The public may choose to provide public comment in any of the following ways:
1. Address the City Council live during the City Council meeting in-person in City Council
Chambers. Individuals wishing to address the City Council during the meeting must sign up online
at www.naperville.il.us/speakersignup by 6:30 p.m. on May 21.
2. Individuals can also have their name added to the speaker list by calling the Community
Services Department at (630) 305-5300 by 6:30 p.m. on May 21.
3. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on May
21. Written comments will be compiled and posted with the electronic meeting agenda on the
City’s website prior to the start of the meeting. The cumulative number of comments will be

4. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda

• SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes.
Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a

Peggy Frank (Naperville) I am a long time Napervillian who wrote to you back in
March expressing my views opposing a ceasefire resolution. For reference, I
am restating my earlier comments. "I am a Naperville resident who strongly
feels that having my municipal officials pass a resolution on international affairs
is totally inappropriate and outside your elected area of responsibilities. You
have paid a great amount of respect to the number of people (both residents
and non-residents) you’ve allowed to express their views during public forum.

However, their message has been heard; continued consumption of large
amounts of council meeting time focused on these points takes away from
council members being able to address issues affecting our local community.
Should council decide to add a “cease fire” resolution to their agenda, I would be
deeply offended and appalled should such a resolution be passed. I strongly
support humanitarian care throughout the world, including right here in our own
country. Is our elected leadership supposed to pick and choose between
atrocities in the world? What about the woes in Africa? Ukraine? Every country
and region, including the Middle East, faces complexities that have caused rife,
warfare and oppression. You cannot just vote for a “cease fire” in Gaza without
guaranteeing release of hostages, recognition of Hamas as a terrorist
organization that deliberately uses civilians and children as shields, and
insurance that Hamas will honor agreements and stop their hostilities. No
municipal resolution can provide the impact needed to make this happen. “As
public comment continues in your chambers; I urge you to stay steadfast in
your decision not to vote on a ceasefire resolution.
Faiza Khan (Naperville) I am reaching out to urgently request the addition of the
"Permanent Ceasefire Resolution" to the agenda for the upcoming Board
Meeting scheduled on 06/04/24. As a city celebrated for its commitment to
safety and values, Naperville must not remain silent on pressing global
concerns. The ongoing breaches of international law by the Netanyahu
government, coupled with substantial financial support, demand our immediate
attention. As our most direct representative, your decision carries significant weight
and will resonate at higher levels of governance. The situation is dire: with over
35,000 innocent lives lost and countless children trapped under debris, urgent
action is imperative. Esteemed organizations like Doctors Without Borders, the
International Court of Justice, and the United Nations stress the critical
necessity of a ceasefire. The UN's projected 14-year timeline for debris cleanup
underscores the extent of devastation, with vital institutions such as schools

Meeting on 06/04/24. I am very proud to be living in the neighborhood of
Naperville, my kids go to Naperville schools, and I work here. I am proud of its
reputation for safety, diversity, family values, and excellence. However, I am
deeply troubled by the ongoing humanitarian crisis in Gaza, which stands in

side of history, on the side of the oppressed and colonized. Our tax money
should not be sent to arm Israel against innocent children and families. This is a

Salek Khalid (Aurora) I was deeply disturbed to learn that the City of Naperville's
investment portfolio includes Boeing-issued corporate bonds. Boeing is a
defense contractor that has a well-documented record of providing weaponry to
states that routinely carry out violence against civilian populations. Boeing's
weapons have been used extensively in war crimes against civilians in Yemen
since 2014, and they've also been used repeatedly by Israel to target civilian
infrastructure in Gaza since October 2023. I urge the Naperville City Council to
divest as soon as possible from Boeing. The city's investment is an
endorsement of how Boeing earns its profits and how recipients of Boeing’s
products use them. Palestinian residents of Naperville have family members in
Gaza whose lives are in imminent danger of being killed by Boeing’s bombs and
warplanes. Council members can take a moral and courageous stand for their
Palestinian constituents by divesting from the company creating the weapons
used to kill their families. Last I urge the City of Naperville to update its
Investment and Cash Management Policy to prohibit any future investments in
companies profiting from war and human rights violations.

