Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a

G. PUBLIC FORUM:
SPEAKERS
Overnight parking ban
Liz Zoo (Naperville) discussed amending the overnight parking ban to allow
residential permits to park on the streets legally overnight.
Proposed strategy development team
Richard Stark (Naperville - NEST) discussed the upcoming long-term energy

options workshop, including potential topics and speakers and he is working
with NEST and others to develop a proposal for a strategy support team that will
enhance the City's ability to develop a world class electric strategy.

Fernando Arriola (Naperville - NEST ) discussed the upcoming renewal of the
IMEA contract.
Electricity contract
Joseph Hus (Naperville - NEST) discussed the upcoming long-term energy
options workshop, including potential topics and speakers, advocated for public
engagement to help set the strategy and discussed the four lesser known
reasons why coal-heavy energy is not good for Naperville businesses.
East side traffic issues/signage
Tim Messer (Naperville) discussed traffic concerns on Columbia and Julian
Streets from Chicago to North Avenue and the design of the one-way streets
and poor signage.
Council discussed residential parking permits, traffic concerns in the historical
district and appreciation to staff for all of the work and planning for the events
that took place in the City on June 14, 2025.
Krieger stated that Homeowners Associations can contact the City's TED
department to request hang tags for distribution to area residents, once the City
confirms one side of the residential street can be used for overnight parking.
Further discussions on the traffic concerns in the historical district will take
place between staff and area residents.
H. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE
CONSENT AGENDA:
A motion was made by Councilman White, seconded by Councilman Kelly, to use
the Omnibus method to approve the Consent Agenda. The motion carried by a
voice vote.
I. CONSENT AGENDA:

SPEAKER
Kevin Gould (Naperville) discussed his concerns with the 4th of July fireworks
causing harm to Naperville veterans who may be suffering from post traumatic
stress disorder and that the air pollution emissions from fireworks harms the
environment. He suggested hosting a laser show in place of the fireworks.
A motion was made by Councilman White, seconded by Councilman Kelly, tot
approve the fireworks display application and issue a permit for the Naperville
Community Fireworks Show on July 4, 2025. The motion carried by the following

Tim Messer (Naperville), East Central Homeowners Organization - The East
Central Homeowners Organization (ECHO) includes the Historic District. The
ECHO Civic Affairs Committee monitors City meeting agendas to the best of
our ability in order to educate our board and our residents on issues that may
affect our neighborhood as a whole, particularly the agendas of PZC, HPC, and
City Council. However, I admit this one got by me until it appeared on this City

Council agenda, and there are questions I would have asked and requests I
would have made prior to this point. The nature of TAB generally involves public
notice and surveying residents about proposed changes, so we often hear
about potential TAB items even before they get to a TAB agenda, but this is still
not always the case (unlike PZC and HPC where signs are posted and legal
notice is required). As an area with major institutional uses, arterials and
cut-through routes, traffic is a big concern to ECHO. While the traffic schedule
changes proposed here do not actually affect residents' day-to-day lives, as
noted in staff's memo, ECHO would certainly appreciate courtesy outreach
from City staff prior to TAB items reaching City Council. The full ECHO board

solution for traffic safety concerns.
Paul Hinterlong (Naperville) discussed the traffic concerns on Jefferson Avenue

and is in support of option 2.
Council discussed adding buffered bike lanes between the trails near the
DuPage River and Parkway Drive.
Louden stated the City will be using wider pavement markings to enhance the
bike lane and provide additional space between the bike lane and the travel way
which will narrow the vehicle travel lane and force speeds to be reduced.
WRITTEN COMMENT ONLY
Marilyn L Schweitzer (Naperville) - Please support Option 2, implement traffic
calming measures rather than directing staff to install an unwarranted 4-way
stop sign. Also work with TED staff and the Police Department for city wide
solutions to our increased traffic safety issues rather than randomly work on
areas that catch Council fancy

Caitlin Czuk (Naperville - Petitioner) stated the developers use of PEX and

CPVC piping does not pose a safety hazard for the domestic water supply, the
use of this type of piping is approved by several building codes and the Illinois
Environmental Protection Agency, the use of the piping will be strategic and
limited, this type of piping will be limited to after the meter only and the piping will
not be used in any of the City's underground infrastructure.
Paul Hinterlong (Naperville) spoke in favor of Option A denying a variance for the
Hines Diehl Road subdivision.

