WRITTEN COMMENT ONLY Peggy Frank (Naperville) I am a long time Napervillian who wrote to you back in March expressing my views opposing a ceasefire resolution. For reference, I am restating my earlier comments. "I am a Naperville resident who strongly feels that having my municipal officials pass a resolution on international affairs is totally inappropriate and outside your elected area of responsibilities. You have paid a great amount of respect to the number of people (both residents and non-residents) you’ve allowed to express their views during public forum. City of Naperville Page 5 Printed on 6/5/2024 City Council Meeting Minutes - Final May 21, 2024 However, their message has been heard; continued consumption of large amounts of council meeting time focused on these points takes away from council members being able to address issues affecting our local community. Should council decide to add a “cease fire” resolution to their agenda, I would be deeply offended and appalled should such a resolution be passed. I strongly support humanitarian care throughout the world, including right here in our own country. Is our elected leadership supposed to pick and choose between atrocities in the world? What about the woes in Africa? Ukraine? Every country and region, including the Middle East, faces complexities that have caused rife, warfare and oppression. You cannot just vote for a “cease fire” in Gaza without guaranteeing release of hostages, recognition of Hamas as a terrorist organization that deliberately uses civilians and children as shields, and insurance that Hamas will honor agreements and stop their hostilities. No municipal resolution can provide the impact needed to make this happen. “As public comment continues in your chambers; I urge you to stay steadfast in your decision not to vote on a ceasefire resolution. Faiza Khan (Naperville) I am reaching out to urgently request the addition of the "Permanent Ceasefire Resolution" to the agenda for the upcoming Board Meeting scheduled on 06/04/24. As a city celebrated for its commitment to safety and values, Naperville must not remain silent on pressing global concerns. The ongoing breaches of international law by the Netanyahu government, coupled with substantial financial support, demand our immediate attention. As our most direct representative, your decision carries significant weight and will resonate at higher levels of governance. The situation is dire: with over 35,000 innocent lives lost and countless children trapped under debris, urgent action is imperative. Esteemed organizations like Doctors Without Borders, the International Court of Justice, and the United Nations stress the critical necessity of a ceasefire. The UN's projected 14-year timeline for debris cleanup underscores the extent of devastation, with vital institutions such as schools and hospitals reduced to rubble. Naperville cannot turn a blind eye to this humanitarian catastrophe. Our city's reputation for safety and family values compels us to denounce such atrocities. The suffering in Gaza transcends geographical boundaries, demanding a unified response rooted in compassion and justice. I urge you to lead the charge in advocating for a ceasefire resolution during the upcoming meeting, amplifying Naperville's voice for peace and humanity. Zohara Tamjeed I am writing to respectfully request that the "Permanent Ceasefire Resolution" be added to the agenda for the next Naperville Board Meeting on 06/04/24. I am very proud to be living in the neighborhood of Naperville, my kids go to Naperville schools, and I work here. I am proud of its reputation for safety, diversity, family values, and excellence. However, I am deeply troubled by the ongoing humanitarian crisis in Gaza, which stands in City of Naperville Page 6 Printed on 6/5/2024 City Council Meeting Minutes - Final May 21, 2024 stark contrast to our city's values. Despite international law violations, billions of dollars in aid continue to flow to the Netanyahu government. As our most direct form of government, I urge you to represent our community's conscience and advocate for an immediate ceasefire. Your decision will resonate with higher levels of government and send a powerful message. The statistics are staggering over 35,000 innocent civilians have lost their lives, and thousands of children remain trapped under rubble. Renowned organizations like Doctors Without Borders, the International Court of Justice, and the United Nations have all called for an immediate ceasefire. The United Nations estimates that clearing metal debris alone will take over 14 years. The destruction of churches, mosques, schools, and libraries is almost total, and the healthcare system teeters on the brink of collapse due to fuel shortages. Aid is being blocked, leading to starvation and famine. This is not just a local issue but a humanitarian crisis that demands our collective action. As residents who take pride in our city's values, we cannot remain silent in the face of such atrocities. I implore you to pass a ceasefire resolution and stand up for humanity. Mahnaz Mohiuddin (Naperville) I am writing to request you to have the “Permanent Ceasefire Resolution” on the agenda for next Board Meeting on 06/04/24. Naperville is a city known for its safety and values. Billions of dollars are being sent to the Netanyahu government as it continues to violate international law. You are the most direct form of government to us, and I request that you represent us. Your decision will send a message