtown Naperville Alliance) informed the Council that the
DNA has asked the police department to increase enforcement of on-street

parking.
IMEA contract with Vistra
Catherine Clarkin (Naperville Environment and Sustainability Task Force) urged
the Council to replace Vistra with renewable energy.
Krieger explained the Vistra contact was predominately coal-based, that IMEA
has started entering into contracts for solar and is actively seeking additional
renewables as appropriate.
H. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE
CONSENT AGENDA:
A motion was made by Councilman Hinterlong, seconded by Councilwoman
Gustin, to use the Omnibus method to approve the Consent Agenda. The motion
carried by a voice vote.
I. CONSENT AGENDA:
A motion was made by Councilman Hinterlong, seconded by Councilwoman
Gustin, to approve the Consent Agenda including waiving the first reading on
item I8. The motion carried by the following vote:

1. Approve the Cash Disbursements for the period of 12/01/2021 through 12/31/2021 for a
total of $34,173,064.41

6. Approve the award of Bid 21-391, Molded Rubber and Cold Shrink Products, to
Fletcher-Reinhardt Company and Universal Utility Supply Company for an amount not to
exceed $115,919.20 and for a one-year term

7. Approve the award of Option Year Three to Contract 17-219, Public Safety Uniforms and
Equipment to Galls and Lawmen’s & Shooter’s Supply Inc. for an amount not to exceed
$119,000 and for a one-year term
Council approved.
8. Pass an ordinance amending Title 11 (Motor Vehicles and Traffic) Chapter 3 (Truck
Routes) Section 3 (Weight-Truck Routes) of the Naperville Municipal Code to delete the
weight restriction for the 5th Avenue Bridge over Cress Creek
Council discussed overnight and truck parking issues near the bridge, that the
area is not a truck route, the impact to school busses, and truck parking near
Fairway.

1. Approve the proposed CY2022 Social Services Grant funding allocations
Council discussed the allocation process, the appropriateness of the low/mod
income scoring criteria, the location of the grantees, the impact to Naperville
residents, the need to increase the focus on children and families, the amount
given to the Council for allocation, and whether or not to change the CY22
criteria now and start again.

Gallahue responded that low/mod income is 10% of the overall application
score, that organizations outside of Naperville can apply for funding but the
program must serve Naperville residents, that staff does not recommend
changing the rules at this time because the organizations have applied based
on the criteria that has already been set, and that staff will take the feedback
from the Council and propose changes for CY23.
A motion was made by Councilwoman Gustin, seconded by Councilman
Hinterlong, to approve the proposed CY2022 Social Services Grant funding
allocations. The motion carried by the following vote:

Nay: 1- Chirico
P. NEW BUSINESS:
Volume cap
Chirico discussed the volume cap and proposed partnering with a bank to
develop a program assisting first-time homebuyers.
Council discussed previous first-time homebuyer programs, the importance of
financial education assistance, and tying a proposal to affordable housing
initiatives.
Krieger discussed that the City ceded tax exempt status to a bank in the past
and that it was not particularly successful, but staff can evaluate again with the
new banking partner and bring back a recommendation.
Mayer explained the volume cap, that the City must partner with a private entity,
that an RFP is out for property on the south side, and staff can discuss this idea
with the organization that is ultimately selected.
Lost and found
Gustin asked how often the City reviews lost and found.
Mayer explained that staff has a new annual review process.

Gustin, to adjourn the Regular City Council Meeting of January 18, 2022 at 8:02
