Proclamation for the Naperville Fire Department's 150th Anniversary: Honoring a Legacy of Service, Courage, and Commitment (September 2, 2024 - May 26, 2025) The proclamation was presented by Mayor Wehrli. 2. Proclaim February 18, 2025 as Endeavor Health Edward Hospital Magnet Designation Day in the City of Naperville The proclamation was presented by Councilman Wilson. G. PUBLIC FORUM: SPEAKERS: Say No to Coal Alliance. How the Council can partner with the Alliance Joe Hus (Naperville) discussed the upcoming IMEA contract extension and how City of Naperville Page 3 Printed on 3/5/2025 City Council Meeting Minutes - Final February 18, 2025 the Say No to Coal Alliance can assist the City in making this decision. Neighborhood Organization of Southeast Aurora (N.O.S.E.A.) Michael Ochs (Aurora) discussed the safety concerns at 1105 Modaff and how his organization can be of assistance to the area residents. Rental nuisance related to 1105 Modaff, updates Dana Schultz (Naperville) discussed the safety concerns at 1105 Modaff. 1105 Modaff Zach Plancich (Naperville St. Raphael Church) discussed the safety concerns at 1105 Modaff. Marilyn L Schweitzer (Naperville) discussed how staff reductions can cause larger issues, concerns about violations of the Open Meetings Act and how policies and procedures should be standardized for the City's Boards and Commissions. Council discussed the safety concerns at 1105 Modaff, recent burglaries in the West Highlands subdivision, and a possible nuisance abatement ordinance. Arres stated the Police Department has increased visibility in the area of Modaff and Gartner at various times of the day and no criminal issues have been observed. Novack stated Code Enforcement was aware of the work being done inside the home at 1105 Modaff back in 2023 based on complaints they received from the neighbors, the City was granted access to the home and they found the only work being done was painting, tile and trim work which does not require a permit and additional research is ongoing to see what else can be done at the residence. DiSanto stated the City needs to make sure the property owners rights are being respected, the City needs cause or the consent to enter the property and additional research is on-going to see how a nuisance ordinance would apply to Naperville. It seems these events do occur in waves through the years . I am hoping we can get more police patrolling the neighborhood the next 1-2 months especially during the night shift . However I think even during the day can help deter planning by these criminals . Thank you H. Approve the award of Change Order #2 to Contract 24-004, Trip Hazard Removal Project - Spring, to Universal Concrete Grinding for an amount not to exceed $3,879, a total award of $109,491.24, and for an additional 290 days Council approved. 19. Approve the amended award of Contract 24-029, Excavation and Underground Utility Repairs, to Miller Pipeline, Baish Excavating, Inc. and IHC Construction Companies LLC to correct the contract term to 21 months Council approved. 20. Approve the proposed CY2025 SECA Grant Fund Program Allocations SPEAKER Marilyn L Schweitzer (Naperville) stated the approval of the SECA allocations needs to come with the stipulation that the policies and procedures of both City Obligations and grants be reviewed and approved by the Council in advance of the 2026 budget discussions, unsolicited proposals have been approved without going before Council, SECA is dealing with rising cost of City Services at a time of a future loss of the grocery tax and its time for careful financial oversight of the SECA process by the Council. A motion was made by Councilman White, seconded by Councilman Kelly, to approve the proposed CY2025 SECA Grant Fund Program Allocations. NEW BUSINESS: City of Naperville Page 9 Printed on 3/5/2025 City Council Meeting Minutes - Final February 18, 2025 Expanding the ordinance banning the sale of hemp derived THC Taylor discussed the ordinance passed two years ago banning the sale of hemp derived THC to those under 21 years old, does the City's current ordinance go far enough and is Naperville experiencing any public safety concerns with the sale of these products. By consensus Council directed staff to research what ordinances other communities have in place concerning banning the sale of hemp derived THC, what are the public safety concerns or issues with the sale of these products and report the findings in a future Managers Memorandum. The cost of undergrounding electrical wires Council discussed the 10-year cost of placing the remainder of the City's distribution lines underground, why that cost has increased, the return on investment, and the cost to only underground the lines leaving the City's electrical substations Groth stated the Electric Utility has a 10-year capital, operations and maintenance plan which is always being reviewed and adjusted, both based on Utility need as well as material cost. Based on that adjustment, the cost to place the remainder of the distribution lines underground went from 55 million to 62 million since the Budget workshops were held this past fall. If the City were to underground all distribution lines in residential areas, the cost would increase to 125 million dollars and the entire project would take about 20 years. Council agreed to begin working towards undergrounding sections of cable that are most impactful to all customers of the Utility, typically these are the first sections of cable leaving the City’s electrical substations. This plan was included in the Utility’s rate study and the first year of spending on this project was approved as part of the City’s 2025 budget. Each year the Utility will include the proposed areas of work in their budget and council will have the opportunity to discuss. Q.
