ROLL CALL: This was approved. Present 10 - Carrie Doyle, Emily Erickson Ory, Phillip Garrison, Christopher Jacks, Kamala Martinez, John Noel, Kevin Peterson, Mark Urda, Isabella Koscal, and Ryan Park Absent 4- Becky Anderson, Debbie Grinnell, Lauren Mayor, and Sidharth Laxminarayan C. PUBLIC FORUM: D. OLD BUSINESS: E. CERTIFICATE OF APPROPRIATENESS 1. Consider the Certificate of Appropriateness (COA) request for property located at 209 E. Jefferson - COA 17-4687. Don Johnson spoke as the owner and gave an overview of the request. David Bernat spoke as the petitioner and provided details of the proposal. The HPC inquired if any alterations to the existing masonry openings were proposed and if all the windows would be installed at the same time. Johnson responded that no changes to the openings would be made and all windows would be installed at the same time. Bernat stated that the windows would be duplicated to exactly what is there now. HPC questioned the efficiency and cost savings of the proposed vinyl windows in comparison to wood. Johnson stated that he has been updating the historic home and would like to do updates that provide the best warranty while keeping the aesthetic of the historic home. The HPC questioned why vinyl windows were not recommended in the Historic Buildings Design and Resource Manual. Staff stated that when the guidelines were created, vinyl windows did not capture the authentic look or feel of original windows, and would detract from the overall character of a property and the district at large. HPC stated it is important to remember that new products and technology have been created to help keep the house pristine and maintain the look of the existing historic windows. Public Comment: None City of Naperville Page 1 Printed on 3/30/2018 Historic Preservation Commission Meeting Minutes - Final November 30, 2017 The majority of the Historic Preservation Commission supported the request, finding that new technology has been created that helps maintain the look of the historic windows. Commissioner Urda did not support the request, finding that the proposed vinyl windows did not prove to be more efficient than wood windows and that they would not maintain the look of the Historic District. The Historic Preservation Commission moved to approve COA #17-4687, a request approval of a Certificate of Appropriateness (COA) for the property located at 209 E. Jefferson in order to replace the existing wood windows with vinyl windows. A motion was made that this agenda item be accept. The motion carried by the following vote: Aye: 7- Doyle, Erickson Ory, Garrison, Jacks, Martinez, Noel, and Peterson Nay: 1- Urda Absent: 1- Anderson, Grinnell, Mayor, and Park F. REPORTS 1. Approve the minutes of the August 22, 2017 Historic Preservation Commission Meeting. Commissioner Ory and Commissioner Peterson abstain. A motion was made by Doyle, seconded by Urda, that this agenda item be accept. The motion carried by the following vote: Aye: 6- Doyle, Garrison, Jacks, Martinez, Noel, and Urda Absent: 1- Anderson, Grinnell, Mayor, and Park Abstain: 2- Erickson Ory, and Peterson 2. Approve the 2018 Historic Preservation Commission meeting calendar. A motion was made by Garrison, seconded by Erickson Ory, that this agenda item be accept. The motion carried by the following vote: Aye: 8- Doyle, Erickson Ory, Garrison, Jacks, Martinez, Noel, Peterson, and Urda Absent: 1- Anderson, Grinnell, Mayor, and Park 3. Elect Vice-Chairman and Secretary. Commissioner Jacks- Vice Chairman Commissioner Doyle- Secretary A motion was made by Martinez, seconded by Urda, that this agenda item be accept.
