CALL TO ORDER: With the absence of Chairman Arres, Russ Matson called the meeting to order at 3:00 PM. B. ROLL CALL: Sergeant Daniel Cyko attended as a proxy for Chief Joe DeLeo of the North Aurora Police Department. Present 8- Denny Barfuss, Joe DeLeo, Richard Fowler, Carl Franco, Jacqueline Hobday, Russ Matson, David McCabe, and Kenneth VanAndel Absent 4- Jason Arres, Keith Cross, Mark Puknaitis, and ETSB Nate Wilson C. PUBLIC FORUM: No guests were present for the meeting. D. OLD BUSINESS: E. NEW BUSINESS: 1. Review and approve the allocation of funds from the special distribution check from the State of Illinois to the City of Naperville A motion was made by Barfuss to approve the allocation of funds from the special distribution check from the State of Illinois to the City of Naperville, seconded by Franco. The motion carried with a unanimous voice vote. F. REPORTS: 1. Approve the September 21, 2023 ETSB meeting minutes A motion was made by Fowler to approve the minutes of the September 21, 2023 meeting as presented, seconded by Franco. The motion carried with a unanimous voice vote. 2. Review the E911 surcharge payments for September 1 to November 30, 2023 VanAndel noted the percentage of the total surcharges allocated to Aurora has slowly increased over the past few years. 3. Approve the Naperville expenditures for reimbursement for September 1 to November 30, 2023 A motion was made by VanAndel to approve the Naperville expenditures for reimbursement totaling $766,125.23, seconded by Franco. The motion carried with a unanimous voice vote. 4. Approve the budget transfer from the E911 Fund to the City of Naperville A motion was made by Fowler to approve the budget transfer from the E911 Fund City of Naperville Page 1 Printed on 3/22/2024 Emergency Telephone System Meeting Minutes - Final December 21, 2023 Board to the City of Naperville totaling $788,972.88, seconded by McCabe. The motion carried with a unanimous voice vote. 5. Approve the Aurora expenditures for reimbursement for September 1 to November 30, 2023 A motion was made by Van Andel to approve the Aurora expenditures for reimbursement totaling $1,531,056.63, seconded by Franco. The motion carried with a unanimous voice vote. 6. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Franco to approve the withdrawal from the E911 Fund to the City of Aurora totaling $635,151.51, seconded by VanAndel. The motion carried with a unanimous voice vote. 7. Approve the 2024 ETSB meeting schedule A motion was made by Fowler to approve the 2024 ETSB meeting schedule as presented, seconded by Barfuss. The motion carried with a unanimous voice vote. G. COMMUNICATIONS: 1. City of Naperville The City of Naperville received three responses to its P25 Radio System RFP. Vendor demos and a selection should be completed in Q1 or Q2 of 2024. Tyler Technologies hosted several kick-off meetings for the next Computer Aided Dispatch/Mobile Data System/Law Enforcement Records Management (CAD/RMS) System. The current target go-live date is in December 2024. 2. City of Aurora The City of Aurora's reconfigured dispatch center is complete. The Finance Committee recently approved L3 Harris as the vendor for its P25 Radio System. Aurora's project consultant is working with staff to develop an RFP for a new CAD/RMS system. 3. City of North Aurora No report. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Franco to adjourn the meeting at 3:11 pm, seconded by VanAndel.
