Individuals can also have their name added to the speaker list by calling the Community Services Department at (630) 305-5300 by 6:30 p.m. on August 19. 3. Submit a written comment to the City in advance of the City Council meeting by 4 p.m. on August 19. Written comments will be compiled and posted with the electronic meeting agenda on the City’s website prior to the start of the meeting. The cumulative number of comments will be announced during the City Council meeting. 4. Presentation of a Police Department Good Catch Award The Police Department's Good Catch Award was presented by Police Chief Jason Arres. G. PUBLIC FORUM: SPEAKERS Code of Ordinances - Chapter 9, Amplifiers Andy Wild (Naperville) discussed Section 9 of the Municipal Code concerning Amplifier permits. School Zoning Concern Kanchan Vardhe-Panse (Naperville) discussed D203 school boundaries. Council discussed developing an ordinance on e-vehicles and invited residents to attend a presentation on a transit plan for 5th Avenue hosted by the Urban Land Institute at 7:00 p.m. on September 10, 2025 at the Municipal Center. Arres stated staff is working on developing an ordinance concerning e-vehicles that will focus primarily on education. The goal is to bring the ordinance to Council in October for review and approval. WRITTEN COMMENT ONLY Marilyn L Schweitzer (Naperville) My thanks to staff for requiring all boards and commissions accept written public comments for meetings and for providing an online form to do so. I hope the community will take advantage of this and that its implementation will be more clear and less burdensome on staff. Conduct the public hearing for proposed Special Service Area No. 36 - Downtown Maintenance and Marketing Mayor Wehrli opened the Public Hearing at 7:27 p.m. SPEAKER John Noll (Naperville and the American Legion Post 43) inquired as a non-profit organization would they be subject to the new special tax assessment based on the appraised value of their property. Munch stated that staff researched several local non-profits that currently pay property taxes. The American Legion property is in Special Service Area (SSA) 33, the successor SSA, and already pays the existing SSA property tax, so nothing will change and no new taxes will be assessed. WRITTEN COMMENTS John Noll (Naperville American Legion Post 43) - Will non-profit organizations be subject to the special tax assessment proposed to fund new Special Service Area 36? Pass the ordinance amending Section 11 of Chapter 1 Title 3 and Section 9 of Chapter 1 Title 3 of the Naperville Municipal Code increasing the Home Rule Sales Tax by .25% and decreasing the Downtown Food and Beverage Tax by the corresponding percentage SPEAKER Kaylin Risvold (Naperville Area Chamber of Commerce) is opposed to amending the Home Rule Sales Tax (HRST). WRITTEN COMMENTS Marilyn L Schweitzer (Naperville) With recognition of the complexities and unknowns of increasing the HRST versus reinstating the Grocery Tax, please support the proposal on the agenda to increasing the Home Rule Sales Tax by .25% and decreasing the Downtown Food and Beverage Tax by the corresponding percentage. Among the many reasons others have stated pro and con, I believe the HRST offers more choice and flexibility for the consumer and the City to adjust spending due to overall economic fluctuations. POSITION STATEMENT OPPOSE Kevin Humbert (Naperville) Dina Porro (Naperville) Mariann Warren (Naperville) Michael Warren (Naperville) ORD - 25-091 A motion was made by Councilman White, seconded by Councilman Kelly, to pass the ordinance amending Section 11 of Chapter 1 Title 3 and Section 9 of Chapter 1 Title 3 of the Naperville Municipal Code increasing the Home Rule Sales Tax by .25% and decreasing the Downtown Food and Beverage Tax by the corresponding percentage. Council discussed increasing the Home Rule Sales Tax (HRST) by .25% and establishing a 1% municipal grocery retailers occupation tax. A motion in substitution was made by Councilwoman Longenbaugh, seconded by Councilman McBroom, to pass the ordinance amending Chapter 1, Title 3 of the Naperville Municipal Code to establish a Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax. The motion carried by the following vote: Aye: 5- Wehrli, Longenbaugh, McBroom, White, and Wilson Nay: 4- Gibson, Holzhauer, Kelly, and Syed 2. Pass the ordinance authorizing the execution of a new power sales contract with the Illinois Municipal Electric Agency for the delivery period commencing October 1, 2035 SPEAKERS Bill Simon (Naperville and NEST) is opposed to the original extension of the IMEA contract. Dr. Paul Bloom (Naperville) - discussed the new IMEA proposals being considered. Patrick Caruso (Naperville and NEST) is opposed to the extension of the IMEA contract. Ted Bourlard (Naperville and NEST) discussed the new IMEA proposals being considered. Rakshita Ruparel (Naperville and Power a Better Future) is opposed to the extension of the IMEA contract. Mike Lapinski (Naperville) is in support of the renewal of the IMEA contract. Ayanna Mukherjee (Naperville) is opposed to the extension of the IMEA contract. Maureen Stillman (Naperville and NEST) discussed the steps St. Charles, IL followed in reviewing the extension of the IMEA contract. Daniel Bulley (Naperville) is opposed to the extension of the IMEA contract. David C Hatch (Naperville) is opposed to the extension of the IMEA contract. Steven Shamrock (Naperville) is opposed to the extension of