A. CALL TO ORDER:
Chairman Arres called the meeting to order at 3:00 PM.
B. ROLL CALL:
Lieutenant Bryan Handell attended as a proxy for Chief Keith Cross of the
Aurora Police Department.
Present 10 - Jason Arres, Denny Barfuss, Keith Cross, Joe DeLeo, Jacqueline Hobday, Russ
Matson, David McCabe, Mark Puknaitis, Kenneth VanAndel, and ETSB Nate
Wilson
Absent 2- Richard Fowler, and Carl Franco
C. PUBLIC FORUM:
Dominick Storelli and Michael Skalitzky from Motorola Solutions attended as
guests to observe the meeting.

F. REPORTS:
1. Approve the June 15, 2023 ETSB meeting minutes
A motion was made by McCabe to approve the minutes of the June 15, 2023
meeting as presented, seconded by Van Andel. The motion carried with a
unanimous voice vote.
2. Review the E911 surcharge payments for June 1 to August 31, 2023
No questions or comments.
3. Approve the Naperville expenditures for reimbursement for June 1 to August 31, 2023
A motion was made by Barfuss to approve the Naperville expenditures for
reimbursement totaling $941,409.14, seconded by VanAndel. The motion carried
with a unanimous voice vote.
4. Approve the budget transfer from the E911 Fund to the City of Naperville
A motion was made by Van Andel to approve the budget transfer from the E911
Fund to the City of Naperville General Fund totaling 761,322.77, seconded by
Barfuss. The motion carried with a unanimous voice vote.
5. Approve the Aurora expenditures for reimbursement for June 1 to August 31, 2023
A motion was made by Van Andel to approve the Aurora expenditures for
reimbursement totaling $1,474,858.30, seconded by DeLeo. The motion carried

with an unanimous voice vote.
6. Approve the withdrawal from the E911 Fund to the City of Aurora
A motion was made by Van Andel to approve the withdrawal from the E911 Fund
to the City of Aurora totaling $603,467.27, seconded by Matson. The motion
carried with a unanimous voice vote.
G. COMMUNICATIONS:
1. City of Naperville
The City recently published an RFP for a P25 Radio System and awarded the
RFP for a Computer Aided Dispatch/Mobile Data System/Law Enforcement
Records Management System to Tyler Technologies. The Fire Department will
soon be implementing its new First Due RMS software and council approved
six additional fire personnel to provide its community advocacy CART 47
Program full time. Arres and Puknaitis are on the Region 8 CESSA Team to
work out logistics in responding to 9-1-1 calls from citizens seeking mental and
behavioral health support.
2. City of Aurora
The City of Aurora is completing a gap analysis for its CAD/RMS project. The
consultant company has interviewed personnel from all department units to
gather issues, concerns, lessons learned, and needs. The Fire Department is
developing a project timeline to implement its new Purvis fire station alerting
system. The anticipated completion date for the dispatch center reconfiguration
is now sometime in October.
3. City of North Aurora
No report.
H. ADJOURNMENT:
With no further business to come before the board, a motion was made by Van
Andel to adjourn the meeting at 3:15 PM, seconded by Puknaitis. The motion
carried with a unanimous voice vote. The next scheduled meeting is set for
December 21, 2023.