to higher levels of government. Over 35,000 innocent civilians have lost their lives, and thousands of children have been under the rubble in the past 6 months. Several renowned bodies such as Doctors Without Borders, the International Court of Justice, and the United Nations have urged the necessity for an immediate ceasefire. The United Nations reported that the cleanup of metal from the debris will take more than 14 years. Almost all churches, mosques, schools, and libraries are destroyed, and The World Health Organization reports that the healthcare system is on the brink of collapse due to fuel shortages. Adequate aid is not being allowed into the strip, resulting in starvation and famine. This is not a local issue, but it is a humanitarian crisis that we must stand up for. As residents that take pride in our city for being known for its safety, family values, and excellence, we cannot tolerate these crimes against civilians. The extent of the violence against innocent people has gone too far for us to stay silent. I urge you to please pass a ceasefire resolution to advocate for humanity. Sana Shafiuddin As a citizen resident of DuPage County, and an educator, children's advocate, and mental health professional: I am requesting the city to call for an immediate and permanent ceasefire to end the massacre of children and genocide in Palestine. I am also requesting an urgent flow of humanitarian assistance, and a call to establish a viable, independent Palestinian state, free City of Naperville Page 7 Printed on 6/5/2024 City Council Meeting Minutes - Final May 21, 2024 from Israel and any oppression. This is a local matter as the situation has drastically been affecting citizens of DuPage county, including me, my family, my students, and my communities. I understand the board does not have the authority to change federal actions, however you are the first line of communication for us citizens and you can make a difference by passing a resolution and showing support to the oppressed side. Please be on the right side of history, on the side of the oppressed and colonized. Our tax money should not be sent to arm Israel against innocent children and families. This is a call for humanity for a whole. Use our tax money where it should be spent such as healthcare, education, social services, proper nutrition and preserving the planet. Your consideration for humanity will encourage other communities and cities to follow, please me a good example for them and for our younger generation. Huda Silat (Naperville) The city of Naperville cannot and must not continue to perpetuate this dichotomy that we are currently living in. There is a genocide going on, funded by our tax dollars. Naperville needs to be on the right side of history. We have witnessed enough hate in our city and surrounding ones. It is time to show that the city of Naperville wants to foster a safe environment not only for its residents but also for those across the world. Please call for a ceasefire Kashif Mahmood (Naperville) I am writing to request you to have the “Permanent Ceasefire Resolution” on the agenda for next Board Meeting on 06/04/24. As a Naperville resident millions of dollars of my tax is being sent to Israel as "aid". Israel is massacring innocent Men, women and children in Gaza, Palestine! Over 35,000 civilians are killed by bombs and tanks, maimed or under the rubble in past 6 months. The international Court of Justice has called it plausible case of genocide. 70% of the murdered are women and children! Almost all hospitals, churches, schools and mosques are destroyed. Deliberate starvation of masses is happening by blocking aid! Intent of genocide is very clear. All this must stop! As Americans, we should never tolerate crimes against humanity. As a Naperville resident, I plan to join the Village Board Meeting on 05/21/24 and look forward to your decision to pass the Permanent Ceasefire Resolution. Wael Ibrahim (Naperville) We have received information that the Zionist opposition to the resolution has sent 800 comments/emails so that the city council does not pass the resolution. We are asking your support to please submit a written speaker-sign-up/comment/ It is encouraged you write your own comment: I am writing to request you to have the “Permanent Ceasefire Resolution” on the agenda for next Board Meeting on 06/04/24. Zura Liaqat (Naperville) Billions of dollars are being allocated to the Netanyahu administration despite ongoing breaches of international law. As citizens, we look to you, our most direct representatives, to voice our concerns. Your decision will resonate with higher authorities. In the past six months alone, over 35,000 innocent lives have been lost, with thousands of children trapped beneath rubble. Esteemed organizations like Doctors Without Borders, the International Court of Justice, and the United Nations stress the urgent need for a ceasefire. According to the United Nations, clearing debris will take over 14 years. Nearly all places of worship, schools, and libraries lie in ruins, while the healthcare system teeters on collapse due to fuel shortages, as per the World Health Organization. Essential aid is denied entry, leading to starvation and famine. This transcends local concerns; it's a humanitarian crisis demanding our action. As proud residents of a city known for safety, family values, and excellence, we cannot turn a blind eye to these atrocities. The scale of violence against civilians demands our vocal opposition. I implore you to pass a