CALL TO ORDER: Interim Chief and ETSB Chairman Arres called the meeting to order at 3:01 PM and welcomed everyone to the in person meeting. B. ROLL CALL: Present 11 - Jason Arres, Denny Barfuss, Keith Cross, David Fisher, Richard Fowler, Jacqueline Hobday, Gary Krienitz, Russ Matson, Mark Puknaitis, Theresa Sullivan, and Kenneth VanAndel Absent 1- Carl Franco C. PUBLIC FORUM: No guests were present for the meeting. D. OLD BUSINESS: 1. Approve the revised March 18, 2021 ETSB Minutes Arres stated the minutes were updated to reflect Sullivan's attendance and votes. A motion was made by VanAndel to approve the March 18, 2021 ETSB Minutes as presented, seconded by Fowler. The motion carried with an unanimous voice vote. E. NEW BUSINESS: F. REPORTS: 1. Approve the June 17, 2021 ETSB Minutes A motion was made by Fowler to approve the minutes of the June 17, 2021 ETSB meeting as presented, seconded by Van Andel. The motion carried with an unanimous voice vote. 2. Review the E911 surcharge payments for June 1 to August 31, 2021 Arres referenced the revenues collected totaling $781,093.31 allocated to Naperville and $612,652.56 allocated to Aurora. VanAndel inquired about the amount of revenues Aurora was receiving in correlation to the size of the city. Matson stated he would inquire with cell phone providers and follow up at a future meeting. 3. Approve the Naperville expenditures for reimbursement for June 1 to August 31, 2021 A motion was made by Barfuss to approve the Naperville Expenditures for Reimbursement totaling $782,294.13, seconded by Fowler. The motion carried with a unanimous voice vote. 4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund A motion was made by Van Andel to approve the budget transfer from the E911 Fund to the City of Naperville General Fund totaling $781,093.31, seconded by City of Naperville Page 1 Printed on 2/8/2022 Emergency Telephone System Meeting Minutes - Final September 16, 2021 Board Fowler. The motion carried with a unanimous voice vote. 5. Approve the Aurora expenditures for reimbursement for June 1 to August 31, 2021 A motion was made by Fowler to approve the Aurora Expenditures for Reimbursement totaling $1,249,687.72, seconded by Barfuss. The motion carried with a unanimous voice vote. 6. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by VanAndel to approve the withdrawal from the E911 Fund to the City of Aurora totaling $612,652.56, seconded by Fowler. The motion carried with a unanimous voice vote. G. COMMUNICATIONS 1. City of Naperville Arres introduced Naperville's new Emergency Communications Manager Jillianne Chuffo. Naperville recently started body-worn camera trials with three vendors and has an estimated implementation of September 2022. 2. City of Aurora Hobday stated Aurora went live with NextGen 911 and the Text to 911 application in June and July, and is now starting to reconfigure the main center and the back up center which will be a lengthy process. Aurora has received a minimal amount of 911 texts and the preferred contact method will always calling 911. Barfuss inquired if the application was worth the cost. Hobday and Arres explained the intended uses could include a person who is deaf, hard-of-hearing or speech impaired or when speaking out loud would put a person in danger. The application is part of the NextGen 911 upgrade which includes several communication enhancements, some of which are still to be activated. Cross stated Aurora is currently testing its chosen body worn camera product. Personnel and infrastructure support for the program will take place prior to full staff training in early 2022. 3. City of North Aurora No report. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Fowler to adjourn the meeting at 3:16 PM, seconded by VanAndel.
