Eagle Street Naperville, IL 60540 Meeting Minutes - Final Thursday, March 18, 2021 3:00 PM Zoom meeting Emergency Telephone System Board Emergency Telephone System Meeting Minutes - Final March 18, 2021 Board CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order determining that in-person public meetings are not currently practical or prudent because of the Covid-19 pandemic, we are holding this Emergency Telephone System Board meeting remotely. The commissioners and staff participating in tonight’s meeting are all in different locations in accordance with social distancing guidelines, and steps have been taken to ensure that the Commissioners can hear one another and all discussion and testimony. The public has been provided notice of alternative means of access to the meeting so they are able to contemporaneously hear all discussion, testimony and votes. All votes shall be taken by roll call. TO JOIN A MEETING: The Zoom Video Conferencing App will be used. You do not need to download the Zoom app to participate. Simply follow the instruction below. CALL TO ORDER: Chairman Chief Marshall called the zoom meeting to order at 3:00 PM and read opening comments to provide the public with information as to why the meeting is being held remotely. B. ROLL CALL: Aurora Police Commander Matt Thomas attended the meeting as a proxy for Aurora Police Chief Kristen Ziman. Commander Thomas's votes are recorded as Chief Ziman's votes throughout the minutes. Aurora Emergency Communications Manager Jacqueline Hobday is a non-voting board member, therefore her voting response is noted as excused. Present 11 - David Fisher, Richard Fowler, Carl Franco, Jacqueline Hobday, Gary Krienitz, Robert Marshall, Russ Matson, Mark Puknaitis, Theresa Sullivan, Kenneth VanAndel, and Kristen Ziman Absent 1- Mark McGee C. PUBLIC FORUM: Marshall asked if there were any speakers or guests for Public Forum. City of Naperville Budget Analyst Sherrian Kelly was present for the Zoom meeting to listen in on the proceedings. D. OLD BUSINESS: Marshall stated that City Attorney DiSanto had confirmed the ETSB was already charging the maximum surcharge fee allowed by the state and any additional amount would need to be approved by the City Council as a tax. Approve the December 17, 2020 ETSB Minutes A motion was made by Van Andel to approve the December 17, 2020 ETSB Minutes as presented, seconded by Franco. Aye: 10 - Fisher, Fowler, Franco, Krienitz, Marshall, Matson, Puknaitis, Sullivan, VanAndel, and Ziman Excused: 1- Hobday Absent: 1- McGee 2. Review the E911 surcharge payments for December 1, 2020 to February 28, 2021 Franco requested and received confirmation that Naperville revenues for the period were less than expenses, however additional revenue would be pulled from the previous period when revenues exceeded expenses. 3. Approve the Naperville expenditures for reimbursement for December 1, 2020 to February 28, 2021 A motion was made by Fowler to approve the Naperville Expenditures for Reimbursement totaling $967,546.75, seconded by Franco. Aye: 10 - Fisher, Fowler, Franco, Krienitz, Marshall, Matson, Puknaitis, Sullivan, VanAndel, and Ziman Excused: 1- Hobday Absent: 1- McGee 4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund A motion was made by Franco to approve the budget transfer from the E911 Fund to the City of Naperville General Fund totaling $928,759.86, seconded by Van Andel. Aye: 10 - Fisher, Fowler, Franco, Krienitz, Marshall, Matson, Puknaitis, Sullivan, VanAndel, and Ziman Excused: 1- Hobday Absent: 1- McGee 5. Approve the Aurora expenditures for reimbursement for December 1, 2020 to February 28, 2021 A motion was made by Van Andel to approve the Aurora Expenditures for Reimbursement totaling $1,434,797.88, seconded by Franco. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Van Andel to approve the withdrawal from the E911 Fund to the City of Aurora totaling $566,080.65, seconded by Fowler. City of Naperville The 2020 ETSB Annual Report was submitted to the state by the January 31st deadline. Thank you to the Emergency Communications Managers and Finance personnel from Naperville and Aurora for their collaborative effort to complete the report. The Naperville NextGen911 system is active and running live. The next phase includes staff setting up operations for the system to receive text to 911 communications and video to 911 communications within the next six months. 2. City of Aurora Aurora is planning for its NextGen911 system to be running live by late May/early June. Van Andel congratulated Commander Matt Thomas on his recent promotion at the Aurora Police Department. 3. City of North Aurora No report. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Van Andel to adjourn the meeting at 3:16 PM, seconded by Franco. CALL TO ORDER: Chairman Marshall: I would like to call the Emergency Telephone System Board meeting for March 18, 2021 to order. On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the Covid-19 pandemic. Accordingly, we are once again holding the Emergency Telephone System Board meeting remotely. The commissioners and staff participating in today’s meeting are all in different locations in accordance with social distancing guidelines. Any individual desiring to listen and/or participate in the meeting by telephone, or through the electronic meeting platform known as Zoom, has also been provided that opportunity using the log-in information provided on the Agenda for tonight’s meeting. Just a reminder that all speakers are asked to present their comments in a respectful and courteous manner. If inappropriate language or comments are expressed during this meeting, we will mute the speaker and end their participation.