resolution for an immediate ceasefire, advocating for humanity Fatimah Murad (Naperville) I acknowledge that the issue that I raise today may seem to be distant and irrelevant to some residents of our small city. It does not have any tangible affect on our day to day lives, but it is relevant to our humanity and to our communal values. Naperville is a city that prides itself in being a safe and prosperous place to live where residents can thrive and feel secure. Experiencing such comforts should make us recognize how essential it is for all people. Right now there are over 2 million people in+ Gaza that are living in horrific circumstances which are the extreme opposite of our own quality of life. Every library, school, and place of worship is either destroyed or irreparably damaged. The sanitation infrastructure is non-functional. The hospitals that are still standing are struggling to operate, a man made famine is causing widespread starvation. And every day bombs made in our country and acquired by our tax dollars rain down from the sky adding to a death toll already exceeding 35,000 more than half of whom are innocent children. Experts have said that restoring Gaza to its pre war conditions will take decades, but the process cannot even begin while the war continues. Reputable international organizations such as Doctors Without Borders and the United Nations have stressed that a permanent ceasefire is imperative to prevent further catastrophic loss of life and end the unimaginable suffering of a captive population. I urge the residents and City Council of Naperville to join many other City of Naperville Page 17 Printed on 6/5/2024 City Council Meeting Minutes - Final May 21, 2024 conscientious communities from around the country such as Santa Monica, CA and our own City of Chicago in calling for permanent ceasefire in Gaza and showing our commitment to humanity. Jessica Baragas I am urging the city of Naperville to divest from Boeing and all other companies profiting from war, human right violations, or genocides. The city of Naperville is shown to have over $$300,000 investment in Boeing, and receives regular interest payments on corporate bonds owned. Continuing to Invest in Boeing is an endorsement of how Boeing earns its profits and how recipients of Boeing’s products (e.g. Israel Defense Forces) use them. Does Naperville endorse the use of bombs on civilian targets? Palestinian residents of Naperville have family members in Gaza whose lives are in imminent danger of being killed by Boeing’s bombs and warplanes. Council members can take a moral and courageous stand for their Palestinian constituents by divesting from the company creating the weapons used to kill their families. The City of Naperville can easily sell its Boeing-issued corporate bonds and redirect those funds to a more ethical alternative. For example, US Treasury bonds and municipal bonds are used to fund critical infrastructure projects here at home. The City of Naperville can also update its Investment and Cash Management Policy to prohibit investments in companies profiting from war and human rights violations. As Americans we must stand for justice and that means condemning genocide to the highest degree and demanding a cease fire. Shoaib Khadri (Naperville) I am appealing to the moral conscience of the Naperville City Council to show your disdain for the genocide happening in Gaza. Therefore, I am requesting that you include the “Permanent Ceasefire Resolution” on the agenda for the next Board Meeting on 06/04/24. While you may feel that this is not a local issue, resolutions from local cities send a message to Washington DC that Americans care about humanitarian issues. Over 35,000 innocent civilians have lost their lives, and thousands of children have been under the rubble in the past 6 months. Several renowned bodies such as Doctors Without Borders, the International Court of Justice, and the United Nations have urged the necessity for an immediate ceasefire. Kate Kownacki (Tinley Park) As someone who was born and raised in the Chicago suburbs, and who has family living and working in Naperville, I was deeply disturbed and disappointed when I learned that the City of Naperville owns corporate bonds issued by Boeing, and receives interest payments from Boeing on a regular basis in exchange for its investment. Boeing made the most guided bombs and munitions delivered to Israel of any U.S. company from 2021-2023. According to Amnesty International, in just two of the many documented air strikes, Boeing-made bombs killed 43 civilians in Gaza. One of those airstrikes in Deir al-Balahon on October 10th killed the family Suleiman Salman al-Najjar (48), who told Amnesty International that his wife Susanne Subhi Asalam Najjar (40) was killed along with four of their children: daughters Safa (17 months) and Farah (23), and sons Yazan (14) and Nadim (20). Not City of Naperville Page 19 Printed on 6/5/2024 City Council Meeting Minutes - Final May 21, 2024 only is the choice to own corporate bonds and profit off the interest unethical, it is extremely disrespectful to the Palestinian residents of Naperville who have family members in Gaza and are in imminent danger of being killed by Boeing’s bombs and warplanes. Salek Khalid (Aurora) I was deeply disturbed to learn that the City of Naperville's investment portfolio includes Boeing-issued corporate bonds. Boeing is a defense contractor that has a well-documented record of providing weaponry to states that routinely carry out violence against