CALL TO ORDER: Chairman Arres called the meeting to order at 3:00 PM. B. ROLL CALL: Present 8- David McCabe, Matt Thomas, Joe DeLeo, Jason Arres, Russ Matson, Mark Puknaitis, Denny Barfuss, and Jacqueline Hobday Absent 3- Richard Fowler, Ashfaq Syed , and Carl Franco Aurora Director of Emergency Communications Jacqueline Hobday is a non-voting board member and is recorded as abstaining from all votes. Director Hobday arrived at the beginning of E. New Business. Assistant Chief Mike Kaufman attended as a proxy for Aurora Deputy Chief Kevin Nickel who is currently serving as Interim Fire Chief after Chief Dave McCabe retired. Deputy Chief Dan Smith attended as a proxy for Naperville Fire Chief Mark Puknaitis. Also Present: Naperville Emergency Communications Manager Jillianne Chuffo Naperville Senior Administrative Assistant Jill Bridges C. PUBLIC FORUM: None. D. OLD BUSINESS: E. NEW BUSINESS: Naperville staff is revising the City’s ETSB ordinance to align with updates to the Illinois Emergency Telephone System Act. F. REPORTS: 1. Approve the December 18, 2025 ETSB meeting minutes A motion was made by Barfuss to approve the meeting minutes of the December 18, 2025 as presented, seconded by Matson. Review the E911 surcharge payments for December 1-31, 2025 No questions or comments. 3. Approve the Naperville expenditures for reimbursement for December 1-31, 2025 A motion was made by Barfuss to approve the Naperville expenditures for reimbursement for December 1 - 31, 2025 totaling $366,232.17, seconded by Thomas. The motion carried with the following vote: Aye: 7- McCabe, Thomas, DeLeo, Arres, Matson, Puknaitis, and Barfuss Absent: 3- Fowler, Syed, and Franco Abstain: 1- Hobday 4. Approve the budget transfer from the E911 Fund to the City of Naperville General Fund A motion was made by Thomas to approve the budget transfer of $243,550.33 from the E911 Fund to the City of Naperville General Fund, seconded by Barfuss. The motion carried with the following vote: Aye: 7- McCabe, Thomas, DeLeo, Arres, Matson, Puknaitis, and Barfuss Absent: 3- Fowler, Syed, and Franco Abstain: 1- Hobday 5. Approve the Aurora expenditures for reimbursement for December 1-31, 2025 A motion was made by Barfuss to approve the Aurora expenditures for reimbursement for December 1 - 31, 2025 totaling $566,719.91, seconded by Matson. The motion carried with the following vote: Aye: 7- McCabe, Thomas, DeLeo, Arres, Matson, Puknaitis, and Barfuss Absent: 3- Fowler, Syed, and Franco Abstain: 1- Hobday 6. Approve the withdrawal from the E911 Fund to the City of Aurora A motion was made by DeLeo to approve the withdrawal of $199,338.96 from the E911 Fund to the City of Aurora, seconded by Barfuss. COMMUNICATIONS 1. City of Naperville ETSB members must file a Statement of Economic Interest with DuPage County via the Clerk’s online system. Filing notices are expected by email in March. Naperville and Aurora staff will complete the State ETSB Annual Report by January 31. Naperville remains on track for the Motorola P25 Radio Update to go live in April. Staff recently held a kickoff meeting for the Drone as a First Responder program and is currently working toward selecting a Real Time Information Center vendor. 2. City of Aurora Aurora’s P25 Radio Update has been delayed due to tower construction issues. Aurora and Naperville will work together to update the agreement for backup radio communications. The Pervis fire station alerting system remains on track for completion in February. 3. City of North Aurora North Aurora is running on a new Mark 43 RMS system. H. ADJOURNMENT: With no further business to come before the board, a motion was made by Matson, seconded by Barfuss to adjourn the Emergency Telephone System Board meeting of January 15, 2026, at 3:19 PM.
