Proclaim July 18, 2023 Naperville Astronomical Association Day in the City of Naperville Bruzan-Taylor presented the Proclamation. G. PUBLIC FORUM: Riverwalk Adult Day Services Jennifer Brasfield (Naperville) discussed adult day care and the September launch of Riverwalk Adult Recreational Services for people with disabilities. Ticketing students by police departments Rhonda Williams (Naperville) discussed the Chicago Tribune article regarding students being ticketed for misbehavior, the Amara Harris case, and asked Naperville to drop the charges. Disciplining students by issuing tickets with fees Melody Coleman (Naperville - Alpha Kappa Alpha Sorority, Inc) spoke against City of Naperville Page 3 Printed on 8/16/2023 City Council Meeting Minutes July 18, 2023 the practice of ticketing students, specifically discussed the Amara Harris case, and asked that tickets be replaced with procedures that focus on empathy and trust. Ticketing Panya Yarber-King (Naperville) discussed discipline statistics in Districts 203 and 204 and the need to take action to make sure all children of Naperville are well. Request for removal of small cell transmitter Craig Buckley (Naperville) discussed the sound coming from a nearby transmitter, asked that it be removed, and inquired about the accuracy of a Customer Service number. Wehrli explained that the Electric Utility has investigated the transmitter, has contacted Verizon, and will stay in touch with the speaker. Groth stated the Customer Service number provided is valid. Naperville Parkway definitions Dennis Parsons (Naperville) requested that residential parkways be delineated from major thoroughfares and maintenance responsibility be reassigned to appropriate parties. Recycling and waste in Naperville Eric Tyk (Aurora - Accelerate Climate Solutions intern) discussed survey findings recommending that recycling opportunities, similar to those offered to single family residences, be expanded to commercial businesses and apartment complexes. NEST’s Perspectives on Utility Battery Storage Maureen Stillman (Naperville) discussed methods to make the power grid flexible. Health and academic harm of ticketing students Janice F Guider (Naperville) discussed the Amara Harris case. NEST volunteer Susan Greenwood (Naperville) discussed reusable plastic options for summer cookouts and picnics. WRITTEN COMMENT ONLY Carole Smith (Naperville) - PACE ON DEMAND - I gratefully use this service. During a pick up/ drop off, I spent what should have been a 5 min ride was delayed and our driver was required to pick up and deliver another person while passing my drop off area, so the ride became over 45 minutes for me and I juggled my appointments accordingly. My concern is Naperville only has 2 buses to cover the entire area, while Aurora has 4 buses. It's pretty impossible for the drivers to accomodate timing for their passengers, some of whom require the lift for their wheelchairs and other assistance equipment. This continues from my original comment...I submitted before I completed it. Receive the staff report for Naperville Polo Club Final - PZC 23-1-037 (Item 1 of 5) Kelly explained the item and asked about plans for the existing pond and path. Russell Whitaker (Attorney for Petitioner) explained that an irrigation pond is located on lots planned for construction, because of the lack of tangible benefit of the pond the developer is building larger more naturalized ponds. He also stated there is no path on the property, but rather an old driveway that is being used as a path that does not meet ADA standards and the developer is creating a continuous outlot around the perimeter of the property to address adjacency concerns. Receive the staff report and resume the public hearing to consider the Annexation Agreement for Orion/Prosperita - PZC 22-1-097 (Item 1 of 8) Russell Whitaker (Attorney for Petitioner) explained the proposal to annex and develop the property with Orion STEM School and the Prosperita townhome development. He fielded questions related to masonry and school/park donations. Selvei Rajkumar (Petitioner) discussed statistics and the need for the STEM school in Naperville. Council asked how selective the admission will be and what is the cost to attend. Rajkumar explained selection criteria is being developed, that kindergarten admission is estimated to be $28,000, and that scholarships will be available. A motion was made by Councilman Kelly, seconded by Councilman Holzhauer, to receive the staff report and close the public hearing to consider the Annexation Agreement for Orion/Prosperita - PZC 22-1-097 at 8:20 p.m. The motion carried by a voice vote. Laff explained that the City will require final landscaping plans be submitted that detail species, that the plan will be shared with the Forest Preserve, that the City also holds a bond and does an inspection to ensure the landscaping is what was approved. NEW BUSINESS: Recent storms Kelly asked how residents can dispose of damaged limbs and whether a special brush pick-up is scheduled. Dublinski explained that residents can submit a Service Request online or call 420-6095 for assistance with downed limbs or tree maintenance, that at this time the department has received less than 150 calls which can be handled by staff, and typically a special pick-up is scheduled when storms result in 400-500 calls for service. Tornado sirens Leong asked how residents should interpret sirens and how they can find out what they mean. Puknaitis explained that sirens are designed to alert people that are outside that bad weather is imminent, that residents should follow up with the National Weather Service (NWS) regarding specific weather details, and that sirens are set at decibel level required by NWS. Wehrli stated that Naper Notify is not used for weather warnings. Beautification - Naperville gateway entrance signs Holzahuer discussed gateway entrance signs in Burr Ridge and Elk Grove Village and stated he is looking forward to seeing staff proposals in the budget.
