Individuals wishing to address the City Council during the meeting must sign up online at www.naperville.il.us/speakersignup by 6:30 p.m. on April 15. 2. Individuals can also have their name added to the speaker list by calling the Community Services Department at (630) 305-5300 by 6:30 p.m. on April 15. 3. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on April 15. Written comments will be compiled and posted with the electronic meeting agenda on the City’s website prior to the start of the meeting. The cumulative number of comments will be announced during the City Council meeting. 4. PUBLIC FORUM: SPEAKERS Paul Leong Leadership Build-up Hairong Huang (Naperville) thanked Councilman Paul Leong for his service to the City of Naperville. Three minutes with NEST Joseph Hus (Naperville) discussed the two myths of electricity, reliability and cost. Recognition of outgoing Council member Yulen Chen (Naperville) thanked Councilman Paul Leong for his service to the City of Naperville. Marilyn L Schweitzer (Naperville) discussed concerns about eliminating the 2025 sidewalk replacement cost sharing program and postponing further consideration until the 2026 budget cycle, lack of transparency and a timeline outlining options for the renewal of the IMEA contract, and the City's need to review the Boards and Commissions procedures to allow transparency and public participation. Ethics Phil Aderton (Naperville) discussed reinstating the City's ethics ordinance. Council discussed aged targeted versus aged restricted developments, visitability, water drainage, safety and health concerns. Laff stated that the development is age-targeted and designed to appeal to individuals over 55, but noted that if it were age-restricted, it would require a conveyance from the City impacting schools and parks-something that is neither being required nor was approved by the Planning and Zoning Commission, which supported an age-targeted approach. Vince Rosanova (Naperville - Petitioners Attorney) stated that the development is an age-targeted community featuring smaller, more manageable lots, first-floor primary bedrooms, and association-managed landscaping and snow removal; residents will be responsible for paying taxes to all of the City’s taxing bodies, including the school district and park district; the developer has agreed to discuss the concept of visitability with each buyer, will coordinate with the homeowners association manager to store a ramp on the property for use by any future resident, and expects the development to be completed within four years. Jim Kaniff (CDC Engineering) stated the development is part of a 39 acre watershed, and its detention system bridges the gap between the requirements of the former ordinance and the new one; additionally, the concrete storm trap system, which has been used in other parts of the City, is a reliable system. Novack stated that the developer will add a left-turn lane from Aurora Avenue, and the development will include two access points-one from the east and one City of Naperville Page 11 Printed on 5/9/2025 City Council Meeting Minutes April 15, 2025 from the west-to enhance safety. WRITTEN COMMENT ONLY Patrice Basso (Naperville) I am writing to request a smaller density of units in this little over 7 acre site. I would also like to know if the builder will be financially responsible for the removal of median and trees on Aurora Ave. to provide entrance and exit for this development. I also would like to request that any landscaping along Aurora Ave. not block drivers' views of the sidewalk along the street which is used by residents to the west including children, walkers and bicyclists. As a final point, I would like to express my displeasure that the City has again missed an opportunity for true affordable housing. According to submitted materials, the petitioner mentions " The City’s housing stock needs to reflect Naperville’s increasing diversity… this includes homes of different types, price points, styles, and densities." Let's be clear that this development is not affordable senior housing as some council members have referred to it. Thank you for considering these points. An additional 16,500 are on the waiting list for services. At some point, these people will need help navigating life without their parents. I want to thank the Mayor, City Council and Staff for their ongoing efforts in making the dream of Affordable Housing in the city our loved-ones grew up in a reality. It has been a long road, but Naperville has never wavered in their dedication to helping Seniors and residents with special needs. Life is filled with worry, especially now with the funding of Medicaid in question, but the City's determination to see our vision through to the end is so appreciated by its residents. Adopt the resolution approving an agreement between the City and the Naperville Heritage Society regarding Naper Settlement (Item 1 of 2) Attachments: Resolution NHS Agreement 2025_04_15 Proposed City - NHS Agreement NHS Agreement Exhibit A SPEAKER Marilyn Schweitzer (Naperville) stated the Naperville Heritage Society no longer promotes historical preservation beyond the13 acres of its property nor does this agreement encourage historical preservation, the agreement does not protect Naperville's history, the sale of historical property needs to be reviewed and agreed to by the City and part of the purpose of the Museum's Board is to ensure it remains accessible to its residents but this agreement does not give the Board that authority. Bill Simon (Naperville) supports the resolution between the City of Naperville and the Naperville Heritage Society Council inquired about the history of the agreement with the Naperville Heritage Society (NHS). DiSanto stated that the City has maintained a nearly 50-year partnership with NHS for the management and operation of Naper Settlement, and that Council has directed staff and NHS to collaborate on modernizing the agreement, which focuses on governance and oversight, financial management, transparency, employee administration, and clearly defining the roles and responsibilities of both the City and the Naper Settlement Museum Board.