Tage Brahmbhatt I think many of us often think about what our legacies will be
after we are gone from this world. I find it instructive to look at legacies like
those of my political hero Nelson Mandela and my favorite writer James Baldwin
to find, in a chaotic world, what truly matters in the end. I’ve found that this thing
can be defined as basic humanity and you do not need to look at famous
individuals for incredible legacies in service of it. You can look at the legacy of
the over 150 states, counties, and municipalities they placed sanctions on
businesses operating in Apartheid South Africa long before Congress passed a
National set of restrictions against that government. These municipalities were
pivotal in getting Congress to place restrictions and ultimately breaking
apartheid in South Africa. The city of San Francisco imposed similar sanctions
on Myanmar pressuring President Clinton to do the same.
Further still, New York City and a number of surrounding suburbs banned
certain Swiss Banks from bidding on bonds because those municipalities were
not satisfied with the explanation given about the dispossession of assets of
Holocaust victims in World War II. As a North Central College Alum, I know now
is the time for Naperville to add its name to the list. We have an economic and
moral imperative to divest from Boeing. I ask you city council members, what
will your legacy be? Will you tell your constituents that you have no moral and
economic imperative when looking at their dead family members? Is that the
legacy you want? It's getting close to too late to change it.

divesting from Boeing. Boeing is funding genocide happening in Palestine as its
aircraft and weaponry have been used since 1948, according to research
center WhoProfits.org. Boeing has also made the most guided bombs and
munitions delivered to Israel of any U.S. company from 2021-2023, according to
an infographic that can be found on NPR dated May 13, 2024.
Boeing-manufactured weapons facilitated the mass killings of Palestinian
families in Deir al-Balah (Oct 10 and 22) and Jabalia Refugee Camp (Oct 31
and Nov 1). Please consider divesting from Boeing as our tax dollars should be
used towards improving our city and our community, not killing and ethnic
cleansing Palestinian people or any people. Let's put our dollars to use for good.

the City from the Naperville Area Chamber of Commerce and the Restaurant
Association concerning a proposed bill in the Illinois Legislature that would
eliminate the sub-minimum wage ($8.40) and raise the hourly rate for all tipped
employees to $14.
Krieger acknowledged the Chamber did contact the City regarding the proposed
bill and this information was included in the regular correspondence to the
Council. Based on the response from the Council the City decided not to take a
position on this issue.

Council discussed the noise issues resulting from the fall 2023 resurfacing
project on West Street.
Novack explained that the noise issues were caused by new equipment used by
the vendor as well as a different mix of product which resulted in the
imperfections of the rolling patterns. Due to the warmer weather the
imperfections have cleared up in the southbound lanes and are expected to do
the same in the north bound lanes throughout the summer months. He stated
City inspectors and the City's testing firms will continue to monitor the area.

1. Receive the report on the Naperville Electric Utility and changes in consumer behavior
Groth gave the third in a series of presentations on the Electric Utility which
focused on how the conversation around energy has changed over the past two
decades, a shift that has taken place in consumer behavior and sustainability
trends that impact business, how this shift has impacted the utility's business
model, goals of the Electric Utility and the City's local sustainability efforts.
Council discussed the findings of the City's battery storage research and an
update on hiring a consultant and the RFP process.
Groth stated he and his staff are continually researching different options for
battery storage. At the present time there would be a significant investment
required by the City to interconnect the battery storage and it is not cost neutral.
There would need to be a financial investment by the City that they could not
recoup in the markets. The City currently has two RFP's out for review and final
contracts are currently being negotiated The contract should part of the June 4,
2024 agenda for Council consideration.

P. NEW BUSINESS:
Financial support for NCTV17
White proposed directing staff to bring back a report for the June 18, 2024
Council meeting that discusses potential resources and options for increase
funding for NCTV17. The report should also include a cost analysis of how
NCTV17 benefits the City vs. the City going out to the marketplace for the
services they offer. Reach out to City partners such as D203 and D204 for any
suggestions or resources available to support NCTV17.
By consensus, Council directed staff to come back with potential suggestions
and resources available for this proposal.