civilian populations. Boeing's weapons have been used extensively in war crimes against civilians in Yemen since 2014, and they've also been used repeatedly by Israel to target civilian infrastructure in Gaza since October 2023. I find it instructive to look at legacies like those of my political hero Nelson Mandela and my favorite writer James Baldwin to find, in a chaotic world, what truly matters in the end. I’ve found that this thing can be defined as basic humanity and you do not need to look at famous individuals for incredible legacies in service of it. You can look at the legacy of the over 150 states, counties, and municipalities they placed sanctions on businesses operating in Apartheid South Africa long before Congress passed a National set of restrictions against that government. These municipalities were pivotal in getting Congress to place restrictions and ultimately breaking apartheid in South Africa. The city of San Francisco imposed similar sanctions on Myanmar pressuring President Clinton to do the same. Further still, New York City and a number of surrounding suburbs banned certain Swiss Banks from bidding on bonds because those municipalities were not satisfied with the explanation given about the dispossession of assets of Holocaust victims in World War II. As a North Central College Alum, I know now is the time for Naperville to add its name to the list. We have an economic and moral imperative to divest from Boeing. I ask you city council members, what will your legacy be? Will you tell your constituents that you have no moral and economic imperative when looking at their dead family members? Is that the legacy you want? It's getting close to too late to change it. Saudah Mirza (Naperville) I am writing to request you to have the “Permanent Ceasefire Resolution” on the agenda for next Board Meeting on 06/04/24. Naperville is a city known for its safety and values. Billions of dollars are being sent to the Netanyahu government as it continues to violate international law. You are the most direct form of government to us, and I request that you represent us. Your decision will send a message to higher levels of government. Over 35,000 innocent civilians have lost their lives, and thousands City of Naperville Page 25 Printed on 6/5/2024 City Council Meeting Minutes - Final May 21, 2024 of children have been under the rubble in the past 6 months. Several renowned bodies such as Doctors Without Borders, the International Court of Justice, and the United Nations have urged the necessity for an immediate ceasefire. The United Nations reported that just the cleanup of metal from the debris will take more than 14 years. Almost all churches, mosques, schools, and libraries are destroyed, and The World Health Organization reports that the healthcare system is on the brink of collapse due to fuel shortages. Adequate aid is not being allowed into the strip, resulting starvation and famine. This is not a local issue, but it a humanitarian crisis that we must stand up for. As residents that take pride in our city for being known for its safety, family values, and excellence, we cannot tolerate these crimes against civilians. Lena Mackley (Naperville) I am writing to express my support with Naperville divesting from Boeing. Boeing is funding genocide happening in Palestine as its aircraft and weaponry have been used since 1948, according to research center WhoProfits.org. Boeing has also made the most guided bombs and munitions delivered to Israel of any U.S. company from 2021-2023, according to an infographic that can be found on NPR dated May 13, 2024. Boeing-manufactured weapons facilitated the mass killings of Palestinian families in Deir al-Balah (Oct 10 and 22) and Jabalia Refugee Camp (Oct 31 and Nov 1). Please consider divesting from Boeing as our tax dollars should be used towards improving our city and our community, not killing and ethnic cleansing Palestinian people or any people. Let's put our dollars to use for good. POSITION STATEMENT Resolution for a cease fire in Gaza. He stated City inspectors and the City's testing firms will continue to monitor the area. REPORTS AND RECOMMENDATIONS: 1. Receive the report on the Naperville Electric Utility and changes in consumer behavior Groth gave the third in a series of presentations on the Electric Utility which focused on how the conversation around energy has changed over the past two decades, a shift that has taken place in consumer behavior and sustainability trends that impact business, how this shift has impacted the utility's business model, goals of the Electric Utility and the City's local sustainability efforts. Council discussed the findings of the City's battery storage research and an update on hiring a consultant and the RFP process. Groth stated he and his staff are continually researching different options for battery storage. At the present time there would be a significant investment required by the City to interconnect the battery storage and it is not cost neutral. There would need to be a financial investment by the City that they could not recoup in the markets. The City currently has two RFP's out for review and final contracts are currently being negotiated The contract should part of the June 4, 2024 agenda for Council consideration. . Report received P. NEW BUSINESS: Financial support for NCTV17 White proposed directing staff to bring back a report for the June 18, 2024 Council meeting that discusses potential resources and options for increase funding for NCTV17.
