Address the City Council live during the City Council meeting in-person in City Council Chambers. Individuals wishing to address the City Council during the meeting must sign up online at www.naperville.il.us/speakersignup by 6:30 p.m. on March 18. 2. Individuals can also have their name added to the speaker list by calling the Community Services Department at (630) 305-5300 by 6:30 p.m. on March 18. 3. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on March 18. Written comments will be compiled and posted with the electronic meeting agenda on the City’s website prior to the start of the meeting. The cumulative number of comments will be announced during the City Council meeting. 4. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda item by 4 p.m. on March 18. SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes. Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a five-minute rebuttal once all other speakers have commented. Proclamation honoring Nina Menis, KidsMatter CEO & Executive Director The proclamation was presented by Mayor Wehrli. G. PUBLIC FORUM: SPEAKERS: Boarding House and Commercial Taxi Service Alexander Renn (Naperville) discussed two homes in the West Highlands area and is seeking assistance from the City due to health and safety issues for him and his family. Novack met with Mr. Renn during the Council meeting to discuss his concerns. Catherine Clarkin (Naperville - NEST and Say No to Coal) discussed the recent Public Utilities Advisory Board (PUAB) meetings and the upcoming meeting on April 8, 2025 when NEST will be presenting on the future of the City's next electricity supply contract. Council discussed the recent PUAB meetings, encouraged everyone to review the videos from both meetings and public input is invited and appreciated. WRITTEN COMMENT ONLY Julie Cercello (Naperville) Cedar Glen Neighborhood - It's my understanding that the "No parking on streets from 2am-5am" came into effect here in Naperville in the 1940's. At that time it was uncommon for families to have more than one car let alone two or more! I understand that parking in some streets around our city can be dangerous in areas (curved roads and darker lit areas) and be a nuisance at times. However, in our smaller subdivision of Cedar Glen many of the residents have multiple vehicles per residence and our driveways are not long enough to fit more than one car on a side without parking on the sidewalk (which would be another violation). With the city having the maximum of 3 "overnights" per vehicle/per month this is simple not sustainable. I'm asking that City of Naperville Page 3 Printed on 4/3/2025 City Council Meeting Minutes - Final March 18, 2025 the city reevaluate the ticketing of vehicles overnight in the Cedar Glen neighborhood. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE CONSENT AGENDA: A motion was made by Councilman White, seconded by Councilman Kelly, to use the Omnibus method to approve the Consent Agenda.
