SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes.
Petitioners may speak on an agenda item first and have up to 10 minutes and are also granted a
five-minute rebuttal once all other speakers have commented.

SPEAKERS
Senior Task Force
David Halleck (Naperville - Senior Task Force) provided an update on the
programs and activities of the Senior Task Force.
SECA
Sam Entile (Naperville) discussed concerns with the Special Events and
Community Arts (SECA) Grant Fund.
Karis critical data center
Ted Bourland (Naperville) discussed his concerns with the proposed Karis data
center.
Council discussed the Naperville Township grant process is now open,
Metropolitan Mayors Caucus developing policies for data centers, the SECA
grant process, the lack of ADA parking spots available in the City and a
workshop for seniors on cyber crimes and scams.
Krieger stated the City reached out to the Metropolitan Mayors Caucus and the
Mayors and Managers Conference and the City will have a representative on a
task force being created to take an impartial look at the issues concerning data
centers. The first meeting will take place in November.
WRITTEN COMMENTS
Joe Halama (Naperville) Code 11-2A-8 prohibits parking on streets by 2-5am
Residents in our subdivision are routinely ticketed & fined for violating this
obscure, outdated ordinance. We've spoken to the City's designated
enforcement officer who stated that we should contact the mayor and city

council to address this issue. Numerous families in the area have adult children
(incl. high schoolers) living at home that need to drive a vehicle to get to
work/school. The average suburban driveway does not accommodate multiple
vehicles. Therefore, it becomes necessary to park on the street because most
families don't employ a valet service for every time someone needs to move
their car. The ordinance allows for each vehicle to park on the street 3
times/month. This simply doesn't work for larger families and is very
cumbersome. Can you imagine the average high school student remembering
to login to notify parking enforcement that their car will be parked on the street
that night? I have only lived here since 2012, but we never had issues until this
past year. We do not live on a narrow street, and I have never seen any issues
with the exemption of moving cars to allow city snow plow to clear the streets.
We need to change this ordinance. The simple truth is that with everything
costing more, our children won't be able to afford their own apartment or house
any time soon. Adult children are often moving back home to address a job loss
or other financial stress in their lives. Recent college grads are also having a
difficult time getting a job. The fact that we're punishing these kids and their
families is wrong. No one is willfully parking on the street because they want to.
Doesn't this ordinance date back to the 1950's or something? It's time to
change it now.
H. CONSIDERATION OF MOTION TO USE OMNIBUS METHOD FOR THE
CONSENT AGENDA:
A motion was made by Councilman White, seconded by Councilman Kelly, to use
the Omnibus method to approve the Consent Agenda. The motion carried by a
voice vote.
I. CONSENT AGENDA:
A motion was made by Councilman White, seconded by Councilman Kelly to
approve the Consent Agenda removing I13, I14, I15 and I16. The motion carried
by the following vote:

1. Approve the Cash Disbursements for the period of September 1, 2025, through
September 30, 2025, for a total of $45,995,871.27

13. Conduct the first reading of an ordinance amending Section 3-1-9 of the Naperville
Municipal Code - Food and Beverage Tax
Council discussed adding food trucks to the ordinance and the possibility of
reducing the Food and Beverage Tax due to the additional revenue generated
from the ordinance changes.

Council directed staff to include additional options, such as adding food trucks,
in the next reading of the ordinance to be discussed at a future Council meeting.

WRITTEN COMMENTS
Allison Longenbaugh (Naperville) Another win for visitability! I want to thank the
developer for the opportunity to meet with them so early in the process last
year. Because of that meeting, all of the townhomes (34 out of 90 units) are
visitable. Mary Hamill, ACTF asked at the BRB meeting that the city “Ensure
housing is diverse, responsive to needs, and accessible to everyone. If you
can’t get in, what do you do?” Please continue to include the disability
community in future discussions.

1. Receive the update on the Naperville 2027: Investing in Our Community Priorities Plan
Staff presented an update on the Priorities Plan, including its history, an

overview, and updates from the five priority areas-utilities, economy, mobility,
natural environment/community design, and safety-with a focus on public
safety, utilities, and natural environment/community design. Staff also
discussed next steps for the plan, which will be presented in spring 2026.
P. NEW BUSINESS:
Review of the SECA grant fund program
McBroom requested a comprehensive review of the SECA grant fund program,
including its original intent, current standards and policies, and suggestions for
the program’s future from Council, SECA Commission members, and staff.
By consensus, Council directed staff to prepare a report and timeline outlining
the past, present, and future of the SECA grant fund program, and to report
back to Council with findings and recommendations that could be used for a
future workshop in 2026.
