Proclaim November 19, 2022 as Ada Twist, Scientist Day in the City of Naperville Councilman Kelly presented the Proclamation. G. PUBLIC FORUM: Vishwa Hindu Parishad of America Amitabh Mittal (Illinois) discussed negative comments made by previous Public Forum speakers about his organization. H. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE CONSENT AGENDA: A motion was made by Councilman Hinterlong, seconded by Councilwoman Gustin, to use the Omnibus method to approve the Consent Agenda. The motion carried by a voice vote. I. CONSENT AGENDA: A motion was made by Councilman Hinterlong, seconded by Councilwoman Gustin, to approve the Consent Agenda with the exception of items I11 and I17. The motion carried by the following vote: Aye: 9- Chirico, Bruzan Taylor, Gustin, Hinterlong, Holzhauer, Kelly, Leong, Sullivan, and White I. CONSENT AGENDA: 1. Approve the Cash Disbursements for the period of 10/01/2022 through 10/31/2022 for a total of $35,824,426.40 Council approved. 2. Approve the regular City Council meeting minutes of November 1, 2022 Council approved. 3. Approve the City Council meeting schedule for November 2022 through February 2023 Council approved. 4. Approve the award of Cooperative Procurement 22-331, Fire Gear, to Alexis Fire (Innotex Corp.), for an amount not to exceed $100,000 and for a one-year term Council approved. 5. Approve the award of Cooperative Procurement 22-337, Oracle Database Enterprise Support Renewal, to Mythics, Inc. for an amount not to exceed $121,139.77 and for a one-year term Council approved. 7. Approve the award of Cooperative Procurement 22-340, Roadway Salt, to Cargill and Morton Salt Inc for an amount not to exceed $850,980 Dublinski clarified that the City purchases salt one year in advance, that the salt requested in the agenda item is for the 2023-24 season, that the City's salt dome capacity is 18,000 tons and an average of 12,000 tons is used per season, that five-year averages and weather models are used to predict purchase levels, that prices differ based on shipping, and that the City has seen success over the years with this procurement strategy. Council approved. 8. Approve the award of RFP 22-233, External Auditing Services, to Sikich LLP for an amount not to exceed $402,230, and for a four-year term Council approved. 9. Approve the award of Sole Source Procurement 22-338, SmartWorks MDMS Renewal, to Harris Computer Systems for an amount not to exceed $103,099.81 and for a one-year term Council approved. 10. Approve the award of Work Order 17-122G, 248th Avenue Phase II Engineering, to Civiltech Engineering, Inc., for an amount not to exceed $957,525.26 Council approved. 11. Approve the award of Option Year One to Contract 21-382, Parkway Tree Trimming Services, to NJ Ryan Tree & Landscape and Steve Piper and Sons Inc. for an amount not to exceed $210,000 and for a one-year term Council thanked staff for efforts to reduce the contract, discussed options to rebid the Steve Piper and Sons award, and asked about the impact on services if staff took time to renegotiate. Dublinski responded that a rebid may cause a two-month delay. Mayer explained that Council may award the larger portion of the contract and direct staff to renegotiate the balance of the workload in order to minimize the service delay. A motion was made by Councilwoman Gustin, seconded by Councilman Hinterlong, to approve the award of Option Year One to Contract 21-382, City of Naperville Page 3 Printed on 12/8/2022 City Council Meeting Minutes November 15, 2022 Parkway Tree Trimming Services, to NJ Ryan Tree & Landscape for $157,500 and table the award to Steve Piper and Sons Inc. to December 6. The motion carried by the following vote: Aye: 9- Chirico, Bruzan Taylor, Gustin, Hinterlong, Holzhauer, Kelly, Leong, Sullivan, and White 12. Approve the award of Change Order #1 to Sole Source Procurement 21-094, Leaf Disposal Services, to BioAg for an amount not to exceed $95,000 and for a total award of 417,500 Council approved. 13. Approve the award of Change Order #2 to RFQ 17-220, Phase 2 Engineering Design Services for Downtown Washington Street Bridge Improvements, to Ciorba Group for an amount not to exceed $102,877 and a total award of $884,175 Council approved. 14. Approve the award of Change Order #2 to Contract 22-022, West Highlands and Maplebrook East Water Main Replacement, to J. Congdon Sewer Service for an additional 208 calendar days Council approved. 15. Accept the public underground & street improvements at Rocas Hill 706 S. Columbia and authorize the City Clerk to reduce the corresponding public improvement surety Council accepted. 16. Waive the first reading and pass the ordinance amending Chapter 16 and Article D of Chapter 7 of Title 6 (Zoning Regulations) regarding the B4 yard requirements and sign requirements - PZC 22-1-101 (requires 6 positive votes) Laff explained the difficulty meeting the 6’ setback, that enforcing the setback is not practical, and that the text amendment cleans up ordinance language. Enactment No.: ORD 22-121 Council passed. 17. Pass the ordinance amending Section 10-7-1 of the Naperville Municipal Code regarding approval of fireworks permit applications Marilyn Schweitzer (Naperville) spoke against the proposed text amendment. Enactment No.: ORD 22-123 A motion was made by Councilman Hinterlong, seconded by Councilwoman Gustin, to pass the ordinance amending Section 10-7-1 of the Naperville Municipal Code regarding approval of fireworks permit applications. Adopt the resolution accepting updates to the Master Intergovernmental Agreement between the Mutual Aid Box Alarm System and the City of Naperville Enactment No.: RES 22-37 Council adopted. 20. Adopt the resolution approving the Intergovernmental Agreement between County of DuPage, Illinois and the City of Naperville for the use of the American Rescue Plan Act (ARPA) grant for the Columbia Street Flood Improvement Project. Enactment No.: RES 22-38 Council adopted. J. PUBLIC HEARINGS: 1. Schedule a public hearing for the 2023 Annual Budget on December 6, 2022 A motion was made by Councilwoman Gustin, seconded by Councilman Hinterlong, to schedule a public hearing for the 2023 Annual Budget on December 6, 2022. REPORTS AND RECOMMENDATIONS: 1. Receive the estimated 2022 property tax levy for the City of Naperville, including the Naperville Public Library, and direct staff to publish notice for a Truth-in-Taxation hearing on December 20, 2022 A motion was made by Councilwoman Gustin, seconded by Councilman Hinterlong, to receive the estimated 2022 property tax levy for the City of Naperville, including the Naperville Public Library, and direct staff to publish notice for a Truth-in-Taxation hearing on December 20, 2022. The motion carried by a voice vote. P. NEW BUSINESS: Campaign Signs Hinterlong asked that signs not be placed near the Mill Street overpass. Novack said staff will place signage near the Mill Street overpass prohibiting campaign signs. Public Beautification Chirico asked for an update from the workshop regarding beautification efforts. Krieger said the beautification process and funding allocation will be discussed at the third budget workshop on November 21. Council discussed increasing staff's request for beautification initiatives to $250,000, potential projects, the appropriateness of focusing on gateway signage, and developing a long-term strategy. Q.
