CALL TO ORDER: Chief Marshall called the meeting to order at 3:03 PM. Marshall then introduced new ETSB member Councilwoman Theresa Sullivan and Naperville personnel, Deputy Director Russ Matson and Emergency Communications Supervisor Stacey Edwards. Sullivan, Matson and Edwards each provided brief backgrounds. Matson and Edwards were present at this meeting as guests. B. ROLL CALL: Naperville Members Present: Board Chairman and Police Chief Robert Marshall Councilwoman Theresa Sullivan Aurora Members Present: Deputy Chief Keefe Jackson (Voting Proxy for APD Chief Kristen Ziman) Fire Chief Gary Krienitz Emergency Comm. Mgr. Jacqueline Hobday Alderman Carl Franco Resident Ken Van Andel North Aurora Police Chief David Fisher Also Present: Naperville Administrative Assistant II Jill Bridges Naperville Deputy Director Russ Matson Naperville Emergency Comm. Mgr. Stacey Edwards Aurora Commander Mike Doerzaph Ravi Suthar of Motorola Solutions Present 8- Kenneth VanAndel, David Fisher, Carl Franco, Gary Krienitz, Robert Marshall, Kristen Ziman, Jacqueline Hobday, and ETSB Theresa Sullivan Absent 3- Richard Fowler, Mark McGee, and Mark Puknaitis C. PUBLIC FORUM: Mr. Suthar introduced himself and noted his employment with Motorola Solutions. He stated that he was present to remain informed on Communciations projects for Naperville and Aurora. D. OLD BUSINESS: 1. Update from City of Aurora on Shared Zip Code Agreements Doerzaph stated that Aurora is continuing to pursue agreements with four counties for new zip code percentages for surcharge money allocation. The State is currently holding all 2019 surcharge funds for these shared zip codes within the four counties. Communication was made to Kane ETSB on May 20, 2019 requesting approval of the proposed percentages by May 31, 2019. After May 31, 2019, Kane ETSB requested 2-3 weeks to confirm new percentages. As of June 20, 2019, Kane ETSB had not responded regarding the new City of Naperville Page 1 Printed on 9/23/2019 Emergency Telephone System Meeting Minutes - Final June 20, 2019 Board percentages. The other three counties have very limited jurisdiction for the allocated funds. Doerzaph and Jackson will provide the agreement to Chairman Marshall for review.The ETBS will send a cover letter and agreement to the four counties for approval and the State will be notified of this communcation. The Board would like to view the letter and agreement prior to distribution. E. NEW BUSINESS: F. REPORTS: Approval of the March 14, 2019 ETSB Minutes A motion was made by Franco to approve the minutes for the March 14, 2019 meeting, seconded by Van Andel. The motion carried with a unanimous voice vote. Review the E911 Surcharge Funds Report for 3/1/19-5/31/19 Marshall referenced the receipts collected totaling 783,836.93 from the E911 surcharge funds. These receipts have been deposited in the Naperville E911 fund; $772,721.60 allocated to Naperville and $11,115.33 to Aurora. Approve Naperville Expenditures for Reimbursement Report for 3/1/19-5/31/19 A motion was made by Franco to approve the Naperville Expenditures for Reimbursement totaling $828,808.37, seconded by Van Andel. The motion carried with a unanimous voice vote. Approve the budget transfer from E911 Fund to the City of Naperville General Fund A motion was made by Franco to approve the budget transfer from the E911 Fund to the City of Naperville General Fund totaling $790,307.56, seconded by Van Andel. The motion carried with a unanimous voice vote. Approve the Aurora Expenditures for Reimbursement Report for 3/1/19-5/31/19 A motion was made by Franco to approve the Aurora Expenditures for Reimbursement totaling $645,009.77, seconded by Van Andel. The motion carried with a unanimous voice vote. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Franco to approve the withdrawal from the E911 Fund to the City of Aurora totaling $11,115.33 seconded by Van Andel. The motion carried with a unanimous voice vote. G. COMMUNICATIONS 1. City of Naperville 1. Naperville City Council approved the Harris Radio Hardware and Software Upgrade for an amount not to exceed $909,669.42. Aurora confirmed that its similar project is going through the Aurora approval process with final approval City of Naperville Page 2 Printed on 9/23/2019 Emergency Telephone System Meeting Minutes - Final June 20, 2019 Board scheduled for July 9, 2019. 2. Naperville is moving forward with the Next Generation 911 project and is currently engaged in vendor demonstrations with Aurora. The mandated date of compliance remains July 2020. 2. City of Aurora Nothing further to report. 3. City of North Aurora Nothing further to report. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Franco to adjourn the meeting at 3:25 PM, seconded by Van Andel. The motion carried with a unanimous voice vote.
