CALL TO ORDER: With Chairman Arres absent, Matson called the meeting to order at 3:03 PM. B. ROLL CALL: Commander Robinson-Chan attended the meeting as a proxy for Chief Cross of Aurora Police Department. Aurora Fire Chief McCabe arrived at 3:11 PM during Item G., Communications. Present 10 - Denny Barfuss, Keith Cross, Richard Fowler, Carl Franco, Jacqueline Hobday, Russ Matson, David McCabe, Mark Puknaitis, Theresa Sullivan, and Kenneth VanAndel Absent 2- Jason Arres, and Joe DeLeo C. PUBLIC FORUM: D. OLD BUSINESS: 1. Review the Naperville Allotment for Special Distribution Memo Naperville will be allocating its portion of the special distribution to reimburse eligible expenses for a radio system upgrade. Work will tentatively begin in 2023. No questions or comments. E. NEW BUSINESS: F. REPORTS: 1. Approve the September 15, 2022 ETSB meeting minutes A motion was made by Barfuss to approve the minutes of the September 15, 2022 meeting as presented, seconded by Fowler. The motion carried with a unanimous voice vote. 2. Review the E911 surcharge payments for September 1 to November 30, 2022 No questions or comments. 3. Approve the Naperville expenditures for reimbursement for September 1 to November 30, 2022 A motion was made by Fowler to approve the Naperville expenditures for reimbursement totaling $986,069.37, seconded by Van Andel. The motion carried with an unanimous voice vote. 4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund A motion was made by Franco to approve the budget transfer from the E911 Fund to the City of Naperville General Fund totaling $812,611.64, seconded by Van Andel. Approve the Aurora expenditures for reimbursement for September 1 to November 30, 2022 A motion was made by Van Andel to approve the Aurora expenditures for reimbursement totaling $1,136,287.72 seconded by Franco. The motion carried with a unanimous voice vote. 6. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Franco to approve the withdrawal from the E911 Fund to the City of Aurora totaling $659,699.92, seconded by Van Andel. The motion carried with a unanimous voice vote. 7. Approve the 2023 ETSB meeting schedule A motion was made by Barfuss to approve the 2023 ETSB meeting schedule as presented, seconded by Van Andel. The motion carried with a unanimous voice vote. G. COMMUNICATIONS 1. City of Naperville Staff is working with a consultant to finalize the RFP for the next CAD/RMS system. New in-car cameras should be installed in all squads by the end of the week. A consultant to assist with the radio system upgrade should be selected for review and approval by council in January. 2. City of Aurora Aurora is in the beginning stages of selecting a consultant for a new CAD/RMS system. The ESInet cutover is now complete including text to 9-1-1 communications. The Aurora back up communications center will be down in January due to a facility reconfiguration. Once complete, communications will work out the back up center while the main center is being reconfigured. 3. City of North Aurora No report. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Fowler to adjourn the meeting at 3:14 PM, seconded by VanAndel. The motion carried with a unanimous voice vote.