concur with the Building Review Board and City staff and deny a variance to
Section 5-1E-2:2 (Amendments to the Illinois State Plumbing Code) of the
Naperville Municipal Code) for the Hines Diehl Road Resubdivision PUD located
at 1200 E Diehl Rd. (BRB Case #112). The motion carried by the following vote:

6. Conduct the first reading of an ordinance amending Chapter 1, Title 3 of the Naperville
Municipal Code to establish a Municipal Grocery Retailers’ Occupation Tax and a
Municipal Grocery Service Occupation Tax
Munch gave a presentation regarding the history of the State grocery tax being
eliminated, how the elimination of the tax will directly affect the City and the
recommendation from the Financial Advisory Board (FAB) and staff to
implement a 1% local replacement grocery tax.
Council posed several questions to staff regarding the current year budget, the
ability to address this issue through expenditure reductions, other options
available beyond a 1% replacement grocery tax, the possibility of raising the
home rule sales tax (HRST) and why that option was not presented, the ability
to compare the two options, including the geographic source of revenues and
their impact on low-income residents and the timing of when this decision
needs to be made.
Munch stated that the General Fund budget approved last December has not
changed. While an increase to the HRST was discussed during FAB meetings,
it was not forwarded to the Council because there was a clear recommendation
to implement a 1% local replacement grocery tax, which aligned with staff’s
recommendation. However, if directed, an additional 0.25% increase to the
HRST remains an option and would generate approximately the same revenue
as the 1% grocery tax. The Council must make a decision prior to October 1,
2025, as the Illinois Department of Revenue requires municipalities to file
ordinances by that date in order for the tax to take effect on January 1, 2026.
Missing that deadline would result in the City losing the first three months of
potential revenue.

Krieger stated the City's local decisions need to be even more timely, as staff
will begin working on the 2026 budget in July. With a projected $6 million deficit,
the approach to this budget will be significantly different. Even if the lost revenue
is replaced, the City will still need to identify $2.5 million in savings. This work
will move forward, but it cannot wait until fall when the budget season begins for
the Council.
By consensus Council directed staff to prepare and present at the July 15, 2025
Council meeting additional information related to the alternative revenue
replacement option of raising the HRST and provide additional research into the
SNAP benefits currently being used by residents.

Krieger stated the reason the Council meeting calendar was not on the Consent
Agenda was due to staff trying to schedule the long term energy options
workshop, the goal is to have all members of the Council present for the
workshop but scheduling issues have developed, the Mayor's Assistant will
contact each Council member for availability and staff will bring back an update
at the July 15, 2025 Council meeting for consideration.

TO PROVIDE PUBLIC COMMENT:
The public may choose to provide public comment in any of the following ways:
1. Address the City Council live during the City Council meeting in-person in City Council
Chambers. Individuals wishing to address the City Council during the meeting must sign up
online at www.naperville.il.us/speakersignup by 6:30 p.m. on June 17.
2. Individuals can also have their name added to the speaker list by calling the Community
Services Department at (630) 305-5300 by 6:30 p.m. on June 17.
3. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on June
17. Written comments will be compiled and posted with the electronic meeting agenda on the
City’s website prior to the start of the meeting. The cumulative number of comments will be
announced during the City Council meeting.
4. Submit a one-word statement of “SUPPORT” or “OPPOSITION” regarding a specific agenda
item by 4 p.m. on June 17. The names of participants who submitted position statements will be
compiled and posted with the electronic meeting agenda on the City’s website prior to the start of
the meeting. The cumulative number of position statements will be announced during the City
Council meeting.

and constructive criticism are encouraged. Speakers must refrain from harassing or directing
threats or personal attacks at Council members, staff, other speakers or members of the public.
Comments made to intentionally disrupt the meeting may be managed as necessary to maintain
appropriate decorum and allow for city business to be accomplished.
SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes.
Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a
five-minute rebuttal once all other speakers have commented.
IF YOU SIGNED UP TO SPEAK, staff will call your name at the appropriate time during the City
Council meeting. Once your name is called you may identify yourself for the public record and
then address remarks to the City Council as a whole. Speak clearly and try to limit remarks
directly to the matter under discussion. Speakers are called in the order they sign up.
