CALL TO ORDER: Chairman Arres called the meeting to order at 3:00 PM. B. ROLL CALL: Present 10 - Jason Arres, Denny Barfuss, Carl Franco, Jacqueline Hobday, Russ Matson, David McCabe, Richard Fowler, Ashfaq Syed , Matt Thomas, and Joe DeLeo Absent 1- Mark Puknaitis Aurora Director of Emergency Communications Jacqueline Hobday is a non-voting board member. Division Chief Brandon Matson attended as a proxy for Aurora Fire Chief Dave McCabe. Deputy Chief Steve Stemmet attended as a proxy for Aurora Chief of Police Matt Thomas. Also Present: Naperville Emergency Communications Manager Jillianne Chuffo Naperville Senior Administrative Assistant Jill Bridges C. PUBLIC FORUM: None. D. OLD BUSINESS: E. NEW BUSINESS: 2025 Naperville Board and Commission Member Training Chairman Arres reviewed the Naperville Board and Commission Member Training for the ETSB members. Review the allocation of funds from the State of Illinois special distribution checks A date correction was noted in the Discussion section in the Special Distribution to 9-1-1 Authorities memo. The most recent distribution was received in June 2025, not July 2024. The distribution amounts shown in the memo are accurate. F. REPORTS: Approve the June 26, 2025 ETSB meeting minutes A motion was made by Franco to approve the minutes of the June 26, 2025 meeting as presented, seconded by Barfuss. The motion carried with the following vote: Aye: 9- Arres, Barfuss, Franco, Matson, McCabe, Fowler, Syed, Thomas, and DeLeo Absent: 1- Puknaitis Review the E911 surcharge payments for June 1 to August 31, 2025 No questions or comments. Approve the Naperville expenditures for reimbursement for June 1 to August 31, 2025 A motion was made by Fowler to approve the Naperville expenditures for reimbursement for June 1 - August 31, 2025 totaling $837,350.53, seconded by Barfuss. The motion carried with the following vote: Aye: 9- Arres, Barfuss, Franco, Matson, McCabe, Fowler, Syed, Thomas, and DeLeo Absent: 1- Puknaitis Approve the budget transfer from the E911 Fund to the City of Naperville General Fund A motion was made by Franco to approve the budget transfer of $731,801.43 from the E911 Fund to the City of Naperville General Fund, seconded by Stemmet. The motion carried with the following vote: Aye: 9- Arres, Barfuss, Franco, Matson, McCabe, Fowler, Syed, Thomas, and DeLeo Absent: 1- Puknaitis Approve the Aurora expenditures for reimbursement for June 1 to August 31, 2025 A motion was made by Fowler to approve the Aurora expenditures for reimbursement for June 1 - August 31, 2025 totaling $1,104,363.26, seconded by Franco. The motion carried with the following vote: Aye: 9- Arres, Barfuss, Franco, Matson, McCabe, Fowler, Syed, Thomas, and DeLeo Absent: 1- Puknaitis Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by Franco to approve the withdrawal of $590,566.18 from the E911 Fund to the City of Aurora, seconded by Stemmet. COMMUNICATIONS 1. City of Naperville Two telecommunicators started last week leaving one vacancy to fill. An Emergency Medical Dispatch (EMD) software vendor has been selected and contract negotiations have begun. Implementation will take approximately six months. The P25 Motorola Radio Network project is slightly behind due to permitting issues. Permits were recently approved, and the project is moving forward again. 2. City of Aurora Aurora will follow up on the status of replacing former ETSB board member Ken Van Andel. Aurora is currently building a P25 radio tower and testing Pervis and Hexagon, and recently launched it's Mark 43 CAD/RMS software. 3. City of North Aurora North Aurora is preparing for Mark 43 sandbox testing at the end of September. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Franco, seconded by R. Matson, to adjourn the Emergency Telephone System Board meeting of September 18, 2025, at 3:23 PM. The motion carried by a unanimous voice vote.
