CALL TO ORDER: Naperville Police Chief and ETSB Chairman Arres called the meeting to order at 3:01 PM and welcomed everyone to the in person meeting . B. ROLL CALL: Sullivan arrived after Item 3 in Reports. Also Present: Naperville Emergency Communications Manager, Jillianne Chuffo; Naperville Administrative Assistant II, Jill Bridges Present 12 - Jason Arres, Denny Barfuss, Keith Cross, David Fisher, Richard Fowler, Carl Franco, Jacqueline Hobday, Gary Krienitz, Russ Matson, Mark Puknaitis, Theresa Sullivan, and Kenneth VanAndel C. PUBLIC FORUM: D. OLD BUSINESS: E. NEW BUSINESS: 1. Reporting differences from Aurora on the 2021 Annual Financial Report Arres stated the 2021 Annual Report was submitted to the State in January. While preparing the report, the final 2021 expenditures for the full reporting period were reviewed for Naperville and Aurora. Aurora provided a memo which briefly outlined a few differences that were identified during the process. Aurora's total expenditures remain well over the total revenues received for the same reporting period so no withdrawal adjustments are needed. F. REPORTS: 1. Approve the December 16, 2021 ETSB minutes A motion was made by Van Andel to approve the minutes of the December 16, 2021 ETSB meeting as presented, seconded by Fowler. The motion carried with a unanimous voice vote. 2. Review the E911 surcharge payments for December 1, 2021 to February 28, 2022 No questions or comments. 3. Approve the Naperville expenditures for reimbursement for December 1, 2021 to February 28, 2022 A motion was made by Franco to approve the Naperville expenditures for reimbursement totaling $936,922.29, seconded by Van Andel. The motion carried with a unanimous voice vote. 4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund City of Naperville Page 1 Printed on 9/12/2022 Emergency Telephone System Meeting Minutes - Final March 17, 2022 Board A motion was made by Fowler to approve the budget transfer from the E911 Fund to the City of Naperville General Fund totaling $749,497.00, seconded by Van Andel. The motion carried with a unanimous voice vote. 5. Approve the Aurora expenditures for reimbursement for December 1, 2021 to February 28, 2022 A motion was made by Franco to approve the Aurora expenditures for reimbursement totaling $721,828.44, seconded by Van Andel. The motion carried with a unanimous voice vote. 6. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Franco to approve the withdrawal from the E911 Fund to the City of Aurora totaling $588,122.45, seconded by Van Andel. The motion carried with a unanimous voice vote. G. COMMUNICATIONS 1. City of Naperville Naperville is working with Intrado to complete the state-mandated ESInet project. Naperville will be reviewing vendor submissions for a CAD/RMS consultant. This consultant will assist the agency in preparing specifications for a new CAD/RMS system, including information sharing with other agencies such as Aurora. Planning for system procurement in 2023. After additional communication with the Statewide 9-1-1 Administrator and Naperville Finance Department, it was suggested Aurora Legal and Finance Departments research the receipt of any hold harmless funds while part of the Kane ETSB. If funds were previously received, separation agreements with Kane ETSB should be reviewed to identify if Aurora should continue to receive these funds. All ETSB members should have received an email from DuPage County to file a Economic Interest Statement. 2. City of Aurora Aurora is also working with Intrado to complete the state-mandated ESInet project. Aurora and Naperville are working together to receive a joint quote. Aurora currently has a RMS coordinator and has a job posting to hire a CAD coordinator. Chief Krienitz will be retiring later this year and this will be his final meeting. 3.
