Eagle Street Naperville, IL 60540 Meeting Minutes - Final Thursday, December 17, 2020 3:00 PM On Zoom Emergency Telephone System Board Emergency Telephone System Meeting Minutes - Final December 17, 2020 Board CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order determining that in-person public meetings are not currently practical or prudent because of the Covid-19 pandemic, we are holding this Emergency Telephone System Board meeting remotely. The commissioners and staff participating in tonight’s meeting are all in different locations in accordance with social distancing guidelines, and steps have been taken to ensure that the Commissioners can hear one another and all discussion and testimony. The public has been provided notice of alternative means of access to the meeting so they are able to contemporaneously hear all discussion, testimony and votes. All votes shall be taken by roll call. TO JOIN A MEETING: The Zoom Video Conferencing App will be used. You do not need to download the Zoom app to participate. Simply follow the instruction below. CALL TO ORDER: In Chief Marshall's absence, Deputy Director Russ Matson called the zoom meeting to order at 3:00 PM and read opening comments to provide the public with information as to why the meeting is being held remotely. B. ROLL CALL: Present 9- Kenneth VanAndel, Russ Matson, David Fisher, Richard Fowler, Carl Franco, Gary Krienitz, Mark McGee, Mark Puknaitis, and Kristen Ziman Absent 3- Robert Marshall, Jacqueline Hobday, and ETSB Theresa Sullivan C. PUBLIC FORUM: Matson asked if there were any speakers or guests for Public Forum.There were none. D. OLD BUSINESS: Puknaitis made a follow up inquiry regarding previous discussion on imposing a separate surcharge to allocate funds for equipment costs related to advancements in technology. Matson responded that Marshall had discussed options with City Attorney DiSanto. The ETSB is currently charging the maximum amount allowed in State surcharge fees. Matson stated he would need to follow up with Marshall for further explanation on options. E. NEW BUSINESS: F. REPORTS: 1. Approve the September 17, 2020 ETSB Minutes Van Andel referenced a typographical error in Item F.2. and inquired why "ETSB" was included before Sulllivan's name throughout the minutes. It was noted that this was an automated Legistar process to distinguish between Sullivan's actions as a member of the ETSB versus her actions as a City of Naperville Page 2 Printed on 3/19/2021 Emergency Telephone System Meeting Minutes - Final December 17, 2020 Board councilwoman. Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order, all votes shall be taken by roll call. A motion was made by Franco to approve the minutes of the September 17, 2020 meeting with the error corrected, seconded by Ziman. Aye: 9- VanAndel, Matson, Fisher, Fowler, Franco, Krienitz, McGee, Puknaitis, and Ziman Absent: 3- Marshall, Hobday, and ETSB Sullivan 2. Review the E911 Surcharge Fund Report for September 1 to November 30, 2020 3. Approve the Naperville Expenditures for Reimbursement Report for September 1 to November 30, 2020 A motion was made by Fowler to approve the Naperville Expenditures for Reimbursement totaling $752,263.18, seconded by Franco. Aye: 9- VanAndel, Matson, Fisher, Fowler, Franco, Krienitz, McGee, Puknaitis, and Ziman Absent: 3- Marshall, Hobday, and ETSB Sullivan 4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund It was confirmed that PSAP salaries were included in the eligible expenses to be reimbursed by surcharge funds. A motion was made by Franco to approve the budget transfer from the E911 Fund to the City of Naperville General Fund totaling $752,263.18, seconded by Ziman. Aye: 9- VanAndel, Matson, Fisher, Fowler, Franco, Krienitz, McGee, Puknaitis, and Ziman Absent: 3- Marshall, Hobday, and ETSB Sullivan 5. Approve the Aurora Expenditures for Reimbursement Report for September 1 to November 30, 2020 A motion was made by Van Andel to approve the Aurora Expenditures for Reimbursement totaling $1,321,955.87, seconded by Franco. Aye: 9- VanAndel, Matson, Fisher, Fowler, Franco, Krienitz, McGee, Puknaitis, and Ziman Absent: 3- Marshall, Hobday, and ETSB Sullivan 6. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Franco to approve the withdrawal from the E911 Fund to the City of Aurora totaling $630,394.99, seconded by Van Andel. Approve the 2021 ETSB meeting schedule Franco stated that although he approved of the 2021 schedule, he would support remote board attendence to meetings as long as the Open Meetings Act allowed. A motion was made by Fowler to approve the 2021 ETSB meeting schedule as presented, seconded by Franco. Aye: 9- VanAndel, Matson, Fisher, Fowler, Franco, Krienitz, McGee, Puknaitis, and Ziman Absent: 3- Marshall, Hobday, and ETSB Sullivan G. COMMUNICATIONS 1. City of Naperville Matson stated that the Naperville Harris Radio Console Upgrade project is in the final stage and the Naperville Next Generation 911 project is on schedule with staff training to be conducted in January 2021. 2. City of Aurora Ziman stated that Aurora's Harris Radio Upgrade project is complete and Aurora's Next Generation 911 project is on a similar timeline to Naperville. Aurora is working with Intrado-West. 3. City of North Aurora Fisher thanked the Aurora Police Department for all the communications upgrades, thanked the ETSB members and staff for their dedication during the pandemic, and wished everyone a safe holiday season. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Franco to adjourn the meeting at 3:17 PM, seconded by Ziman. CALL TO ORDER: Chairman Marshall or his designee: I would like to call the Emergency Telephone System Board meeting for December 17, 2020 to order. On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the Covid-19 pandemic. Accordingly, we are once again holding the Emergency Telephone System Board meeting remotely. The commissioners and staff participating in today’s meeting are all in different locations in accordance with social distancing guidelines. Any individual desiring to listen and/or participate in the meeting by telephone, or through the electronic meeting platform known as Zoom, has also been provided that opportunity using the log-in information provided on the Agenda for tonight’s meeting. Just a reminder that all speakers are asked to present their comments in a respectful and courteous manner. If inappropriate language or comments are expressed during this meeting, we will mute the speaker and end their participation. B.