the IMEA contract. Gabriela Lombana Arias (Naperville and Power a Better Future) is opposed to the extension of the IMEA contract. Catherine Clarkin (Naperville and NEST) is opposed to the extension of the IMEA contract. Janice F Guider (Naperville) discussed the birth to five-year-old population and ambient pollution. Sandee Whited (Naperville) is opposed to the extension of the IMEA contract. Wendy Schild (Naperville) is in support of renewing the IMEA contract. Rimvydas Gilvydis (Naperville) is opposed to the extension of the IMEA contract. Greg Hubert (Naperville) discussed the new IMEA proposals being considered. Jack Py (Aurora) discussed renewable energies and how wind and solar are not clean nor sustainable or reliable and contain toxic materials that end up as waste. Michael Costello (Naperville) is in support of renewing the IMEA contract. Joseph Kozminski (Naperville, Naperville School District 203) is opposed to the extension of the IMEA contract. Dick Furstenau (Naperville) is in support of renewing the IMEA contract. The meeting recessed from 9:05 p.m. - 9:12 p.m. WRITTEN COMMENTS Carl E VanDril (Naperville) Many of you may remember me as the previous City of Naperville Page 12 Printed on 9/3/2025 City Council Meeting Minutes - Final August 19, 2025 Co-chair of NEST. While I have not participated in NEST for the last 1 1/2 years, my passion for making the right decision regarding IMEA is just as strong as ever. An extension of our IMEA contract at this time makes no sense. First and foremost, this multi-billion dollar commitment should be competitively bid with criteria set forth by city leaders representing the requirements of the people of Naperville. We have options. Let's explore them. Climate considerations and renewable energy should be considered as part of this evaluation. As this vote comes to you on August 19, vote NO to a contract extension. Vote YES to a well thought out, logical, business focused, and climate friendly process to select a power provider for Naperville past 2035. Meghan Jebb (Naperville) As a Naperville resident, I ask you to hear the voices of your constituents and vote to oppose extending the IMEA contract. Opposing this contract extension will be a vote in favor of a cleaner, more innovative city of Naperville. Let us be leaders toward a bright future, not hand-cuffed for decades to an organization that puts profits above all else. Through past decades of pollution as well as attempting to strong-arm us into this premature contract renewal, the IMEA has proven itself to be unworthy of Naperville's trust. We can do better. Thank you all for your dedication to our city. Thomas Coleman (Naperville) The People of Naperville & Climate Reality Chicago Metro - Most of the world looks at costs AND the growing emissions when deciding how to generate electricity and how to power our transportation. For Naperville to be successful and to remain a forward-thinking city, we should not extend the IMEA 1.contract and simply remain with the current contract until it expires in 10 years. I can assure you that over the next few years that the decision to do nothing, for now, is the right decision. In coming years and certainly by 2035, the world will be a renewable and electrified world for homes, businesses, and transportation. Naperville can either support this new world of clean electrification or sign a new IMEA contract in the hope that the IMEA in the next 25 years will somehow do what they have never done before. In the end, the decision Naperville faces is whether it wants to be a city that takes its time to carefully build a clean energy future or an obsolete extractive energy future. It cannot do both. Sandra Banas, MD (Bolingbrook) Dear Council Members, As a physician practicing in Naperville and a parent of two Naperville 203 CUSD students, I am writing to ask you to reject the IMEA contract extension on August 19th. Climate change is real, and it is here. Extending a coal-based energy contract until 2055 is simply incompatible with that reality. Prairie State may boast about "clean coal" but they emit about 25,000 tons of soot and smog-forming pollutants every year which might explain the health disparities. Let's talk home values while we're at it...In Marissa, home listings look a little like this: $$169,000, "as is, where is"; $$49,00 sold "as is, no repairs"; 1.$$99,000 "selling as is". Zillow's most recent median home price for Naperville is $$610,522. Let's not continue to contribute to the harm that climate change represents for little St. Clair County and for the rest of us, as well! Please say no. I've resided in Naperville 38 years and my experience is IMEA, working in conjunction with Naperville Electric, has provided excellent electric service. We all know how electric service disruption is an inconvenience short term but becomes life threatening for some after extended disruptions. Our current system has met the affordability test. The coal plant is a controversial item but China built about 100 new coal plants in calendar 2024. Finally solar and wind may be the answer but are currently unreliable when the sun is down and the wind ceases. Battery technology may improve the situation but we are not there yet. The current electric market is changing driven by huge AI power needs projected. Winnetka said it very well when they renewed their IMEA contract as they concluded their Council was unwilling to take the significant risk of not doing so.
